성서적 생태학의 관점에서 본 시베리아와 극동의 지속가능한 에너지 개발에 있어서의 위기와 기회 = Risks and Opportunities in Relation to Sustainable Energy Development in Siberia and the Russian Far East from the Viewpoint of Biblical Ecology

성서 중심의 복음주의적인 생태학적 세계상은 신, 인간, 자연 환경간의 신중심적이고 수직적인 관계와 이질동상적인 상호작용을 특징으로 한다. 그 관점에서 근대의 인간중심적인(anthropocentric) 기독교 담론들은 인간의 이성과 도덕성에 대한 낙관주의적인 신뢰를 기초로 초월적인 존재에 대한 인식의 약화와 자연환경에 대한 효용주의적 가치관의 강화의 성향을 갖는다. 그 대안으로서 20세기 후반부터 대두되어 온 생태중심적(ecocentric) 기독교 담론들은 신성에 대한 신비주의적 시각에서 인간과 자연의 근본적인 동일성과 지상에서 만물의 신성으로의 변화 가능성을 주장한다. 동시에 성서적 세계상과 1-2세기 이후에 서구 문화, 역사 속에서 형성된 다양한 기독교 담론들, 특히 인간중심적인 근대 기독교적 시각들을 동일시하여 기존의 기독교 담론 전체를 반생태적이라고 비판한다. 인간중심적이거나 생태중심 적인 기독교 담론은 공통적으로 인간과 역사에 대한 낙관주의를 바탕으로 자연과 인간에 대한 악, 죄의 파괴력을 국소화시키는 경향이 있다. 수직적인 성서적 세계상에서 위기 개념은 영적(초월적, 내재적), 인간적, 자연적 차원을 고려하여, 신과 인간의 수직적 관계가 인간 간의 수평적 관계와 인간과 자연의 수직적 관계에 절대적 영향을 미친다는 인식 하에 다층적이고 다면적인 위기와 기회, 위기관리 체계를 모색한다. 특별히 정교에 기반을 둔 러시아 종교 문화는 신중심적 기독교와 생태학적 기독교의 속성을 부분적으로 나타내며 이는 신비주의, 수도원주의, 부정 신학 등의 역사적, 문화적인 영향에서 기인한다. 더불어 슬라브 다신교, 시베리아 샤머니즘 등에도 신중심적인 기독교적 세계상과 공통되는 세계인식 구조와 정서들이 부분적으로 존재한다. 반면 근대화 이후 러시아인들은 정교 문화의 선민적인 자의식과 서구중심적이고 인간중심적인 근대적 민족주의가 혼합된 양가적인 민족적 정체성을 갖게 되고, 그 내적인 모순으로 인하여 외부의 위기요인들에 대한 내적인 취약성이 나타난다. 따라서 성서적 생태학의 시각에서 볼 때러시아의 종교 문화의 생태학적 요소의 긍정적인 가치를 살려내고 신과 인간에 대한 올바른 관계적 정체성을 토대로 서구와의 관계적 정체성을 새롭게 하는 것이 러시아 사회의 내적 위기는 물론 외적인 위기에 대한 관리 능력과 기회 실현 역량을 높이는 길이다. 상기한 성서적 위기관리 개념에 입각하여 러시아 시베리아와 극동지역의 기후변화 및 자연환경과 에너지 부문에서 위기와 기회를 고찰해볼 때, 이 지역은 기후변화 및 환경 부문에서 자연 식생, 기상 조건, 인구 보건, 농업, 사회 인프라 등에서 상당히 높은 불확실성을 지닌다. 반면 1-2℃의 기온 상승은 러시아에 농토 증가, 거주 지역 확대, 개발 가능한 에너지 자원의 증대, 관광 산업 육성 등 사회경제적 기회 요인들을 창출한다. 전반적으로 위기 요인이 장기적으로 심화되어 기회는 단기적일 수 있으며, 그나마 단기적인 기회 요인들도 포괄적이고 일관된 정책이 뒷받침되어야 실현가능하다. 그러나 서구와 러시아간의 기후변화와 우선적인 환경 사안들을 놓고 벌이는 이념적, 제도적 갈등을 고려해 볼 때 상기한 효과적인 위기관리의 제도적, 물리적 기반은 약한 편이다. 에너지 부문에서 특히 영구동토지대와 북극 대륙붕 지대의 유가스전 개발과 수송 프로젝트가 기후변화와 환경 문제의 위기에 취약할 것으로 예상된다. 반면, 지구온난화는 단기적이고 지엽적으로 에너지 수요 감소, 재생에너지 증대, 에너지 효율성 제고 등에 기여할 수 있으며, 이를 실현시키기 위해서는 역시 장기간의 포괄적이고 효율적인 위기관리가 요구된다. 사회적인 면에서 시베리아의 풍부한 천연자원은 소비에트 정부의 중앙집권화된 정치경제 체제 하에서 자본주의 국가들과의 체제 경쟁의 수단으로 사용됨으로써 난개발 되었고 그 부작용은 현재 러시아 사회에 큰 부담을 안겨주고 있다. 반면 소비에트 시대부터 활성화된 러시아인들의 환경운동과 환경에 대한 높은 사회적 인식은 향후 환경파괴적인 자원 개발을 금지하고 친환경적인 지속가능한 개발을 실현시킬 수 있는 가능성을 증대시킨다. 향후 서구와 러시아 사이에서 대안적인 관계적 정체성이 수립되고 실질적인 위기관리와 기회실현 방안들이 추진되며 러시아 동부 지역의 지속가능한 에너지 발전이 이루어지도록 구체적인 사례 중심의 통섭적인 지역 연구가 요청된다.
