Ⅰ. Background and Aims of Research
□ Research background
ㅇ As the demand is increasing for social acceptability of environmental policies, and the public attention is growing to where the society and environment interact with each other,
- we need more systematic research on the society and environment for the purpose of realizing an inclusive green society
□ Research goals
- To derive research projects and a roadmap on the society and environment for the purpose of realizing an inclusive green society
□ Orientation of this research
ㅇ Purpose of the ‘inclusive green society’:
- Focuses on the environmental sustainability (‘green’) and the social justice (‘inclusive’) aspects of the sustainable society
ㅇ Attention to the ‘local’ dimension:
- Emphasis on the environmental issues that citizens encounter in their local communities
Ⅱ. Analysis of Local Environmental Issues
1. Issues from environmental NGOs
□ Data collection and analysis
ㅇ Data: the environmental issues that the central and local environmental NGOs have officially raised in the recent 2 years as the ‘Top Ten Environmental News of the Year’ and otherwise on their websites
- Collected a total of 330 issues from 39 NGOs
- Analyzed by area(natural environment, living environment, social environment); by cause and effect; and by subject
ㅇ Main Results
- [Cause] A majority of the environmental issues arise in the area of the social environment (95.1%).
- [Effect] The effects of human activities mainly appeared in the areas of the living environment (57.9%) and the natural environment (31.5%).
- [Subjects] The issues of nuclear plant (13.9%), fine dusts (13.3%), four major rivers (8.3%), renewable energy (6.1%), and the sunset provision for urban parks (6.1%) were raised with great frequencies.
□ Semantic network analysis: visualizing the environmental issues
ㅇ Results from the betweenness centrality analysis
- The messages extend from ‘environment’ to ‘pollution’, ‘development’, and ‘citizen’.
ㆍ The ‘pollution’ once again extends to ‘air’, ‘soil’, ‘water quality’, ‘emission’, and ‘accident’;
ㆍ The ‘development’ to ‘safety’, ‘power plant’, ‘industry’, ‘(urban) park’, ‘weir (dam)’, and ‘(four) major rivers’ in the area of ecological degradation and risks; and
ㆍ The ‘citizen’ to ‘residents’, ‘conflict’, ‘participation’, and ‘deliberation
(deliberative polls)’ in the area of conflict management and consensus
building.
ㅇ Results from the cluster analysis
- Six clusters were produced regarding: citizen participation, industry and developmental projects, nature and ecology, power plants, asbestos in schools, and environmental pollution.
2. Issues from local forums
□ Collecting issues from the local forums
ㅇ Two local forums were held to discuss local environmental issues with local NGOs, assemblies, and experts:
- Daejeon-Sejong-Chungnam region (July 22nd)
- Gwangju-Jeonnam-Jeonbuk region (August 23rd)
3. Implications from the analyses of local issues
□ An environmental problem is a systematic product of human socio-eco nomic activities.
ㅇ A fundamental transformation of the current socio-economic system is needed to solve or alleviate the environmental problems
□ Developmental project is one of the main causes of our environmental problems.
□ Damage from environmental pollution is often locally concentrated.
□ Demand for citizen participation is increasing for solving the environmental conflicts.
□ For a greater citizen participation, capacity development is required for citizens and civil society.
Ⅲ. Institutionalizing the Environmental Justice
□ Goals of policy research
ㅇ Establishing the concept of environmental justice (EJ hereafter) and diagnosing the status of environmental inequalities
ㅇ Alleviating the environmental inequalities and advancing laws/policies regarding EJ
