국가별 기후변화 적응정책과 총요소생산성간의 관계 연구 : 기후변화 패턴과 소득 수준을 중심으로

기후변화로 인해 전 지구적으로 심각한 피해가 나타나고 있는 등 우리 인류의 생존에 심각한 위협이 되고 있다. 지금 당장 온실가스 배출을 중지하더라도 향후 100년 동안 지구 평균 기온은 적어도 1℃이상 상승할 것으로 예상된다. 따라서 지금 우리 인류는 온실가스 감축과 함께 기후변화 적응을 위한 노력이 필요하다.
본 연구는 기후변화가 국가별 총생산에 어떠한 영향을 미치는지를 분석하였다. 특히 국가별 기후변화 적응능력이 기후변화로 인한 피해를 저감하고 총요소생산성으로 측정되는 국가총생산에 어떠한 기여를 하는지를 분석하였다. 동시에 국가들을 기후변화 강도와 소득수준으로 구분하여 국가유형별 기후변화의 영향과 적응정책의 효과를 분석하였다.
기후변화와 국가총생산간의 관계에 대한 모형(모형 1) 분석결과 기후변화 자체는 경제의 불확실성을 높여 국가총생산을 감소시키는 것으로 나타났다. 기온과 강수량 모두 총요소생산성에 부정적인 영향을 미쳤다. 하지만 국가들의 기후변화 적응능력을 고려한 모형(모형 3)을 분석한 결과 기후변화에 대한 적응능력을 높인 국가들은 기후변화로 인한 피해를 줄이고 더 나아가 기후변화를 이용해서 국가총생산을 증가시키는 것으로 나타났다. 전 세계적으로 가장 효과적인 기후변화 적응 정책 수단은 기대여명을 증가시키는 정책과 민간보험시장을 활성화 시키는 정책이 통계적으로 유의미한 정책으로 분석되었다. 기후변화에 적응하기 위한 보건의료 서비스를 개선하는 것과 기후변화에 대응하기 위한 보험시장 등 금융시장을 활성화하는 정책이 효과적인 대응이라고 할 수 있다.
기후변화 강도에 따라 국가들을 네 가지 유형으로 구분하여 분석한 결과, 기후변화가 가장 심한 1그룹(Black Group)은 평균 기온이 상승할 때 국가총생산은 감소하였다. 효과적인 기후변화 적응정책은 기대여명 증가, 에너지 소비 절감 그리고 연구개발 인력양성 정책이었다. 2그룹(Red Group)도 평균 기온이 상승하면 총생산이 감소하였다. 효과적인 적응정책은 안정적인 식량공급, 의료보건 인력양성, 연구개발 인력양성 그리고 위생시설 공급확대 정책이었다. 3그룹(Yellow Group)은 최고 기온의 상승하면 총생산이 감소하였다. 의료보건 인력양성, 민간금융 활성화, 위생시설 공급확대, 안정적인 식량공급 그리고 연구개발 인력양성 정책이 효과적인 적응정책 수단이었다. 4그룹(Green Group)은 기후변화와 국가총생산간 유의미한 관련성이 없었다. 효과적인 적응정책은 기대여명 증가, 민간금융 활성화 그리고 의료보건 인력양성 정책이었다. 기후변화 정도가 크게 나타나는 국가들은 정부의 적극적인 개입이 효과적인 정책이었다. 반면 기후변화가 심하지 않은 국가들은 민간 부문을 중심으로 기후변화에 대응할 수 있도록 하는 것이 효과적인 정책이었다.
국가별 소득수준에 따른 기후변화의 영향을 보면, 선진국의 경우 평균 기온이 상승할 때 국가총생산도 증가하였다. 높은 생활수준을 유지할 수 있는 안정적인 식량공급, 의료보건 서비스 확대 그리고 에너지의 안정적 공급 정책이 필요하였다. 중진국의 경우 기후변화와 총생산간 유의미한 관련성이 없었다. 기대여명 증가, 안정적 식량공급, 의료보건 인력양성, 연구개발 인력양성, 첨단산업 육성 등 다양한 정책이 기후변화에 효과적으로 적응하고 국가총생산을 증가시키는 것으로 나타났다. 저개발국의 경우 평균 기온 상승은 국가총생산을 하락시켰다. 농업 중심의 산업구조로 인해 강수량 증가와 최고 기온 상승은 국가총생산을 증가시켰다. 저개발국은 기후변화 적응인프라가 부족해 통계적으로 유의미한 수준으로 기후변화 피해를 줄이고 총생산을 증가시키는데 효과적인 정책수단이 없었다.
