대한적십자사 소장 사할린 한인 관련 문서를 통해 본 ‘일시모국방문’(1980~1990년대) = "Temporary Visit to Korea" (1980-1990s) of Korean Detainee Seen in Sakhalin Related Documents of the Korean Red Cross

From the 1910s, Koreans began to live in South Sakhalin, and about 30,000 people were forcibly mobilized during Japan's Asia-Pacific War. In August 1945, Japan was defeated, but about 43,000 Koreans in Sakhalin were unable to return home. Official permanent residency has been possible since 1992. It was difficult to even discuss the permanent return of Korean detainee in Sakhalin, who lived in the Soviet Union, which had not been established in the Cold War. The alternative under the strong barrier was 'temporary visit to Korea'. The temporary visit to Korea was achieved thanks to the efforts of Park Rho-Hak and Japanese support forces(Onuma Yasuaki, Dakaki Gen-ich). It has served as a complement to the return to permanent residence since it started as a towing vehicle and a former stage of permanent return.
Temporary visit to Korea' has been operated in three stages since 1984. In this process, it was possible to realize permanent return. However, not all Korean detainee in Sakhalin had the opportunity to return to permanent residence after the realization of permanent residence. There are still many Koreans who cannot return to permanent residence due to restrictions on conditions or personal reasons. For that reason, 'temporary visit to Korea' has continued to this day as the number of subjects has been expanded.
This paper examines the process of "temporary visit to the motherland" that opened the door to the Korean detainee in Sakhalin problem through the "Korean Red Cross document." The data used are documents from the collection of the Korean Red Cross (data related to Sakhalin Koreans, private data). Of the total 118,450 papers, about 65,000 documents related to "temporary visit to Korea" in the 1980s and 1990s were analyzed. The reason why it was limited to the 1980s and 1990s is that it aims to pay attention to the nature of the "temporary visit to the motherland" project as a driving force that promoted the permanent return project.
According to the document, the Red Cross began to pay attention to the Korean detainee in Sakhalin problem in 1956. The Sakhalin Korean issue was the most appropriate topic for humanitarianism, one of the spirit of the Red Cross, and it was difficult for the government to pursue due to the complex political landscape involving various countries. In response to this purpose, the Korean Red Cross has also started the Korean detainee in Sakhalin problem since 1972.
The Korean Red Cross was involved from the first stage of the temporary visit to Korea. In the first stage, the Japanese and Soviet governments provided side support to realize a temporary visit to Korea, and in the second stage, they actively consulted with the Red Cross of related countries along with some financial support. The Korean Red Cross has been the organizer since the third stage. From the second half of 1989, to the present, the government has been commissioned to operate a visit project to the motherland.
1910년대부터 한인은 남사할린에 거주하기 시작해 일본의 아시아태평양전쟁기에는 약 3만명이 강제동원되었다. 1945년 8월, 일본은 패망했으나 사할린에 있던 약 4,3000명의 한인들은 귀국할 수 없었다. 공식적인 영주귀국은 1992년부터 가능했다. 냉전체제 속에서 미수교국이었던 소련 땅에 거주하던 사할린 한인의 영주귀국은 논의조차 어려웠다. 강력한 장벽 아래에서 나온 대안은 ‘일시모국방문’이었다. ‘일시모국방문’은 박노학과 일본 지원세력의 노력에 힘입어 성사되었다. 영주귀국의 전 단계이자 견인체로 출발한 후 현재까지 영주귀국의 보완체로서 역할하고 있다.
1984년 사할린 거주 한인이 일본에서 가족과 재회하면서 시작한 ‘일시모국방문’은 총 3단계로 운영되었다. 이 과정에서 영주귀국을 실현할 수 있었다. 그러나 영주귀국 실현 후 모든 사할린 한인이 영주귀국의 기회를 얻은 것은 아니었다. 아직도 조건의 제약이나 개인적 이유로 영주귀국을 할 수 없는 한인은 적지 않다. 그러한 이유로 ‘일시모국방문’은 대상자를 확대하면서 현재까지 이어지고 있다.
본고는 사할린 한인 문제의 물꼬를 튼 ‘일시모국방문’의 과정을 ‘대한적십자사 문서’를 통해 살펴본 논문이다. 활용한 자료는 대한적십자사 소장 문서(대한적십자사 소장 사할린 한인 관련 자료, 비공개 자료))이다. 총 118,450매 가운데 1980~1990년대 ‘일시모국방문’ 관련 문서 약 65,000매를 분석했다. 1980~1990년대로 국한한 이유는 영주귀국사업을 촉진한 견인체로서 ‘일시모국방문’ 사업의 성격에 주목하고자 하기 때문이다.
문서에 따르면, 적십자사가 사할린 한인 문제에 관심을 기울이기 시작한 시기는 1956년이다. 사할린 한인 문제는 적십자사의 정신 가운데 하나인 인도주의에 가장 부합하는 주제였고, 여러 나라가 얽힌 복잡한 정치 지형으로 인해 정부는 추진하기 어려운 주제였기 때문이다. 이러한 취지에 따라 대한적십자사도 1972년부터 사할린 한인 문제에 나섰다.
대한적십자사는 ‘일시모국방문’의 제1단계부터 관여했다. 제1단계에서는 일본과 소련 정부가 ‘일시모국방문’을 실현할 수 있도록 측면 지원을 했고, 제2단계에서는 일부 재정지원과 함께 관계국 적십자사와 적극적으로 협의했다. 대한적십자사가 주관처로 나선 것은 제3단계부터다. 1989년 하반기부터 현재까지 정부의 위임을 받아 모국방문사업을 운영하고 있다.
