The purpose of this study is to analyze the Yoon Seok-yeol administration's medical school capacity expansion policy based on the public value criteria suggested by Bozeman's Public Value Failure Model, and to present implications for policy success. In accordance with the research objective, the study examines the background and process of the 2024 medical school capacity expansion policy to identify its relation to the realization of public value. Additionally, using the public value criteria suggested by Bozeman's Public Value Failure Model, the study identified factors of success or failure for each criterion based on stakeholders' claims and actions, as well as phenomena observed in the healthcare system. The results of the analysis focusing on the factors of failure are as follows: lack of mechanisms for value aggregating under the criteria of articulating and aggregating values, imperfect monopoly under the criterion of legitimate monopoly, insufficient public information under the criterion of public information, ineffectiveness of benefit redistribution policies under the criterion of benefit distribution, scarcity and monopolistic status of providers under the criterion of provider availability, short-term perspective under the criterion of time horizon, and lack of public healthcare under the criterion of resource substitutability.
Based on the analysis results, the study summarizes the implications of the public value failure factors inherent in the 2024 medical school capacity expansion policy and provides policy recommendations for achieving policy success and addressing similar cases in the future. This study is significant in that it uses an analytical framework to reach desirable outcomes, rather than evaluating the medical school capacity expansion policy in 2024 as a success or failure, considering the policy is currently ongoing. It can serve as feedback in the policy process
