As we are opening the 21st century, it is very clear that today`s environment is in the midst of a whirlwind of increasing globalization. Coming as benefits and challenges at the same time, the new environment of globalization has changed our existing practices of social, political, economic life in such a way that would no longer allow inertial trajectories of social change.
Government-led economic growth that has been established since the 1960s would now become an unfair trade practice in the new environment. On the other hand with economic growth, our society has so dramatically changed that it requires us to adopt new plains of public policy to accomodate new` needs. These two factors bring a new momentum to turn our policy ideas from the old ones to new ones.
Confronted with similar external & internal changes, advanced countries in the Western Hemisphere have pursued a policy trend of network building. In science & technology policy, it has been materialized as science & technology networks and the national innovation system. Rationale behind the network comes from a phenomenon called `productivity paradox that these countries have commonly experienced through the 1970s. `the phenomenon, being that benefits from science & technology investment increase at an unproportionally lower rates with an unit increase of science & technology investment, has become a serious social issue as the economies became more reliant on the development of science & technology. Networking was proposed as a way to cope with the problem.
In the Korean context, it would be reasonable to argue that Korea`s possibility of experiencing productivity paradox would be increasing as the Korean economy grows and its dependence on science & technology increases. Furthermore, despite the fact that more attention is given to small & medium size enterprises since the recent economic crisis, technology policy for them has not been sufficiently provided in this context, this research was conducted with an idea that science & technology network building is an alternative to the Korean context.
Science & technology research network, necessity of which increases with development of technology, is a flexible organizational net, in which research institutions, universities, and firms participate to enhance the application of results and to share research ideas & methods. In conducting research, this report focused on the network between government-funded research institutions and small & medium size enterprises(SMEs), as this network is one of the weakest part of Korea`s national innovation system. To tackle the issue, this research conducted literature review and survey analysis. Especially, in designing and implementing survey research, sampling frame was narrowed to scientists & engineers with Ph.D. degrees and substantial experience in transferring technology to private firms. The other half of the survey was conducted by surveying engineers at technologically advanced SMEs. By designing in this way, it was intended to extract their needs to cooperate through `networks`.
Based on the survey, this report produced policy ideas regarding science & technology networks. A critical and discriminating factor of the policy, compared to conventional policies, is its `invisible` nature. Contrary to conventional policies that actually produce something, policy ideas for building networks are designed in such a way to encourage a natural development of research networks. This report believed that by this way maximum feasible benefits of research networks can lie accomplished. By the same token, it would be a policy failure to impose any form of bureaucratic control over the research networks. Also this report considered the idea of technology trading as one of the materialization of research networks. In actualizing these policy ideas, this report tried to spell out several working plans of choice so that selection by policy makers can be increased.