본 연구결과 기후변화가 심한 국가는 적응능력이 단기간에 급격히 향상되는 것을 확인할 수 있었다. 특히 온대와 한대 기후에서 기후변화가 크게 나타나고 있고, 이곳에 위치한 선진국들은 기후변화에 적극적으로 대응하여 적응능력이 높아졌다. 이로 인해서 선진국과 저개발국간 적응능력의 격차가 더 커지게 되었다. 저개발국의 경우 취약한 기후변화 적응 인프라로 인해서 피해가 심화되고 있으며 전 지구적인 대응과 저개발국에 대한 인력지원과 인프라 구축 지원이 필요하다. 우리나라의 경우 기후변화가 상대적으로 심하지 않은 국가였으며 효과적인 적응정책은 기대여명 증가, 민간보험 활성화, 의료보건 인력양성, 연구개발 인력양성이었다. 특히 출산율 하락과 급격한 고령화를 맞이한 상황에서 민간보험 시장 활성화를 위한 지원과 기후변화를 산업으로 활성화할 수 있는 전문 인력양성이 필요하다.
본 연구는 기존 취약성 평가 중심의 기후변화 적응연구를 적응능력과 적응정책 연구로 확대하였다는 점에서 의의가 있다. 이후 연구에서는 기후변화 적응능력 평가 모형에 대한 검증, 기상재해가 국가총생산에 미치는 영향에 대한 연구 그리고 국가별 기후변화 적응능력 평가와 적응정책 방안에 대한 연구가 필요하다.
Because of climate change, humanity is faced with a major crisis. Even if greenhouse gas emission stops right now, the average temperature of the earth is expected to rise at least 1 ℃ over the next 100 years. We human beings are in need of climate change adaptation efforts with greenhouse gas reduction.
This study analyzes how climate change affects the national gross domestic product. In particular, it is focused on the relationship between climate change and total factor productivity parameters in climate change adaptation capacity. At the same time, after separating the countries with climate change intensity and income levels, it analyzes the effects of impacts and adaptation to climate change policy by the country type.
Applying the analysis model 1 of the relationship between climate change and national GDP came to a result that climate change itself reduces the national gross domestic product by increasing the uncertainty of the economy. Both temperature and precipitation have a negative impact on total factor productivity. However, applying model 3 which considers the climate change adaptation capabilities of the country showed that countries which are enhanced with national capacity to adapt to climate change are proved to reduce climate change damage and furthermore to increase the national gross domestic product by using climate change. Statistically the most effective climate change adaptation policies were to increase the life expectancy and to activate the private insurance market. In order to adapt to climate change effectively, countries should improve health care services and enable the insurance market to respond to climate change.
The analysis divided countries into four types depending on the intensity of climate change. With group 1 (Black Group), the most severe climate change countries, the GDP decreased when the average temperature rose. For the group 1, effective climate change adaptation policies were increasing life expectancy, reducing energy consumption and training R&D human resources. With group 2 (Red Group), like group 1, the GDP decreased when the average temperature rose. For the group 2, effective adaptation policies were stable food supply, health care training, R&D workforce and sanitation supply expansion. In case of group 3 (Yellow Group) when the highest temperature rose, the GDP decreased. Health care workforce, private financial service activation, sanitation supply expansion, stable food supply and R&D workforce adjustment policy were effective policies for group 3. With group 4 (Green Group) there was no significant relevance between climate change and national GDP. For the group 4, effective adaptation policies were the increased life expectancy, health care workforce and private financial service activation. In case of the countries that climate change varies greatly, aggressive intervention policies worked effectively. On the other hand, where the climate change is not severe, it is effective to respond to climate change by focusing on the private sector.
Considering the impact of climate change with national income in developed countries, the national GDP increased when the average temperature rose. Stable food supply by which can maintain the high standard of living, health care service expansion and policy of stable energy supply were necessary. In case of developing countries, there was no significant relevance between climate change and GDP. A variety of policies such as increasing life expectancy, stable food supply, training health care and R&D work force and developing high-tech industries have been proved effective to adapt to climate change and to increase the national GDP. For underdeveloped countries, the national GDP decreased when the average temperature rose. Because of the industrial structure centering on agriculture, the increase of rainfall and a rise in the highest temperature caused to increase the national GDP. There was no statistically effective policy for the underdeveloped countries to reduce the damage of climate change and to increase the national GDP because there was shortage of infrastructure to adapt climate change.
As a result, this study confirmed that the adaptive ability of the countries which have severe climate change are proved to improve fast in the short term. In particular, climate change appears largely in the Temperate Zone and the frigid zones. The developed countries which are located in the forementioned zones have became adaptable to climate change by responding actively. This caused to differ greatly the gap in ability of adaptation between the developed and the underdeveloped countries. In case of the underdeveloped countries, the damage of climate change is intensifying due to weak infrastructure. They need work force and financial support to train personnel and to build infrastructure. And this must be from the global response.
In case of Korea where climate change was not severe, effective adaptation policies were increasing life expectancy, activating private insurance and training health care and R&D work force. In particular, considering Korea is becoming an aging society with the birth rate decline, it requires two things. First, the support to activate the private insurance market. Second, nurturing professional work force who can promote climate change ‘industry’.
This study is meaningful in respect that it expanded the scope of research of adaptation to climate change. The existing studies have focused on evaluation of weakness, however, this study extends the focus onto the adaptability and policies to climate change. In the subsequent studies, the following issues should be dealt with, such as verifying climate change adaptation assessment model, measuring the impact of meteorological disasters on national GDP, evaluating climate change adaptability by nations, studying on the policies of climate change adaptation.
