A shipping conference could be interpreted as a disfigured form of the cartel organization in a liner service as well as a monopolized structure of marine transportations.
At present the majority of regular lines of more than 380 shippers in the world joined in each conference, and they are somewhat orderly operated ander the restrictive function of the conference, thus a shipping conference plays a key role as an essential factor in the management of regular liner services in its extensive activities as an institute of international cartel formations.
In the meantime, any shippers have no other way but to take part in any conferences in order to maintain a smooth operation of shippings and to fulfill an efficient service with integrated loading activities. However, the organization in a form of a shipping conference creates an international dispute over the monopoly of markets and other intangible problems to be solved. Also there lies another issue that requires to conform a friction between free-wheeling competition for stablizing freight rates and monoplization derived from the formation of a conference, which often disrupts an equilibrium.
In order to remove all those hindering problems, developing countries insisted on measures to be taken by governments in a farier positions as outsiders to intermediate with matters, thus dismissing an idea proposed by the UK and other followers that any arising problems in marine operations should be voluntarily solved within the circle, while there had been similar debates between the report prepared by the Royal Commission on Shipping Rings in 1909 on self-regulation by shippers and the Alexander's report maintained by the Committee on Merchant and Fisheries House of Representatives in 1914 on the government control over the problems.
Recently, the principle of the maritime chapter has been accepted to protect shippers' interests and the build-up of merchant fleet of developing countries and an improvement of services to be rendered by conferences.
It is required to curb a dogmatism and to better services of conferences with an efficient corporation and to normalize the trade in marine transportations adopting the open-policy to have shippers participate in conferences which had been monoplized by advanced countries. It is also an important problem to be discussed that shipping conferences as consultant agencies should be systematized and reorganized along with their original functions for shippers.
