역사문화자원으로서 경기도 동학 유적 활용 의미와 방안 고찰 - 여주 전거론을 중심으로 - = A Study on the Significance and Strategies for Utilizing Donghak Historical Sites in Gyeonggi-do as Historical and Cultural Resources : Focusing on Jeongeolon in Yeoju

국문 초록 (Abstract)

본 연구는 역사문화자원의 활용 의미를 살펴보고 경기도 동학 유적중 하나인 여주 전거론을 중심으로 경기도 동학 유적이 역사문화자원으로서 어떤 의미가 있으며, 활용을 위해 무엇이 필요한지를 논의하기 위해, 사회 개혁 운동으로서 동학의 의미와 함께 경기도 동학 관련 사례를 검토하고, 단계별(자원화, 지식화, 문화화) 접근을 통한 역사문화자원으로서 여주 전거론 및 경기도 동학 유적 활용 방안을 고찰하는 것이 목적이다. 이는 역사문화자원이 과거를 기억하는 매개물이자 동시에 미래 가치를 창출하며 지역의 문화정체성을 확립하는 원동력으로서 중요한 역할을 하기 때문이다.
이를 위해서 본 연구는 먼저 최근 제정·시행된 『국가유산기본법』의의미를 살펴 봄으로써, 기존의 문화재 중심의 보존과 보호 정책에서 나아가 국가유산의 적극적인 활용과 진흥의 중요성을 확인하고, 이어서 역사문화자원으로서 유산과 유적의 활용 의미를 검토한다. 특히 역사문화자원을 활용하기 위한 단계별(자원화, 지식화, 문화화) 접근의 의미를 설명하고 각 단계별 특성과 역할을 제시하고자 한다. 그리고 마지막으로 동학농민혁명에 내재된 사회개혁 운동의 관점에서 동학 유적의 의미와 경기도 동학 관련 사례를 살펴보고, 역사문화자원으로서 여주 전거론의 활용 방안을 검토한다. 이는 조선 후기 사회의 불평등을 개혁하려는 민(民)의 실천 운동으로서 현재와 미래를 연결하는 역사문화자원으로서 여주 전거론을 중심으로 한 경기도 동학 유적의 활용 의미와 방안을 검토하는 계기가 될 것이다.
본 연구를 통해 여주 전거론을 중심으로 한 경기도 동학 유적의 활용이 사회 불평등을 개혁하고자 하는 실천운동으로서 현재에 많은 시사점을 던져 줄 뿐 아니라, 역사문화자원으로서 다양한 문화콘텐츠로 개발될 수 있는 기회를 마련함과 동시에 경기도라는 지역의 역사적 의미와 미래 가치를 창출하는 계기가 되기를 기대한다.

This study aims to explore the significance of utilizing historical and cultural resources, focusing on Jeongeolon in Yeoju, one of the Donghak historical sites in Gyeonggi-do. The purpose is to examine the significance of Gyeonggido Donghak historical sites as historical and cultural resources and to discuss what is needed for their effective utilization. This will be done by reviewing the meaning of the Donghak movement as a social reform movement, examining cases related to Donghak in Gyeonggi-do, and exploring historical sites in Gyeonggido through a phased approach(resource develoment, knowledge dissemination, and cultural transformation). This is important because historical and cultural recources serve not only as intermediaries for remembering the past but also as a driving force for creative future value and establishing the cultural identity of a region.
To achieve this, the study first examines the significance of the recently enacted and implemented National Heritage Basic Act. By doing so, it emphasizes the importance of actively utilizing and promoting national heritage beyond the traditional focus on conservation and protection. Next, the study reviewx the significance of utilizing heritage and historical sites as historical and cultural resources. In particular, it explains the meaning of the phased approach(resource develoment, knowledge dissemination, and cultural transformation) in utilizing hostorical and cultural resources and presents the characteristics and roles of each phase. Finally, from the perspective of the social reform movement inherent in the Donghak Peasant Revolution, the study examines the sigificance of Donghak historical sites and reviews related cases in Gyeonggi-do, while also considering strategies for utilizing Jeongeolon in Yeoju as a historical and cultural resource. This approach aims to explore the significance and strategies for utilizing the Donghak historical sites in Gyeonggi-do, centered on Jeongeolon in Yeoju, as a historical and cultural resource connecting the past with the present and future, focusing on the people’s reform efforts against social inequality during the late Joseon period.
Through this study, it is hoped that the utilization of Gyeongg i-do Donghak historical sites, with a focus on the Jeongeolon in Yeoju, will not only offer insights into contemporary efforts to address social inequality but also provide opportunities for developing diverse cultural content as a historical and cultural resource. Futhermore, this study aims to create opportunities for generating historical significance and future value for the region of Gyeonggi-do.
