Ⅰ. 調整期의 美國의 世界戰略
冷戰以後 時代의 對外的 安保環境의 변화와 더불어 "變化와 改革"을 기치로한 클린턴 新行政府의 출범은 美國의 세계전략의 조정내지는 변화를 요구하게 되었다. 따라서 이미 부시행정부하에서 미국의 국가전략이 냉전적 대응전략으로부터 냉전이후 시대의 안보환경에 맞도록 조정이 시작되고 있었지만 이제 새로운 세대에 의한 새로운 행정부의 출범이 초래할 가능성이 큰 것이다. 그러나 클린턴 美大統領當選者는 "지속성과 변화"의 조화를 강조하면서 국가안보의 제1의 목표는 다 작은 규모의 군사력으로 최강의 군사강대국으로 남아 있는 것이라고 천명함으로써 世界問題에 계속 간여할 것임을 시사하고 있다.
클린턴이 구상하는 미국의 세계전략을 간단히 요약하면 소수정예화로 여전히 최강의 군사력을 보유하여 지역분쟁에서 미국의 국가이익을 보장하며, 이를 뒷받침하기 위해서 미국경제를 부활시켜 경제적 지도력을 재확립하고, 미국적 가치들인 自由民主主義와 市場經濟體制가 확립되는 신세계질서를 확립한다는 것이다. 따라서 군사안보를 계속 국가안보전략의 축으로 할 것이지만 경제문제와 환경문제, 인권문제, 그리고 테러리즘 및 大量殺傷武器의 확산금지 등을 더욱 강조하는 進步主義的 現實主義에 기초해서 계속 世界問題 해결에 깊이 간여하는 것이 국가전략의 기초가 될 것임을 알 수 있다. 이러한 세계전략은 부쉬행정부하에서 냉전구조에 군사적 방법으로 일관대응하던 保守主義的 國際主義(Conservative Internationalism)로 부터 進步主義的 國際主義(Liberal Internationalism)로의 변화를 의미하는 것이고, 그 핵심개념도 세계적 봉쇄전략으로부터 선별적, 혹은 대응적 개입(selective or proportional engagement)으로 전개될 것이다.
Ⅱ. 美國의 東北亞戰略 展望
美國의 세계전략이 對蘇封鎖(global Strategy)으로부터 미국의 국가이익이 크게 달려 있는 地域戰略(Regional Strategy)으로 변했고 그 중 中東과 더불어 가장 중시되는 곳이 東北亞이다.
냉전이후 시대의 미국의 동북아전략은 이미 1990년 미국무성의 아·태지역 전략구도에서 밝혀졌듯이 향후 10년~15년에 걸쳐 亞·太地域의 美軍事力을 30%정도 축소시키지만 최저수준의 美軍은 계속 전진배치될 것이고, 이들의 병참지원과 유사시의 병력증대를 위한 海外基地의 확보는 계속해 나간다는 것이다. 그러면서 中國과 日本의 군사강대국으로서의 재등장 가능성 및 장기적으로는 러시아의 재등장을 억제하여 地域覇權勢力의 등장을 예방하며 지역안보를 위하여 미국이 정치적 균형자(balancer), 안보적 보장자 혹은 동반자(guarantor or partner)역할은 하되 경제적으로는 철저한 경쟁자(competitor)의 입장에서 미국의 국익을 도모한다는 것이다.
특히 군사적 역할은 미국이 하되 安保에 따르는 경제적 부담은 안보동반자들이 더욱 많이 부담하여 미국내 경제여건이 어려움에도 불구하고 미군을 해외에 계속 주둔시킬 수 있는 명분을 찾으려 하고 있다. 이러한 미국의 동북아전략은 최근 랜드연구소(Rand Corporation)가 발표한 "新戰略과 더 적은 규모의 軍事力:太平洋 次元"이라는 보고서에 기초해 발표된 1992년도판 "戰略構圖"에도 잘 반영되어 있다.
Ⅲ. 美國의 對韓半島 戰略
동북아시아지역에서는 이상적인 안보 보장자로서의 미국의 역할은 한반도전략을 핵으로 전개되고 있다. 즉 아직도 미군의 동북아에서의 지역역할(regional role)은 한반도에서의 반도역할(peninsular role)을 중심으로 이루어지고 있다.
미군의 반도역할의 제일 중요한 임무는 아직도 북한으로 부터의 군사적 모험주의를 사전에 억지(deterrence) 하는 것이고 궁극적으로는 북한 정치경제적 체제으 ㅣ변화내지는 붕괴를 유도하는 것이다. 그렇기 때문에 미국의 대 한반도 전략은 북한의 핵무기개발 가능성을 철저히 봉쇄함과 동시에 정치경제적으로 이를 고립시켜 동북아지역에서의 불안의 핵인 북한으로부터의 위협을 제거하는 것이다.
