기후변화협약 제3차 대한민국 국가보고서 작성을 위한 기반구축 연구(제1차년도):기후변화 취약성 및 영향 평가와 적응체계 구축을 위한 기반분석

국문 초록 (Abstract)

1. 연구필요성 및 목적
본 연구는 “기후변화협약 제3차 대한민국 국가보고서 작성을 위한 기반구축연구”의 제1차년도(2004년) 연구사업의 세부 연구사업으로서 기후변화 취약성, 영향 및 적응조치 기반연구를 위하여 수행되었다.
현재 우리는 기후가 변화는 전환 시기에 살고 있다. 과거 기후의 연구결과에 의하면 여러 가지 악기상(가뭄, 홍수, 집중호우, 태풍, 열파 등)현상, 생물다양성의 변화, 종 조성의 재분배, 생물체의 멸종 등은 기후가 전환하는 시기에 나타난다. 우리는 앞으로 매우 불안정한 환경을 경험할 것이고 이러한 불안정환 환경변화는 사회, 경제에 심각한 영향을 미칠 것이다. 이러한 점에서 국가의 존속과 관련되는 기후변화의 취약성을 파악하며 영향을 평가하고 적응방안을 국가적으로 마련할 필요가 있다. 본 연구의 목적은 기후변화의 취약성, 영향 및 적응방안을 모색하기 위한 기초연구로 수행 되었다.
기후변화의 영향 및 적응에 관한 초기의 연구는 적응보다는 기후변화의 영향에 더 많은 중점을 두고 이루어졌다. 기존 연구의 주된 방향은 '어떻게 기후변화의 영향을 이해하며 대기 중의 온실기체를 안정화시키느냐'였으며, 대기대순환모델(GCM)을 이용한 기후 변화 시나리오에 관한 연구가 주로 이루어졌다. 이와 같은 초창기 연구를 거친 후, 많은 연구자들이 기후변화 적응의 중요성을 심각하게 인식하게 되었으며, 기후변화가 사회, 경제에 미치는 영향에 관해서도 연구하기에 이르렀다.
우리나라의 경우 기후변화의 취약성 및 영향 그리고 그에 대한 적응조치에 대한 체계적인 접근이 그동안 이루어지지 않았다. 특히, 우리나라와 같은 개발도상국의 경우 지속가능발전과 함께 기후변화에 제대로 적응하기 위한 정책과 전략에 대한 정보가 필요하다. 이와 같은 상황을 해결하기 위하여, 국제연합개발계획(United Nations Development Programme, UNDP)에서는 기후변화 “적응 정책 체계(Adaptation Policy Framework, APF)”라는 프로그램을 도입하였다. 본 프로그램은 개발도상국을 대상으로 자국의 특성에 맞게 기후변화의 취약성 및 영향을 평가하고, 이를 토대로 기후변화 적응을 위한 국가차원의 정책 및 전략을 마련하고 적응능력을 향상시키는데 지원을 하는 것을 목적으로 하고 있다.
또한 본 연구에서는 국제연합개발계획에서 제공하는 적응 정책 체계 프로그램의 내용과 장단점을 분석하고, 또한 유엔기후변화협약(United Nations Framework Convention on Climate Change, UNFCCC)에서 보고된 기후 변화 영향, 취약성, 적응방안의 연구를 위한 방법과 도구에 대한 내용을 정리하였으며 차후 기후변화의 영향 및 적응방안에 대한 국가차원의 정책을 마련하고 수행하는데 도움이 되도록 하였다.
2. 내용요약
기후변화의 적응 정책 체계는 총 5가지의 기본단계와 2가지의 교차(crosscutting)단계를 통하여 적응정책의 체계를 구축하기 위한 방법론을 제공하고 있다. 기본단계는 프로젝트 범위 설정과 설계, 현재 취약성과 적응 평가, 미래 기후 관련 위험 평가, 적응 전략 개발, 적응 과정의 지속이며, 교차단계로는 이해당사자의 참여와 적응 능력의 강화가 있다.
프로젝트 범위 설정과 설계는 APF 프로젝트의 준비단계로서 프로젝트의 범위 설정과 목적 정의, 프로젝트 팀 구성, 취약성과 적응에 대한 기존 정보의 재검토 및 종합 등으로 구성되어있다.
현재 취약성과 적응 평가에서는 기후와 관련된 취약성의 특성과 취약성과 관련된 적응범위를 분석한다. 미래 기후 관련 위험 평가의 목적은 우선순위의 시스템에서 미래 기후와 관련된 위험의 특징을 기술함으로써 미래 위험 요소에 시스템이 노출되는 것을 감소시키는 방향으로 적응 정책과 조치를 마련하고자 하는 것이다. 적응 전략 개발은 현재의 취약성과 미래 기후와 관련된 위험에 대한 대응으로서, 지금까지의 APF 과정을 종합하여 적응 정책 옵션과 조치를 개발하는 단계이다. 적응 과정의 지속은 적응 프로젝트에 의해 시작된 적응