더보기This paper aims at establishing an alternativel risk management system from the biblical ecological viewpoint and identifying risks and opportunities in Siberia and the Russian Far East regarding sustainable energy development. A biblical ecological worldview is characterized by theocentric hierarchical relational identities and isomorphic correspondence between God, Humankind and nature(other kinds of creatures and elements). From that viewpoint, modern anthropocentric Christian discourses, based on optimism of human reason and morality, are prone to weakening awareness of the existence of transcendental beings like God and devils. As alternative discourses to them, ecocentric Christian discourses have come to the fore since the second half of the 20th century. These alternative perspectives are imbued with eclectical integration of biblical and mystic ideas of divinities, horizontal egalitarianism between humans and natural environment, belief in transfiguration of all creatures into divinities in the world, and identification of original biblical Christianity dating back the 1st and 2nd centuries with successive Christian cultures. Both anthropocentric and ecocentric Christian viewpoints share more optimistic and mystic conviction in humanities and comparatively weak awareness of destructive influence of evil powers and sins on the relationship between spiritual, human and natural dimensions. The concept of risk according to hierarchical biblical worldviews takes into consideration spiritual( transcendental and immanent), human and natural dimensions. The biblical conceptualization of risk management sheds light on the impact of human response to God``s message on the whole relationships between these three dimensions. The Russian Orthodox-based religious culture holds theocentric and ecocentric elements simultaneously in the form of partial integration of Orthodoxy with Slavic pre-Christian polytheism and/or Siberian Shaman tradition. In addition, mysticism, monasticism and negative theology, messianism, etc. will influence the Russian mentality in the direction of preventing it from inducing any viable risk management against uncertainties in the world. Besides, in the modern period, Russian national identity has wavered between Orthodox-based messianic self-awareness and west-centric Orientalism. On the other hand, there are universal and theocentric elements in Russian religious culture, on the basis of which the Russian society could establish a new relational identity with God, the west and other nations and natural environment, which would lead to improving the Russian society`` risk management capability. When it comes to risk factors and opportunities in environment and energy in Siberia and the Russian Far East according to the biblical concepts of risks and risk management, in respect to climate change and environment the Russian eastern part is regarded as very vulnerable to those risk factors. Scientific estimation of the influence of climate change on meteorologic conditions, human health, agriculture, and social infra in the eastern part shows its vulnerability to uncertainties in natural realm. On the contrary, the increase of temperature by 1-2℃may create new socio-economical opportunities including expansion of arable land and residential areas, increase in exploitable energy resources, and boost of tourism. However, the long-term risk factors would threaten the promising short-term opportunities, which could be realized under the prerequisites of comprehensive and consistent approaches. However, ideological and institutional conflicts between the west and Russia over the crucial climate change and environmental issues lower the institutional and material potentials of effective risk management. In energy sector, oil and gas exploitation and transport projects in permafrost zones and Arctic continental shelves are estimated very vulnerable to climate change and environmental problems. On the contrary, global warming may contribute to decrease in energy consumption, increase in renewable energy and energy efficiency. To realize them is required the long-term comprehensive and viable risk management system. In social dimension, there has passed down the negative legacy of Soviet plan economy, which was detrimental to natural and human environments adjacent to industrial complexes and overdeveloped urban places. The ignorance of the Soviet regime to environments is attributed to its obsession with competitive desire against western capitalist states. On the other hand, many residents at some local communities has been aware of significance of environmental conservation and sustainable development and organized grass-roots environmental NGOs. Nevertheless, there are the ideological conflicts between anthropocentric economic models and alternative long-term sustainable models, which would prohibit the Russian society from following the path of sustainable energy development. In the future, this research might be followed by successive studies in the direction of the biblical mapping of risk factors, risk management and opportunities in Siberia and the Russian Far East, the establishment of biblical economic models, the planning of sustainable development projects, focusing on specific local communities, and the establishment of Korea-Russia bilateral or multilateral energy cooperation regime for sustainable energy development in Siberia and the Russian Far East.
