統一韓國의 行政需要에 대응한 北韓行政人力의 活用 및 再敎育 方案에 관한 硏究

한반도 통일은 시기와 방법의 불확실성에도 불구하고 언젠가는 이루어 질 수 밖에 없는 시대적 필연이다. 통일이라는 새로운 질서를 수립하는 과정에서 혼란은 불가피하며 다양하고 복잡한 행정수요가 폭발적으로 발생할 것이 예상된다. 통일이 점진적일 경우보다 급진적으로 이루어졌을 경우 행정수요는 양과 질적 측면에서 더욱 부담스러울 것이며, 강력하고 효율적인 정부의 역할과 기능이 요구되는 상황이 도래할 것이다.
본 논문은 남한주도하의 급진통일을 전제로, 예상되는 행정수요에 대비하기 위한 차원에서 북한지역의 행정체제를 개편하고 그 과정에서 북한의 기존 행정인력을 활용하고 또한 재교육시키기 위한 방안을 모색하고자 한다.
제1장에서는 이러한 연구의 목적과 범위, 방법에 대해 설명하였다. 본 논문은 통일대비차원과 실질적 국가통합이라는 정치?행정적 목적에서 시작되었다. 이를 통해 통일을 전후하여 우리가 준비해야 될 문제들에 대한 시사점을 얻어보고자 한다.
제2장에서는 통일을 전후한 북한 관료제의 성격과 변화의 방향에 대해 이론적으로 검토하겠다. 아울러 북한 행정인력 활용문제는 통일이라는 거대한 정치적 통합과정의 일부이지만 여러 요소들의 유기적 관계속에서 고찰될 수 있다는 점에서 체계론적 관점을 적용해 보고자 한다.
제3장에서는 독일의 사례를 검토해 봄으로써 주요한 시사점을 얻고자 하였다. 동독지역의 새로운 행정체제의 구축과 서독 행정인력의 지원, 동독 행정인력의 처리 등을 통해 문제점과 시사점을 알아보겠다.
제4장에서는 통일 이후 예상되는 행정수요의 성격과 범위, 그에 대응하기 위한 북한지역 행정체제의 구축문제를 간략하나마 살펴보겠다. 통일 이후의 행정수요를 정치, 경제, 사회, 과거청산 등 각 부문별로 나누어 쟁점을 검토할 것이다.
또한 북한지역에 수립될 새로운 행정체제는 자유민주주의 체제의 이념 아래 남북한 행정인력들이 통합됨으로써 구성되며, 남한의 행정인력들이 전문성을 가지고 통일 이후 북한지역 행정을 주도하게 된다. 기존 북한 행정인력들은 엄격한 심사를 거쳐 선발된 일부인원들이 재교육 과정을 거쳐 참여하게 될 것이다. 물론 장기적으로 통일한국이 안정화 단계에 접어들게 되면 북한출신의 행정인력들이 주도하게 되면서 자치행정의 폭을 확대해 나갈 것이다.
제5장에서는 북한 행정인력에 대한 심사와 해고, 재교육 방안을 모색해 보겠다. 북한 행정인력의 규모와 수준에 대한 현황을 알아보고 그에 대해 평가해 보겠다. 현황에 대한 북한측 기초자료의 부족으로 말미암아 그 대강을 유추할 수 밖에 없다. 어쨌든 통일로 인해 북한 행정인력의 대부분을 해고될 것이 불가피하며 그에 대한 엄격한 심사기준을 마련하는 것이 중요하다. 그 기준으로는 새시대의 행정이념, 과거 불법행위, 전문성 등이 될 것이다.
이런 과정을 거쳐 선발되었다 할지라도 현대 고도화된 정보산업사회의 특성상 북한 행정인력이 행정수요에 대응하기에는 역부족일 것이므로 재교육 과정이 필요하다. 재교육을 위한 하드웨어와 소프트웨어를 살펴 볼 것이다.
제6장에서는 북한 행정인력을 활용하고, 재교육시키기 위해서는 우리가 통일 이전에 무엇을 준비해야 되는지에 대해 생각해 보고자 한다. 법규적, 행정적 차원에서 막대한 시간과 비용이 소요될 것이 분명하므로, 정책담당자들은 문제에 대한 명확한 인식을 통해 미래를 준비해 나가야 할 것이다.
Reunification of the Korean peninsula, despite uncertainties involved with the time and the form it takes, is inevitable considering the changes that are taking place in and around the region. In the process of establishing a new order brought on by the reunification, initial confusion would be inevitable and an explosion of various administrative needs is to be expected. In case of a sudden reunification as opposed to a gradual one, such demand would be greater both in quantity and quality, and this would entail a demand for a stronger and more efficient role on the part of the government.
Taking as a premise, a sudden reunification led by South Korea, this thesis seeks to find a plan for administrative reform in North Korea, ways to utilize public servant remaining in North Korea and ways to reeducate them.
The first chapter outlines the objective, scope and the method for the study. This thesis sets out with a vision to prepare for the reunification and by taking into account the political/administrative objectives involved in actual integration of the nation. Also, it seeks to find some clues as to what we should expect and prepare for before and following the reunification.
Chapter two is a theoretical review of the nature and direction of changes in North Korean bureaucracy before and after the reunification. Although the issue of utilization of North Korean workforce in the public sector is only a part of the political integration process, the fact that it can be considered in relation to many other factors allows for a systematic view to be applied to it.
The third chapter reviews the case of Germany to seek suggestion from its experience. By looking into the establishment of a new administrative system in former East Germany, the administrative support from the West Germany, and the ways in which the unified Germany dealt with the administrative workforce remaining in the East, this chapter searches for problem and issues as well as suggestions the German experience lends to the Korean peninsula.
The fourth chapter of the thesis deals with the nature and scope of the prospective administrative needs following the reunification, and the issue of establishing an administrative system in the North Korean region to cope with such needs. It reviews the administrative needs in various areas including politics and economics, and in dealing with social and historical issues.
It is projected that the administrative system to be built in North Korea would be established under the ideology of free democratic system and through the integration of administrative workforce of the two Koreas, wherein the administrators from the South would direct the public administration of the Northern region following the reunification. The North Korean public workforce would be selected based on a strict guideline and review, and they will be placed back into the system upon reeducation. But in due course, as the unified Korea enters a stable phase, North Korean workforce will take over and expand its autonomy in provincial administrative affairs.
Chapter five examines the ways to deal with North Korean civil servants in terms of evaluating their abilities, layoffs, as well as reeducating them. This chapter evaluates the size and standard of the current civil workforce in North Korea, but it needs to be mentioned beforehand that because of the lack of information in this area, inferential evidences were utilized in the process.
It is inevitable that much of North Korean civil servants will be discharged from their current positions, and thus, it is important to establish a standard for evaluating them―such standard may include a new mentality concerning public administration in a new era, past illegal activities and professional expertise that individuals possess. But even if they are selected based upon such standard, the modern information society would demand that they be reeducated, for they will not be able to respond to the kind of administrative needs newly arising. In this respect, a software and hardware involved in the reeducation process ought to be examined.
The sixth and the concluding chapter reexamines what needs to be considered prior to the reunification in utilizing and educating North Korean civil workforce. The process, both in legal and administrative aspects, is certain to be financially costly and time consuming; thus, policy planners need to understand the issue clearly in order to prepare for the future.