미국의 對韓戰略은 이러한 對北戰略과 연계되어 있다. 그리고 변화하는 안보환경과 국내여건에 맞게 미군의 역할을 주도적 역할(leading role)로부터 보조적인 역할(supporting role)로 변화시키되 미군의 인계철선(trip-wire)기능과 핵우산에 의한 전쟁재발 억지기능을 충분히 담당한다는 것이다. 그리고 억지전략이 실패할 경우 적을 패퇴시킬 군사력을 계속 유지하는 것으로 되어 있다.
그렇기 때문에 미국의 대한반도전략은 여전히 군사안보정책 위주로 전개될 수 밖에 없고 통일정책은 그 목표보다 과정 및 통일 이후의 체제가 미국의 국가이익과 일치하는 방향으로 될 것이냐에 더 중점을 두고 전개될 것이다.
Ⅳ. 安保政策的 戰略
한반도 상황은 아직도 냉전적 구조와 新國際秩序的 성격이 병존하고 있을뿐만 아니라 장차 中國과 日本, 그리고 러시아의 지역세력으로서의 각축이 예상된다는 외적 상황뿐만 아니라 미국의 국내여건이 변했다는 측면을 고려한 차원에서의 중장기적 안보전략적 대응책이 추구되어야 한다.
1. 정치·외교적 대응전략
미국의 대외정책이 점차 진보주의적 국제주의화 할 뿐만 아니라 국내정치도 경제문제 위주의 진보주의화 할 것을 고려하면서,
① 統一問題를 自由民主主義와 市場經濟體制를 확립하는 방향으로 추구한다는 확신을 줄 것.
② 국제사회에서 진보주의적 쟁점이 되고 있는 人道主義的 問題, 환경문제, 테러문제 및 核을 포함한 대량살상무기 확산의 금지에 더 적극적 역할을 할 것.
③ 同盟國으로서의 역할을 적극 담당하여 정책협의의 권리와 의무를 충실히 함으로써 미국의 對北政策에서 쇼크적 변화가 일어나지 않도록 사전에 방지할 것.
④ 중·단기적으로 韓·美間 공동이익 기반을 확대시켜 나갈 것.
2. 군사안보적 대응전략
동북아의 국제정세는 아직도 국가안보적 전략이 가장 중요함과 동시에 한반도에서는 미국의 안보역할이 가장 이상적임을 강조하고 한국의 안보를 다자주의 보다는 韓·美 양국간 사무적 안보협정에 기초해서 전개시킬 것.
① 부간의 핵무기개발 저지에 미국과 정책협조를 긴밀히 하고, 미군의 핵무산에 의한 전쟁재발억지력을 계속 확보할 것.
② 인계철선(trip-wire)의 기능이 작동하는 위치에 미군의 전진배치가 계속 유지되도록 유도하며
③ 한국의 주도적 역할과 방위비 분담노력을 계속해 나가되
④ 집단적 안보전략 보다는 韓·美 양자간 공동안보전략이 한반도에서는 아직도 최선의 전략임.
3. 경제통상전략
미국의 새정부가 강조할 경제안보의 중요성을 감안할 때 앞으로 대미 정치외교 및 군사전략적 협력관계가 바로 경제통상전략에 달려 있다는 각오하에 호혜적 관계를 발전시켜야 함.
① 우루과이라운드(UR)의 해결에 적극 참여하여 자유무역체제인 가트(GATT)체제를 유지시키는데 적극적으로 참여할 것.
② 亞·太閣僚會議(APEC)와 같은 다자간 협의체제를 가능한 지역 협력체제로 발전시켜 미국과의 지역경제공동체 의식을 키워나갈 것.
③ 미국의 신행정부가 추구할 강력한 산업정책에 대비하여 한국상품의 국제경쟁력을 제고시켜 시장개방 압력에 적극 대응할 것.
④ 미국의 무역대표부(USTR)에 버금가는 대외통상정책의 총괄기구를 설치하여 경제통상문제 대응의 전문성과 일괄성을 유지할 것.
Ⅰ. U.S. Security Policy in the middle of Change
Now that the external and internal security environments in the post-Cold War era have changed, the American government has been redefining her security role in the world. And U.S. policy adjustments to the new conditions which have already initiated under the Bush administration will be fascilitated with the fresh start of the Clinton administration which has been advocating changes in American society and redefining American interests.
