노인장기요양보험제도에서의 요양보호사 전문성 확보방안 연구 = Studies to Secure Professionalism of the Senior Care Workers on the Long-term Care Insurance System

Currently, our society has been rapidly changed into the Aging society, so dramatic increasing of seniors who are older than sixty-five years old becomes one of the biggest social problems. Thus, the long-term care for seniors law has been necessary and it has been in force since July 2008.
Operation of the long-term care insurance system requires to make various caring facilities and quality services. Also, it is important to secure the quantity and quality of care workers who create services at those facilities.
The purpose of this study is seeking necessary policy plans to secure professionalism of care workers by examining them on the side of service providing human resources and considering on factors affecting professionalism to search ways for securing professionalism of care workers who are new employees by operation of the long-term care insurance system.
In cases of Japan and Germany which have experienced senior caring problems earlier than us and are making the social senior caring services as one kind of the social insurances, workers providing the long-term caring services are trained by systemic education courses. Especially, there are not only nurses and house keepers but also care workers professionally trained to support psychologically and socially, to treat seniors who have various desires and needs such as dementia, and to make proper plans and assessments individually in the center of caring services. The professional care workers serve total care services and recently those countries has been increasing their training level because they have recognized that they need to strengthen their professionalism to improve quality of the services.
As the results of inspecting status subjected to the current care workers at Seoul and metropolitan area and comparing Japanese and German systems, I made conclusions to secure professionalism of senior long-term care service workers as below.
First, it is required to establish qualification standards for the senior long-term care service workers. It is needed to make standard to manage human resources required for the social workers, life-aids, and home helpers amongst the workers at the senior care facilities prescribed by the current senior welfare law. Also, the long-term care worker who are taking roles of care planning and care managing qualification system must be introduced as well as current care worker qualification system.
Second, it is required to make qualification management system of the senior long-term care service workers. Form of the senior long-term care service has been changed to insurance instead of the social welfare service, so it has to provide the services to the seniors and their families in more various classes and desires than before introducing the system. To make the senior long-term care insurance system settle down smoothly, therefore, it is the most significant to train new workers and re-trained workers. To nurture them and manage their qualifications, it is necessary to built qualification management system of the senior long-term care service workers as well as training organization management system.
Third, it is required to construct monitoring and assessing system of the senior long-term care service.
As well as making senior long-term care service workers and their qualification standards and building their qualification management system, it is needed to improve the system to provide more quality services to the users by assessing them. Thus, the assessments of worker nurturing system and the quality of the senior long-term care service must be operative.
Despite of many difficulties and worries, the government has introduced the long-term care insurance system for seniors and that shows its strong wills to make welfare society. However, there are lack of workers and facilities to provide the services, so we ought to make purposes by terms considering on the current situation, to draw road-maps for them, and to access step by step. During the processes, we can minimize the trial and error so secure care workers with professionalism effectively and stably.
