In the Regional Innovation System, regional innovation institutions are regional branches of government-funded research institutes and specialized production technology institutes, regional technoparks, regional specialization centers, other testing laboratories, universities, and other institutions that serve as the base for all R&D activities related to the promotion of industry and science and technology in the region. In a knowledge-based society, regional innovation institutions are required to play a central role in the development of local industries and the revitalization of local economies through the upgrading of local industries and the strengthening of local companies’ capabilities. Therefore, this study aims to find ways to improve the performance of regional innovation institutions, which serve as the backbone of Korea’s regional innovation system, by analyzing their functional roles and problems. To this end, this study focuses on the key issues in terms of infrastructure, institution, and incentive, which are the core components of the regional innovation system proposed by Andersson and Karlsson (2004). The data collection and analysis method was mainly based on the literature survey method. Based on the findings, the following policy implications for improving the performance of regional innovation organizations are presented. First, regional innovation organizations need practical support to achieve self-reliance and sustainable development based on functional role realignment. Second, effective governance should be established between regional innovation organizations and central and local governments. Third, it is necessary to consider the establishment and operation of a dedicated regional organization as a lead agency to perform comprehensive planning and evaluation functions of regional R&D projects under the new governance system. The implication of this study is that in order to revitalize the regional innovation system, it is necessary to derive a plan for linkage and cooperation between central and regional innovation institutions so that the coordination of the functions of regional innovation institutions led by the region can be efficiently promoted, and it is essential to prepare a plan for expanding capacity building support for regional innovation institutions in the region under the premise of differentiation and complementarity between institutions.