1. Research Purpose
This is a sub-project for building ground for the climate susceptibility, impact, and adaptation in order to make the third national communication of the Republic of Korea under the United Nations Framework Convention on Climate Change(UNFCCC).
Currently, we are living on transitional period of climate change. According to the studies of past climate change, climate transitional period is characterized by extreme weather (drought, flood, heavy rain, typhoon, heat wave, etc), changes in species diversities, changes in species compositions, and biotic extinctions. The environments will become more unstable and these will affect greatly to our socio-economic structures. Concerning this, it is urgently necessary to assess the vulnerability of climate change and its impact on environment, and prepare adaptation framework on the national basis. The purpose of this study is to build the ground for the vulnerability, impact, and adaptation plan for climate change.
More studies are done in areas of climate impact rather than adaptation of climate change. Previous researches are mainly focused on understanding of climate impact, and to stabilizing the greenhouse gas emissions. In addition, future climate scenarios using Global Climate Model are commonly performed. Many researchers are now recognized the importance of adaptation to the climate change and begin to study the impact of climate change on the socio-economic structures.
So far, no systematic researches have been carried out on the issue of the vulnerability, impact, and adaptation of climate change in Korea. Particularly, developing countries such as Korea, information regarding adaptation policy and strategy are necessary. United Nations Development Programme (UNDP) introduced The Adaptation Policy Framework (APF) to support the developing country in order to help making adaptation policy and strategy to climate change.
In this study, the content of Adaption Policy Framework (APF), provided by United Nations Development Programme, is summarized and its advantage and disadvantage are analyzed in detail. Also, the compendium on methods and tools to evaluate impacts of, vulnerability and adaptation to climate change reported from United Nations Framework Convention on Climate Change (UNFCCC) is summarized.
2. Summary
Adaptation Policy Framework(APF) consists of total five basic and two cross-cutting steps. APF provides the methodology of adaptation. Five basic steps are made of defining project scope and design, assessing current vulnerability and adaptation, assessing future climate-related risks, developing an adaptation strategy, continuing the adaptation process. Cross-cutting steps are consist of engaging stakeholder and enhancing adaptive capacity.
The project scope and design process includes four major tasks: scope the project and define its objectives, establish the project team, review and synthesize existing information on vulnerability and adaptation, design the APF project.
The main purpose of assessing current vulnerability and adaptation is to understand the characteristics of climate-related vulnerability in priority systems and the scope of adaptive responses. The future climate-related risks are assessed in order to characterize future climate-related risks in priority systems, so that adaptation policies and measures can be designed to reduce the system's exposure to future climate hazard.
The purpose of developing an adaptation strategy is to synthesize all of the preceding APF-related work into a well-considered strategy that can direct real adaptation action. Continuing the adaptation process is in order to implement and sustain the APF-strategy, polices and measure. The purpose of the involvement of stakeholder is to communicate between individuals and groups about projects. This is important process for the success of APF.
