The mobilization model was proposed to offer a theoretical framework for analyzing the dynamics and changes in 'actually existing socialist systems' which totalitarian model could not explain.
Therefore the mobilization model focuses on the economic development and political changes in socialist systems in contrast to the totalitarian model focusing on the autocratic power system and their continuity.
Basically the mobilization model started in the historical fact that Communist revolution had taken place only in underdeveloped countries.
The revolutions that brought Communist parties to power took place in traditional societies, including the North Korean revolution, be placed for analytical purposes, in the context of revolutions in underdeveloped countries.
But the progress made by Communist regimes in economic development. increased national autonomy, and the training of skilled workers is an intermediate and often unintended outcome of polices adapted in the service of an ideological "transfer culture". Since without a goal culture there would be no transfer culture, when and if the goal culture comes to perform only symbolic functions, it is no longer appropriate to speak of a transfer culture.
As we know from the so-called developing nations, mobilization polices designed to advance development in one sector often conflict with policies in other sectors. Moreover, the greater resources base that has meanwhile developed makes possible a partial shift from coercive power to material power or incentives. The changes relevant to the fate of political terror are outcomes, either desired or unintended, of the prior forced-modernization process and of earlier policy choices. Thus at the mobilization stage the elite aims at a fundamental transformation of socioeconomic relations and of individual human nature, whereas at the post-mobilization stage it tends to realize that economic development has become increasingly self-sustaining and no longer dependent on inefficient coercive mobilization.
Yet the security of a privileged stratum is incompatible with the goal of a classless society, and its influence on policy would tend to be conservative and inevitably come into conflict with the total power of a party committed that goal. Hence Communist regimes in developing countries sooner or later experience conflicts between two kinds of elites : the elite of revolutionary veterans identified with the utopian orientation, and the new technocratic elite aspiring to influence in the name of rational economic development. although the veterans' generation necessarily dominates the party apparatus at first, the party's interest in preserving its power may eventually cause some key leaders to take an independent position, leading typically to a 'generation crisis' in the party and to a major change in its composition.
Due to the paucity of available data, the adoption of this mobilization model to North Korea has some difficulties and limits. But seeing the later decline of economic growth compared to its success in beginning, the mobilization model can explain nowadays political economic crisis in North Korea. It reminds us of the fact that the only alternative to liberalization in totalitarian system is stagnation and decay. According to Zbigniew Brzezinski, "the communist system's insoluble dilemma is that economic success can only be purchased at the cost of political stability, while political stability can only be sustained at the cost of economic failure".
Considering the North Korea's political change with the means of mobilization, the normative means were useful during the beginning with out mass alienation, but as the normative means reemphasized during the 'system maintenance(1970s~)' mass alienation increased and the polity was willing to depends on the coercive means. Until today the normative and coercive means have been emphasized throughout the whole sector in spite of economical deficiency. This is a North Korea's crisis because wide spread alienation is only one necessary precondition for revolutionary initiative "from below".
