제주도 폭염 직접 피해 원인의 사회적 부검 = Social Autopsy for Heal-related illness in Jeju Island

꾸준한 기온상승으로 인해 폭염에 대한 피해는 해가 지나갈수록 꾸준히 발생하고 있다. 따라서 폭염에 대한 국가적 관심이 높아졌으며, 이를 분석하고자 하는 선행연구 또한 매우 증가하는 추세이다. 하지만 기존 폭염의 선행연구는 기후, 영향변수, 위험도 등 기상학과 취약성 관련 주제에 국한되어있다. 이에 본 연구에서는 사회적 부검이라는 개념과 방법론을 도입하여 폭염을 사회학적인 재난의 시각에서 사회적 · 환경적 분석을 통해 폭염피해 발생원인을 분석하였다. 먼저 폭염피해 발생원인을 분석하기 위한 폭염피해지표는 온열질환자수로 선정하였고, 사회적 부검 적용지역은 국내에서 온열질환자가 가장 두드러지게 나타나는 제주도를 사회적 부검 적용지역으로 선정하였다. 선정지역에 대해서 환경은 비슷하지만 온열질환자 차이가 두드러지게 나타나는 지역에 대해 대조군을 선정하였고, 개인적 사회관계, 사회 생태학적 구조, 지리학적 특성을 기반으로 사회적 · 환경적 요인을 분석하여 지역별로 온열질환자를 분석하였다. 양적연구로써 사회적자본 평가를 이용한 사회생태학적 구조를 분석한 결과 온열질환자가 많이 발생한 지역(화북동, 구좌읍)에서는 사적조직 신뢰, 거주지역 관계가 증가할 시 온열질환을 경험할 확률이 각각 3.2배 증가하며, 유선연락, 선거참여가 증가 시 온열질환 경험 확률이 각각 91.5%, 95.1% 감소하는 것을 확인하였다. 다음으로는 개인기질과 살의 환경을 분석하기 위해 온열질환으로 병원을 내원한 직접피해자에 대해 질적연구로서 심층인터뷰를 실시한 결과, 대상자 모두 높은 책임감과 성실함, 적극성을 발견하였고 온열질환 위험의 자각 정도가 낮게 나타났다. 또한 유년기, 청년기 경제적 어려움을 겪는 환경에서 자라날 경우 가정, 가족을 책임져야 한다는 부담감이 개인의 책임감과 성실함에 연관됨을 보여 작업을 멈추지 않고 위험(온열질환)에 노출됨을 보였다. 마지막으로 지역의 지리학적 특성을 분석한 결과 항일운동 발생 수, 4·3사건의 피해자 수가 높은 지역일수록 온열질환자가 높게 나타난 것을 확인하였고 제주의 환경적 특징에 의해 구좌읍, 조천읍 지역의 온열질환자 다수 발생의 원인을 밝혀냈다. 이를 바탕으로 폭염직접 피해자인 온열질환자 발생에는 기상적 요인 이외에도 사회 · 환경, 개인기질요인들이 복합적으로 중첩되어 많은 영향을 미치는 것을 확인하였고, 이러한 사회적 부검 결과를 통해 정부에서 시행하는 단일화된 폭염피해저감대책이 아닌 지역별로 체계화된 지역맞춤저감대책이 필요한 것으로 판단된다.
더보기Due to consistent temperature rise, damages from heatwaves are steadily increasing as time passes. Consequently, national attention towards heatwaves has heightened, leading to a significant rise in preliminary research aimed at analyzing this phenomenon. However, previous research on heatwaves has been limited to topics within climatology, impact variables, risk assessment, and related subjects in meteorology and vulnerability. In this study, the concept and methodology of social autopsy were introduced to analyze the causes of heatwave damage from a sociological perspective through social and environmental analysis. Firstly, the heatwave damage indicator selected for analysis was the number of heat-related illness cases, and the region chosen for the application of social autopsy was Jeju Island, where heat-related illnesses are most pronounced in the country. For the selected area, a control group was identified by contrasting areas with similar environmental conditions but significant differences in the prevalence of heat-related illnesses. Social and environmental factors were then analyzed based on personal social relationships, socioecological structures, and geographical characteristics to analyze heat-related illnesses in different regions. In a quantitative study analyzing the socio-ecological structure using social capital assessments, the results showed that in areas with a high incidence of heat-related illnesses (Hwabuk-dong, Gujo-eup), the probability of experiencing heat-related illnesses increased by 3.2 times when personal organizational trust and residential relationships increased. In contrast, the probabilities decreased by 91.5% and 95.1%, respectively, with an increase in mobile communication and participation in elections. Next, for the analysis of individual temperament and living environment, qualitative research through in-depth interviews was conducted with direct victims who sought medical attention for heat-related illnesses. The results revealed that all subjects exhibited high responsibility, diligence, and proactiveness, with a low level of awareness of the risk of heat-related illnesses. Additionally, growing up in environments with economic difficulties during childhood and youth was associated with a sense of responsibility and diligence, demonstrating a connection to the burden of taking responsibility for family and home, and continuing to work without stopping despite exposure to risks (heat-related illnesses). Finally, an analysis of the geographical characteristics of the region revealed that areas with a higher incidence of anti-Japanese movements and victims of the April 3rd incident had a higher prevalence of heat-related illnesses. This confirmed that the environmental characteristics of Jeju Island were responsible for the majority of heat-related illnesses in the Gujo-eup and Jocheon-eup areas. Based on these findings, it was concluded that the occurrence of direct heatwave victims, namely heat-related illness patients, is influenced not only by meteorological factors but also by a complex interplay of social, environmental, and individual temperament factors. Consequently, it is suggested that instead of a uniform approach to heatwave damage reduction implemented by the government, region-specific and systematic mitigation measures tailored to each locality are necessary.
