The number of empty houses in Korea is 1.12 million houses, showing a 4.8% increase in comparison to the previous year and it is estimated to reach up to 2.03 million houses by 2050. Until now, for empty houses, the focus has been made on problems that occur due to no use of empty space, but in consideration of empty houses in line with socio-demographic issues such as serious low birth rate, continuous decrease in population, and aging, it is necessary to adopt a new approach. The purpose of this study is to consider sustainable housing stock and present the implications of the empty house measures by reviewing the trials and errors of empty house measures due to a rapid decrease in population and the acceleration of urban deterioration in Leipzig, Germany and the activity projects of the ‘HausHalten’ established spontaneously in order to protect the city.
For the method of this study, contents regarding the status of empty house measures were identified through the website of Leipzig city in Germany and operation purpose, method, characteristics and status of a non-profit organization ‘HausHalten’ were analyzed based on the data collected from its website and door-to-door interview. As a result, Leipzig city in Germany showed the characteristics of reducing the housing stock continuously by switching empty house measures from ‘Deterioration = Removal’ method to ‘Use = Maintenance’ method. In addition, HausHalten consisting of the citizen sector emphasizes ‘consultation between owner and user’ the most under its purpose of operation called “maintenance by use” by connecting a building owner and a user without depending on the government subsidy. Moreover, this organization properly provides service in stages through various networks, which are called a club, and examine the demand or usability of building in addition to the deterioration, thus contributing to the improvement in sustainability of buildings and the city.
