국가 기후 및 에너지 관리 정책개발 기획연구 = National Climate and Energy Management Policy Development Planning Research
Ⅰ. Introduction
□ The basic directions of the environmental policy research conducted by the researcher are to analyze structural causes, prepare proactive measures for prevention, convert to a sustainable development social structure, expand accurate basic statistics and information infrastructure, and study convergence environments.
□ To expand consumer-centered environmental policy research and joint research between industry-academia-research, public-private research, and establish an efficient and performance-oriented research project management system
□ Purpose and Expected Effects of the Low Carbon Expert Forum
ㅇ Prepare a roadmap to systematically study the field of climate and energy
ㅇ Establishment of current research directions and key research directions for KEI
ㅇ Promote research through social networks and social diffusion of research results
Ⅱ. Research Status and Limits
1. Current research status
□ Major Research Contents by Sector
ㅇ Reduction and Energy Sector: Reduction policies such as the emission trading system, response to the new climate system, preparation of a low-carbon power generation strategy, prospects for energy conversion and demand, and analysis of environmental effects by energy, etc.
ㅇ Adaptation sector: climate change adaptation capability analysis, heat wave and cold weather vulnerability analysis, etc.
2. Evaluation
□ Necessity of strengthening the system for systematic and continuous research
ㅇ Organizational system instability → Researcher instability → Research topic instability
□ The importance of strengthening capabilities in preparation for changing conditions
ㅇ The process of responding to changes in the research environment, such as the process of transitioning from setting the climate energy policy to the detailed implementation phase, and presenting alternatives focused on consumer issues, is insufficient.
ㅇ The relationship between the greenhouse gas general information center and the Korea Environment Corporation (role research overlap) and the process of responding to environmental changes such as entry of private consulting firms are insufficient
□ Overall, it is important to prepare a system for leading, comprehensive, and socially friendly research in consideration of changes in the research environment.
ㅇ It is necessary to conduct a leading KEI brand research in preparation for the time when the research order is plentiful and the climate and energy are undergoing major transformation.
ㅇ It is important to spread the research results in consideration of policy consumers (market, citizens, civic groups, media, etc.)
Ⅲ. Forum Highlights
1. Forum presentation topics and discussions
□ 1st Forum
ㅇ Forum role

□ Second Forum
ㅇ Direction to improve the electricity market: complement the operation method, issues in review, and review tasks
ㅇ Market status and climate governance by energy source
- Integrated energy-communication market and established independent regulators
- It is necessary to clearly separate the energy market and energy welfare policy.
- Innovative energy demand management market and job creation
□ The 3rd Forum
ㅇ New power market (electricity demand resource (DR) market)
- Definition: A system that sells electricity saved from electricity users when the electricity market price is high or in the event of a power grid crisis to the electricity market.
- Importance: Contribution to the avoidance of construction of new power plants, reduction of greenhouse gas and creation of additional services for ICT convergence through active market participation of electric consumers and induction of rational energy consumption- Effectiveness
□ 4th Forum
ㅇ How to secure liquidity in the emission trading system
- Comparison of liquidity between domestic and foreign emission trading systems
ㆍ30 million tons (approximately 5% of the quota) surplus as a result of 2018 domestic credit
ㆍ EU ETS 2018 market surplus approximately 1.6 billion tons (84% of quota)
ㅇ Reflecting the power generation transaction cost of the power generation market Government (proposal)
- The government is abolishing the current system of separately calculating the cost of emissions trading, and is promoting the introduction of environmental feeding, which directly reflects the transaction cost in the cost of power generation.
□ The 5th Forum
ㅇ Emissions analysis according to prospects and alternatives to power mix
- Measures to secure the ability to implement renewable power
ㆍ Mechanism of linkage between institutions: RPS and emission trading system (cost level, cost transfer structure, etc.), electricity market system and environmental cost reflection, reduction effect by linkage between systems
ㆍ Ways to secure implementation power: power/energy policy perspective, re-establishment of regulatory system
ㅇ Climate and energy market governance analysis
- Analysis of current status of energy market governance
- Climate market and power market governance analysis
- Directions for improving the governance of climate and energy markets to expand renewable energy
ㅇ Analysis of prior domestic and foreign research on the acceptance of renewable energy
- Analysis of domestic and foreign precedent studies on the estimation of the acceptability and payment intention of renewable energy using conditional valuation method (CVM) and hedonic price model
- Analysis of water-soluble difference by energy source
Ⅳ. National Greenhouse Gas Reduction Implementation Analysis - Focusing on Building and Transportation
1. Introduction
□ This study examines the characteristics of greenhouse gas emission and the effectiveness of the reduction policy in the buildings (home, commercial, public) and transportation sectors with high reduction rates.
ㅇ Comparative analysis of greenhouse gas emissions and reduction targets in the building sector and transportation sector
ㅇ Comparative analysis on the introduction and effects of major policies in the building sector and transportation sector
2. Building sector
□ Exceeding the GHG reduction target for the building sector is believed to be due to excessive forecasts of greenhouse gas emissions, and it is necessary to actively manage power consumption in the future.
ㅇ In order to prevent excessive power generation and induce efficient power consumption, it is necessary to realize the actual power rate and to promote the introduction of high-efficiency lighting and electrical equipment.
ㅇ It is necessary to actively set and implement low-carbon, zero-energy design standards for new buildings, and it is necessary to actively support insulation improvement for existing buildings and introduction of high-efficiency facilities.
3. Transportation sector
□ Greenhouse gas emissions in the transportation sector remained stable until 2013, but as high oil prices ended, the demand for automobiles increased rapidly and cars became larger, so the policy to reduce greenhouse gases in the road transportation sector was urgently needed.
ㅇ From 2014 to 2016, fuel consumption in the road sector increased. In particular, the consumption of diesel increased rapidly, and not only greenhouse gas emissions, but also air pollutant emissions such as fine dust increased rapidly.
ㅇ In 2020, it is uncertain to achieve the average greenhouse gas emission standard (97 g/km) of automobile manufacturers, which is due to the enlargement of new vehicles.
ㅇ In the future, it is necessary to actively develop policies and technologies to expand the practical distribution of eco-friendly vehicles such as electric vehicles.
