전후 일본에서의 일본정치연구의 한 단면 : 이념에서 실증으로 = A Research on the Japanese Politics in Japan in The Post-War Era: from the Ideology to the Positivism

국문 초록 (Abstract)

본 연구는 전후 각 시기에 나타난 일본정치의 이론적인 설명의 변화를 분석함으로써 일본의 일본연구가 발전할 수 있었던 장점과 그 한계에 대한 시사점을 얻고자 하였다. 본 논문의 분석 대상은 일본의 일본정치이론 변화에 영향을 준 연구에 한정하였다.
본 연구에서 살펴본 전후 일본 정치연구는 마루야마 마사오에서 출발하여 관료지배론에서 일본형 다원주의론, 그리고 신 제도주의론으로 변화되었다. 우선 마루야마의 분석방법은 역사학, 사상사, 심리학, 민족학 등 광범위한 학문적인 경향을 가지고 있으면서, 이후 근대(明治)사(또는 일본정치사상사)연구와 일본 문화론으로 이어지면서 점점 활성화되었다. 그러나 현실분석에는 인상 묘사적인 정치평론과 같은 정치 에세이에 매몰되는 경향이 나타났다. 이러한 마루야마의 전통을 이어받은 후진적인 정치에 대한 비판의 맥락은 1950년 이후 관료지배론으로 이어졌다. 관료지배론은 1950년대에 보수세력의 재등장에 대한 비판적인 분석 하에서 일본 정치에서 통설적인 위치를 차지하였다. 1980년대에 등장한 일본형 다원주의론은 당시까지 타당하다고 여겨진 일본 정치의 관료지배론을 비판하면서 일본 정치를 서구와 같은 모습으로 그리기 시작하였다. 즉 1970년대까지의 관료지배론이 일본 보수세력의 재등장에 대한 비판적인 측면을 강조하였다면 일본형 다원주의론은 1980년대 이후 일본경제의 성장과 더불어 변화하는 일본정치의 모습을 설명한 것이었다. 그런데 일본형 다원주의론의 이분법과 특수론을 지양한 연구는 미국에서 유행하는 신제도주의론 도입으로부터 시작되었다. 신 제도주의론에는 두 가지의 유형이 존재하였으며, 이는 역사적인 제도론과 소위 합리적 선택론으로 나타났다. 이처럼 일본의 일본정치연구는 시대적인 문제의식을 바탕으로 부정적인 특수성을 강조하는 연구방법에서 점점 보편성을 강조하는 연구방법으로 변화하게 되었다.

다국어 초록 (Multilingual Abstract)

This study aims to identify the strengths and limits for the academic development of the Japan studies in Japan through analyzing the changes in the theoretical approaches toward the Japanese politics in the post-war era. The subject of the analysis is specified to the works that have influenced the formation of the Japanese political theories in Japan. The results indicate that the studies on the Japanese politics begin with Maruyama Masao and have changed from the state-dominant model to the Japanese Pluralist model and eventually to the New Institutionalism. First of all, the Maruyama's analytical methodology tends to make an academic overview of historical, ideological, psychological and ethnical factors. This methodology became popularly used in the analysis of the modern history and culture of Japan. However, it has a propensity to fall into descriptive political critiques and political essays in analyzing the current issues. Following the Maruyama's tradition, the stream of critiques toward the backwardness of the politics is followed by state-dominant model after 1950s. The state-dominant model has dominated in describing the Japanese politics due to its critical analysis on the reappearance of the conservative power in 1950s. In 1980s, a new thinking of the Japanese Pluralist model has emerged by applying a western framework against the existing state-dominant model. In contrast to emphasizing the critical aspects of the reappearing conservatives, the Japanese Pluralism e state-dominant model explains the changes in the Japanese politics along with the economic transformation. Nevertheless, the research focusing on the dichotomy of the Japanese Pluralist model and its peculiarities is originated from the introduction of the American New Institutionalism. The New Institutionalism is characterized into two separate theoretical approaches, the historical Institutionalism and the rational choice theory. The research methodology on the Japanese politics in Japan has changed from emphasizing critical analysis on the ideology to the positivism.
