지방외교의 발전을 위한 문화외교 활성화 방안 = Measures to Promote Cultural Diplomacy for the Development of Local Diplomacy

다국어 초록 (Multilingual Abstract)

This study attempted to analyze the current status of Korean cultural diplomacy and international cultural relations based on conceptual discussions on cultural diplomacy and international cultural relations in the context of new public diplomacy that has emerged since the 21st century, and to suggest strategic directions for effectively carrying out their diplomatic functions. As a result of examining through discussions, in reality, in the context of public diplomacy, cultural diplomacy takes on the aspect of international cultural relations, contrary to the expected meaning, and it can be analyzed that there is a conceptual confusion between 'diplomacy' and 'relations'. Unlike cultural diplomacy, international cultural relations must be purposeful without government intervention, and international cultural relations are led by the state within the framework of cultural diplomacy.
Meanwhile, local governments in Korea have been carrying out 'international cultural relations' as part of 'international exchange' rather than diplomatic activities based on the recognition of the conceptual element of local diplomacy, but with the rise of 'local diplomacy', local governments at all levels are expected to use cultural organizations and cultural and artistic activists as a means of 'local diplomacy' to promote various resources in the region.
