Making dictionary is regarded that it is different from production of other books. And the legendary anecdotes associated with dictionary compilation add the authority of dictionary. For this reason, critical appraisal about learning effectiveness of dictionary could not be done properly. But it is necessary to examine completely ``Use of the Chinese character dictionary and Improvement of the Chinese classics learning ability` rather than having a vague expectation that the Chinese character dictionary can improve the ability of learning Chinese classics. It is a learning dictionary that functionality is enhanced in order to evelope and improve learner`s language ability. However learning Chinese character dictionary in the strict sense did not appear yet. Chinese character dictionaries used for learning suggest too much meaning and examples corresponding to meaning under headword, but it works obstacle factors of learning. Also ``Chinese character learning dictionary` that is actively produced only aims at le ing Chinese haracter, so it can not be positive impact on the future of Chinese classic` education. Practically, Chinese character learning dictionaryis required, but it should not be mistaken for Chinese classic learning dictionary. In the 1930s, the best-selling in Korea is definitely Chinese character dictionaries. But now these degenerate as malignity stock like all dictionaries of the world. Currently, paper dictionary faces a seriouscrisis, so it cannot help actively seeking for breakthrough. It is found in learning-Chinese character dictionary that is a new form of dictionary. 『字典釋要』 and 『新字典』 which could be given modern meaning in Korea started out with traditionality. However it didn``t be inherited developmentally and got stained with lawsuit surrounding plagiarism. In 1959, Myungmundang sued the first copyright infringement lawsuit that Hong-ja publishing company``s 『國漢最新玉篇』 had used 『國漢明文玉篇』 without permission, but they lost lawsuit in 1962. The main reasons for losing a lawsuit were testimon of academics - It can`t say originality because dictionary is made of scissoring. - and awareness about copyright. Generous consciousness about copyright of Chinese character dictionary regressed from sense of duty and awareness about succession of tradition which the compilers of 『字典釋要』 and 『新字典』have carried with. So, that made compilation guidelines - It scissors but do not creat. There are the differences between the degree but the large Chinese haracter dictionary which have been published after is known that it ainly translated and supplemented Chinese character dictionary of China and Japan. Such practice about compilation of Chinese character dictionary is the one reason that causes paper dictionary`s crisis. This paper proposes as follows about production and compilation of earning-Chinese character dictionary. Learning-Chinese character dictionary should be made by considering the frequency of Chinese characters used in Korean and used in required reading text.We have to produce Chinese charaer dictionary with our tradit onality and identity. In order to deviate from the stigma which our dictionaries are translation of Chinese character dictionary of China and Japan, it is desirable to suggest examples which can be standards in our sentences. We write vocabularies and sentences which can be standards in existing Chinese character textbook. Also, by writing valuable vocabularies and sentences that authors of textbooks and teaching materials choose them enough to use, it helps to form a close relationship among teacher, student, textbook and Chinese character dictionary. We pay attention to readers and media characteristics of digital hinese character dictionary, and we should pass over paper Chinese haracter dictionary``s limit. Digital Chinese character dictionary is possible to seek index with diverse routes and to modify or enlarge. It is possible to edit for copy, printing and processing of contents. It can also add image, voice and video. The transformation into a variety specialized dictiona are also available. It adds learned contents which are beyond search functionality into paper Chinese character dictionary. Learning-Chinese character dictionary resolutely reduces unnecessary factors, then it needs to change from seeking Chinese character dictionary into reading Chinese charater dictionary. To be a reading Chinese character dictionary, it should be composed organically with the whole dictionary. It is worth onsidering to write 虛辭usage and grammatical description. The serious discussion about production subject of learning-Chinese character dictionary is needed. There is a need to take prudence a little more carefully on thought that lexicographer should be the national institutions. It is a lofty ideal that the nation establishes an environment which producing expert, scholar, academy and publishing company can make dictionary freely. We devise methods to strengthen ooking Chinese character dictionary in curriculum. Then, contents associated with ``looking Chinese character dictio ary` will be naturally included in Chinese character textbook.
