중국화평굴기론(中國和平굴起論): 그 전개와 변형에 대한 담론 분석 = The Theory of China`s Peaceful Rise: Discourse Analysis in Its Upbringing and Modification

This paper examines the upbringing of the China`s peaceful rise theory and its modification into the theory of peaceful development. In doing so, I analyze the characteristic of the China`s peaceful rise theory by the use of Foucault`s discourse analysis. In late 2003, a Chinese government-patronized scholar Zheng Bijian sponsored by the Chinese government suggested the China`s peaceful rise theory as a counterclaim to the China threat theory raised by western society. It seemed that it was adopted as a China`s official foreign policy. Faced with serious objections at home and abroad, however, the Chinese government modified the China`s peaceful rise theory into the China`s peaceful development theory as a form of discourse with Western society. In spite of the Chinese governmental policy change, Chinese scholars continued to use the term of China`s peaceful rise. In the end they juxtaposed both the peaceful rise and the peaceful development from 2006 onward. The China`s peaceful rise theory simply means that China, a counterpart to the American power, would become a superpower loving and assuring international peace through peaceful way and coordinated manner with foreign countries. It presupposes some assumptions. 1) China would certainly become a superpower in a peaceful manner; 2) China would not seek hegemonic power; 3) Being superpower is a final object and peaceful way is its strategy; 4) A short term object is to be a semi-developed country by the 21 century; 5) China`s rise to the superpower would not be a threat to the international peace but provide an opportunity for the world development. The China`s peaceful rise theory was a form of responsive discourse to the China threat theory of Western society. Without proper answers to the reiterated arguments of China`s incoming threat raised by Western society, Chinese government adopted modified theory of peaceful development as a new form of discourse. The peaceful development theory, however, does not get an approval because of China`s increasing hard power composed of economic and military capability. In response, Chinese government suggested the theory of harmonious world based on China`s soft power. However this theory was not sincerely regarded as a peace theory by Western society because it connoted hegemonic stability by China`s domination in the international sphere. Therefore the discourse of China` peaceful rise does not assured Western society of the rationale of her national development.