President-elect Clinton proclaims that U.S. must define a new national security policy to build on the victory of freedom in the Cold War and He laid out three principles for it; first, rebuild America's economic strength; second, remain engaged in the international arena ; third, use the power of American values in shaping the post-Cost War era. Guided by these three principles the Clinton government is expected to reestablish American economic leadership at home and abroad, to prepare U.S. military forces for a new era, and to encourage liberal democracy and market economy world wide.
Based on the liberal internationalism, U.S. is now seeking a more flexible security policy to counter many contingencies in the new world orde. And It would likely focus on regional rather than global conflict by emphasizing selective proportional engagement where vital American interest at stake. But U.S. will do this by fewer forces and less expenses, therefore asks for more burden-sharing to her allies and assume more roles in common defense. U.S. military security policy will however display continuity in that it keeps foreward deployment of her military forces and seeks overseas bases to support it.
Ⅱ. A New Security Policy of America in the Northeast Asia.
The Clinton administration recognizes that the security environments in the Northeas Asia are under process of significant changes and requires a new U.S. security to respond to the changes. As in the case of the Cold-War era, the U.S.-Japan relationship remains key to U.S. Asian security strategy even though U.S.-China relations is gaining more weights.
In the post-Cold War, however, foreward deployed U.S. forces in Asia-Pacific region will act as a regional balancer by not only deter North Korean military adventurism but also by containing the ambitions of Japan, China, and possiblly Russia to become a regional hegemonic powers. American forces in the region serves as a ideal political balancer, security guarantor, and economic competiter, thus keeping the peace and stability in the Northeast Asia. Even under the new administration, U.S. economic security and traditional security interests all argue for the need for sustained security engagement by the U.S. in this economically dynamic region. Therefore, a credible U.S. security presense will be maintained on the bases of Korea-U.S. and U.S.-Japan bilateral security pacts. The sizes of the forward-deployed U.S. forces and its structure will be changed however by due course guided by the new strategic frame-work of Asian-Pacific region of 1990 which is later reconfined in 1992 version.
Ⅲ. Changing U.S.-Korea Security Relations
The U.S. Security role in Korea during the Cold War era played three interrelated security tasks; firstly, U.S. global strategy to contain communist expansion vanguarded by the former Soviet Union; secondly, an credible regional balancer to counter the rise of militaristic japan and totalitarian China; thirdly, local deterrence to deter North Korean aggression toward South Korea.
The last two security roles of America are still required even with the passing of the Cold-War. U.S. security strategy toward Korean peninsular, however, is in the process of changes largely due to changes in the American security environments abroad and within. The military security role for the U.S. forces in Korea will be changed from a leading role to a supporting one. Given the emphasis on the economic security, more burden-sharing will be asked for in the near fututre and economic factor will doom large in the long run.
The core issue of U.S. strategy in the Korean peninsular, however, is to deter North Korea's military adventurism, especially her ambition for nuclear weapons. U.S. strategy in the Korean peninsular, therefor, will seek a nuclear-free zone while maintains nuclear-umbrella over the South Korea. Also, U.S. will seek to isolate North Korea diplomatically and economically so that it changes her socialist system or collaps itself.
Ⅳ. Recommends for the new Korea's strategy toward America.
Given the inevitable adjustments and changes of U.S. strategy in the Korean peninsular, Korea has to readjust her security policy politically, economically, and militarilly as follows:
1. Politico-Diplomatic Strategy
1) Korea's unification policy should be pursued in a way to guarantee liberal democracy and market economy.
2) Play more positive role for the liberal international issues such as humanitarian, ecological, and other economic problems.
3) By contributing actively to the Korea-U.S. alliance system, Korea has to seek the rights of alliance consultation so that it can prevent any abrupt policy changes on the part of the United States regarding Korean issues.
4) In the long run Korea has to broaden her common interests with the U.S.
2. Military Security Strategy
1) Cooperate closely with U.S. to prevent North Korea from gaining nuclear weapon capability by any means, while seeking U.S. nuclear umbrella intact.
2) Urges U.S. deploy her military forces foreward so that it can play trip-wire function effectively.
3) By assuming even biger security burden and roles, Korea should keep U.S. forces in Korea till peace structure on the Korean peninular established solidly. Pursue bilateral security system, not multilateral one for the peace and stability on the Korean peninsular.
3. Economic-Commerce Strategy
1) By actively participating the UR negotiation Korea shoul help to keep GATT liberal trade regime.
2) By developing APEC-type forum into a fully developed economic community under the leadership of U.S., not Japan.
3) Rebuild the competitiveness of Korean goods and ready for a open market so that Korea and U.S. become mutually benificial under the new administrations in both countries.
4) Create a integrated organization to handle trade issue more effectively and plays counter part vis a vis USTR.
