한국 물리치료사 면허 제도에 대한 고찰 = (A)consideration of the systems related to physical therapist license in Korea

국문 초록 (Abstract)

한국 물리치료사는 의료기사법에 의하여 의료기사로 분류되어 국가에서 면허가 발급되고 있다. 우리나라도 고령화 사회에 진입하고 있으며 복지국가건설이란 국가시책을 달성하기 위하여 보건 의료 인력의 체계적인 관리가 필수적이다. 최근 몇 년 사이 물리치료학과는 급속히 증가하였으며 이에 따라 물리치료사의 수도 급증하였다. 그러나 그동안 물리치료분야에 대한 교육과 의료산업부분의 제도적, 사회적 변화는 정체되어 왔다. 물리치료 취업기관은 정체되어 수요와 공급의 불균형으로 취업환경이 열악한 것이 현 실정이다.
물리치료사의 발전이 저해된 원인 중 하나는, 의료기사 등에 관한 법률(1963년 제정)에 의해 의사의 지시를 받아야하기 때문에 의사와의 관계에 있어 상호보완적인 관계가 아닌 수동적이고 종속적인 관계를 유지하고 있다는 점이다.
우리나라와 달리 현재 많은 국가에서 물리치료사의 단독개원을 허용하고 있거나 물리치료사 단독법률을 제정하여 실행하고 있으며, 물리치료사의 독립적인 업무수행을 인정해주고 있다. 그러나 우리나라는 의료기사 등에 관한 법률에 의해 물리치료사의 개업권이나 영업권을 인정하고 있지 않고 있으며, 급변하고 있는 의료 환경과 세계적 동향의 파악을 소홀히 하고, 여타 제반 여건에 대한 개선의 의지를 보이지 않고 있다.
따라서 환자들의 수요증가에 발맞추면서 치료사로서의 자질과 서비스의 질을 높일 수 있는 방안의 모색이 필요할 때라 생각된다.
21세기 물리치료의 발전과 세계적 추세에 발맞추어 이제 우리나라도 현행의료기사법을 개정하고, 독립된 물리치료사법을 제정하여야 한다. 일정자격의 물리치료사에 한해 영업권을 허용하고, 환자가 원하는 물리치료사에게 치료를 받을 수 있도록 선택권을 부여해야 할 것이다. 물리치료사의 질적 향상을 위해 전문 물리치료사 제도를 도입하거나, 서비스의 향상을 위해 가정물리치료사 제도의 도입도 고려해볼 만하다.

In Korea, the physical therapist is classified as a medicine technician under the Law of Medicine Technician, state issues licenses. It is imperative to manage human resources in the health and welfare area systematically to accomplish the national policy of constructing a health and welfare state.
Recently, the number of university physical therapist departments has increased enough employment organizations for these professional, the employment environment for physical therapists has become very poor.
This study is to examine whether Korean physical therapists will be able to benefit to the clients in maintaining autonomy at their workplace.
I investigated the systems, laws ＆ rules related to physical therapist in foreign country worldwide and compared law ＆ rules, systems about physical therapist in Korea to that in foreign country.
"Physical therapy as the figured texture before the hygienic medical treatment which it lives the gun the intense enemy it provides a medical treatment technique and health control of the place where it increases accomplishes the business which is necessary as" the world-wide physical therapy company union is defining.
After the physical therapy is introduced in our country, for the citizen healthy increase and a hygiene improvement the before the now when 42 years flow when the physical therapy must be developed trying to think with the abnormal expectation, under the map of the our country current medical treatment article law 1st signature 'doctor' elk the fact that it hinders the development of every a physical therapy is fact in the complaint which is. Already the world-wide each countries which except Korea, Taiwan to citizen medical treatment increase permit independent practice of physical therapy and company one walking they are going first, it soaks but remain pulling up of the doctor universal attention.
To provide physical therapy service of good quality keeping people healthy and structural reformation coping with the demands of opening medical service market to foreign intercourse on 21C, we should make legal system for the physical therapy practice. Exclude the provision of physical therapist from the classification of medical technician on the Medical Technician Law Article and establish the independent Physical Therapist Law.
