대학 구조조정 정책의 제약요인에 관한 역사적 신제도주의적 접근 = An Approach to Constraint Factors of a Korean university restructuring Policy in the light of Historical Institutionalism

국문 초록 (Abstract)

  이 연구는 제도를 역사적 맥락의 산물로 보는 역사적 신제도주의 이론을 분석틀로 삼아 우리나라 대학 구조조정 정책의 제약요인을, 정책의 역사적 맥락과 구조-제도-행위자의 계층화된 맥락 속에서 분석했다. 역사적 맥락에서 ‘정부 중심 정책사고’와 ‘대학의 팽창신화’를 제도요소로 분석했고, ‘정부 중심 정책사고’는, 거시적 구조 차원에서는 ‘권위적 정치체제’와 ‘교육의 공공성’을, 행위자 차원에서는 ‘행정 관료의 선민의식’, ‘정부의 대학불신’, ‘위정자의 정치적 의도’, ‘경제성장과 발전교육론’, ‘사회의 대학개혁 요구’, ‘정부의 대학통제 수단’, ‘국제적 추세’의 요인과 결합되어 있는 것으로 분석했다. ‘대학의 팽창 신화’는, 거시적 구조 차원에서는, ‘자본주의 시장경제(대학의 사유성)’와 ‘대학의 자율성’을, 행위자 차원에서는 ‘학생 수요 증가’, ‘학벌주의 교육관’, ‘대학의 기업성’, ‘대학의 재정 영세성’, ‘외형중시와 연고의식’, ‘구성원의 이해관계’ 등으로 분석했다. 이러한 제약요인들은 정책의 지지 또는 억제 요인이다. 현재 추진되고 있는 ‘대학 구조개혁 방안’의 실효성 수준은 이러한 요인들의 함수관계로 결정될 것이다. 따라서 그 실행 수준을 높이려면, ‘정부 중심 정책사고’의 지지요인을 강화하는 한편 ‘대학의 팽창 신화’의 지지요인을 약화 또는 해소시켜 주면 될 것이다.

다국어 초록 (Multilingual Abstract)

  The aim of this study is to analyze constraint factors of a Korean university restructuring policy in historical context of policies and stratified context of structure-system-transactor(performer). With this in mind, as a analysis tool the theory of historical institutionalism is applied to this paper. In historical context, "a government-centered policy thought" and "the expansion myth of Korean universities" are analyzed as institutional factors: the former is continuous with "the masterful political system" and "the education as a public sector" on a comprehensive level, and is connected with such factors as "the elitism of officialdom," "the government"s distrust of universities," "the political intention of statesmen," the economic growth and developmental educationalism," "the social demand for university reform," "the government"s measures for university constraint," and "the international trend" on a transactor level. The latter is analyzed with "the market economy of capitalism(the private proprietorship of university)" and "the autonomy of university" on a comprehensive level, and with "the increase of students" demand,", academical cliquism(sectarianism)," "the commercialization of universities," "the paltriness of university finances," "the focus on external forms and the relation consciousness of universities," "the stake of constituent members(the interested parties)" on a transactor level. These constraint factors have influence upon supporting or restraining policies. The success or failure of effectiveness of now-propelling "the universities" structure-reform program" will be determined by the functional relation of these factors. Accordingly, if you want to enhance its execution level, we must enforce the supporting factor of "a government-centered policy thought" on the one hand and enfeeble or solve the supporting one of "the expansion myth of Korean universities" on the other hand.
