외교안보담론 갈등구조와 정보: 인지심리학적 분석 = The Conflictual Structure of A Foreign Policy Discourse and Information

다국어 초록 (Multilingual Abstract)

In recent years, a critical issue in Korean society has been revolving around the implications of the conflictual aspects of a foreign policy discourse for national interests. While such policy discourse conflicts have rather fomented serious discord in an era in which national consolidation should be sought, such conflicts have served as an importantl factor in weakening the driving force of South Korea’s policies towards foreign countries including the North. Identified as a few of critical variables regarding a foreign policy debate are Korea's geo-strategic structure, Korean peninsula's division and its traumatic experience with Korean War, mutually exclusive policy orientations of South Korean governments towards the North, and finally cognitive bias of participants in foreign policy discourse. The objective of the study is to analyze major factors having influenced the conflictual structure of a foreign policy discourse on South Korea's diplomacy and security policy, including its policies towards North Korea. In conclusion, such structural factors resulting from the geopolitical and internal circumstances of the Korean peninsula, as well as South Korea’s historical development have influenced South Korea’s foreign policy discourse more than anything else. As a result, this study suggests some policy alternatives as follows. First, efforts should be doubled to establish a democratic policy advisory committee under the administrative body with a focus on bipartisan cooperation. Also needed is the establishment of the bipartisan diplomacy council under the legislative body for the rapid settlement of important security issues. Third, also demanded for the desirable outcome of a fierce policy debate is a more neutral and autonomous management of intelligence services, which tend to monopolize sensitive informations and secret intelligence for ruling government's interests. Fourth, it is a time for the parliament to promote and revitalize the function of public diplomacy in the civilian sector. Of course, these alternatives shouldn't be realized over a short period, but provided such demanding security challenges the Korean society faces, a first priority should be given to establishing and institutionalizing harmonious procedures to overcome cognitive bias among political leaders and security experts, aggravating the conflictual structure of a diplomacy and security policy discourse.

국문 초록 (Abstract)

최근 한국사회에 만연되고 있는 극심한 외교안보관련 논쟁은 단순한 정책노선 논쟁수준을 넘어 격렬한 이념투쟁이자 정권투쟁의 수준으로 전개되고 있다. 격렬한 안보논쟁을 일으켰던 사드배치 문제와 전작권 전환문제, 남북한 올림픽 단일팀 구성문제 등 여·야간에 첨예한 안보담론 갈등이 심각한 정쟁으로 비화되고 있다. 보혁 간의 극심한 안보담론 대립이 이제 정책노선을 놓고 벌이는 합리적 논쟁을 넘어 여·야간에 치열한 정치적 아젠다 선점과 여론장악을 위한 정쟁의 장으로 변하고 있는 것이다. 이제 보수와 진보 진영 간의 극심한 안보담론 투쟁은 남북한의 통합은 커녕 남한사회의 통합도 어렵게 만들고 있다. 물론우리 한국처럼 자유민주주의를 지향하는 다원화된 사회에서 다양한 의견표출로 인한 정책토론과 노선갈등은 어쩌면 당연한 것이며 자연스러울 수 있다. 다양한 의견이 자유롭게 제기되고 비판과 수렴을 거쳐 민주적으로 의사결정이 이루어지는 지난한 소통의 과정이야말로 민주사회의 특징이며 사회발전의 원동력이 될 수 있기 때문이다. 그러나 최근 한국사회에서 불거지고 있는 외교안보담론의 갈등 양상은 국론분열과 남남갈등을 걱정할 만큼 심각한 문제로 격화되고있으며 정부의 정책결정에 대한 공신력을 떨어뜨리고 정책추진의 추동력을 약화시킬 수 있다. 왜 우리한국사회는 유난히 외교안보담론에 대하여 서로 양보할 수 없는 치열한 논쟁과 투쟁을 벌이는가? 왜 구성원 모두가 하나의 통합되고 조율된 의견으로 초당적인 안보담론을 도출하지 못하고 심각한 대립과 투쟁에 매몰되는가? 이 논문은 우리 한국사회의 중요 현안인 외교안보 담론의 갈등구조를 초래하는 원인을 살펴보고 초당적 안보담론을 활성화하는데 어떤 대안이 강구될 수 있는지 정보처리의 메카니즘을 주목하는 인지심리학적 접근에서살펴본다.
