노인일자리 사업의 만족도와 효과성에 관한 연구 = 노인일자리 유형별 분석을 중심으로

국문 초록 (Abstract)

본 연구는 고령사회를 대비하여 활동지향적인 노년문화를 정착시키는 데 필요한 노인일자리 사업의 개선과 활성화를 위하여 노인일자리 사업의 만족도와 효과성에 관한 분석을 통해 실증자료 제공을 목적으로 하고 있다. 이에 인구사회적 특성과 노인일자리 사업의 각 유형(공익형, 교육형, 복지형, 인력파견형, 시장형)에 따른 만족도와 효과성을 분석했다. 그 결과 노인일자리 사업 유형에 따라 만족도와 효과성에 유의미한 차이가 있음을 발견했다. 노인일자리 사업 유형에 따른 만족도와 효과성은 공공분야 유형인 공익형, 교육형, 복지형이 높은 반면 민간분야인 시장형과 인력파견형은 만족도가 낮은 수준으로 나타났다. 그리고 남성노인보다는 여성노인이, 연령이 더 많을수록 만족도와 효과성은 큰 것으로 분석되었다. 이것은 노인일자리 사업의 한계를 분명히 보여준다고 할 수 있다. 즉 현재 노인일자리 사업이 일자리 고유의 목적 이라고 할 수 있는 생계유지를 위한 수단이 아니라 자원봉사내지는 여가선용 등의 부가적인 목적으로 운영되고 있기 때문이다. 따라서 생계유지에 실질적인 도움을 줄 수 있는 일자리유형의 발굴이 필요하다. 또한 실적 위주의 양적인 노인일자리 확대에 정책초점을 두기보다는 내실 있는 질적인 노인일자리 정책으로의 변화가 요구된다.

다국어 초록 (Multilingual Abstract)

The senior employment promotion program is the most important policy for the elderly people because it provides job positions for the retired and also income stability for the old who lost economic security form their families and business companies. This study aims to examine the status of participation in the project for creating job opportunities for the elderly that has been executed since 2004 and the degree of satisfaction and change in life after participation, and to provide useful data for the further progression of the project in the future. This research reviewed on the effect of elderly employment promotion project to their life satisfaction and got positive verification about the effectiveness of the project. The survey was conducted on 150 elderly participants on the project in Cheongju City. The major results shown through this study are as follows. First, elderly people who participated in the official sector program(public common good type, educational type, welfare type) had higher satisfaction and effectiveness compare to those who did participated in the non-official sector program(market type, labor force dispatch type). Second, the job for elderly people had the most positive effect on elderly people to increase satisfaction and effectiveness by gender and age. This is shown limit of the senior employment project. Because currently senior employment project is more leisure time than sustentation. Based on the results obtained in this study, the following suggestions were made. First, in order to increase the actual income of the old people, the wage and work time for participating in the employment project needs to be adjusted. Second, in order to promote the participation of the aged people older than 74 years old, it is necessary to come up with various measures such as job development fitting the highly aged people. Third, the number of participants in the senior employment project needs to be expanded and various jobs must be offered in order to satisfy the desires of the old people such as leisure in addition to increasing their income.
