국방우주 발전체계의 개선방향 = Improvement of the Defense Space Development System

This article aims to assess the development status of defense space capabilities among major powers surrounding the Korean Peninsula and to propose directions for enhancing the development framework of the Republic of Korea (ROK) defense space capabilities. The United States (U.S.), in accordance with the National Defense Authorization Act, has established the Space Force and Space Command to achieve space superiority, protect national interests, and safeguard its space assets. While not ruling out the use of force in space if necessary, the U.S. has also declared its intention to deter access to space by hostile nations.
China has established a space operations organization under the Strategic Support Force (SSF) to achieve 'The Rise of China's Space (宇宙屈起)' and is integrating space, cyber, and electronic warfare operations. Particularly, there is a strong focus on acquiring the capability to intercept the opponent's space weapon systems. Despite the protracted nature of the conflict in Ukraine, Russia considers the U.S. missile defense system and the deployment of space weapons as major military threats. As a result, Russia is intensifying the development of an anti-space system, with a focus on the aerospace forces.
Japan, citing North Korea's ballistic missile threats, is pursuing the establishment of stand-off counterattack capabilities in collaboration between the Japan Aerospace Exploration Agency (JAXA) and the Air Self-Defense Force, in line with the militarization trend between Japan and the United States. North Korea is also devoting significant efforts to secure asymmetric military space capabilities, with a focus on the National Aerospace Development Administration. (NADA) for the development of space launch vehicles, ballistic missiles, and hypersonic missiles. Additionally, North Korea is enhancing space cooperation with Russia.
ROK is advancing defense space policies and military space strategies at the level of the Ministry of National Defense (MND) and Joint Chiefs of Staff (JCS). In 2022, a Military Space Department was newly established within the JCS, and each military service is consistently expanding dedicated space departments. Despite practical limitations such as force reduction, population decline, and constrained defense resources, the ROK military must strive for the independent development of defense space capabilities based on robust alliances. This is to ensure comprehensive space security, including threats from North Korea's nuclear and missile capabilities, Electromagnetic Pulse (EMP), and jamming, as well as the strengthening of space capabilities by neighboring countries such as China, Russia, and Japan, and the space hazards posed by space debris. ROK defense space capabilities must be incrementally enhanced, differentiating between responses to space threats and hazards, support for joint military operations, establishment of a nationwide coordination framework, and strengthening international .
이 연구는 한반도를 에워싼 강대국의 국방우주력 발전상황을 평가하고, 한국군의 국방우주 발전체계의 개선방향을 제시하는데 있다. 미국은 국방수권법에 따라 우주군과 우주사령부를 창설하여 우주우세를 유지함으로써, 우주에서 미국의 이익과 우주자산 보호를 추진하고 있다. 필요할 경우 우주공간에서 무력사용을 배제하지 않고, 적대국가의 우주공간 접근도 차단할 것을 천명하였다.
중국은 우주굴기(宇宙屈起) 달성을 위해 전략지원부대 예하에 우주작전조직을 편성하고 우주·사이버·전자전을 통합하여 수행하고 있다. 특히, 상대방의 우주무기체계를 요격할 수 있는 능력을 구비하는데 총력을 기울이고 있다. 러시아는 우크라이나전쟁의 장기화에도 불구하고 미국의 미사일방어체계와 우주무기 배치를 주요 군사위협으로 상정하여 항공우주군을 중심으로 대우주체계 개발에 박차를 가하고 있다.
일본은 북한의 대포동 미사일 위협을 명분으로 미일 군사일체화 기조에 따라 우주항공우주개발기구(JAXA)와 항공우주자위대의 협업으로 스탠드오프(Stand-off) 반격능력 구축을 추진하고 있다. 북한 또한 비대칭 국방우주력 확보를 위해 국가우주개발국(NADA)를 중심으로 우주발사체, 탄도미사일, 극초음속 미사일 개발에 총력을 기울이고 있으며, 러시아와 우주 협력도 강화하고 있다.
한국은 국방부와 합참 차원에서 국방우주정책과 군사우주전략을 발전시키고 있고, 2022년 합참에 군사우주과를 신설하였으며, 각군에서도 우주전담부서를 지속적으로 확충하고 있다. 한국군은 북한의 핵‧미사일, EMP 및 재밍 위협, 중국·러시아·일본 등 주변국의 우주력 강화, 우주잔해물에 의한 우주위험 등 포괄적 우주안보를 확보하기 위해서 병력감축 및 인구절벽, 국방 재원의 제한 등 현실적인 제한에도 불구하고 굳건한 동맹을 기반으로 독자적인 국방우주력 건설에 매진해야 한다. 한국의 국방우주력은 우주위협 및 우주위험 대응, 합동군사작전 지원, 국가 차원의 협력체계 구축, 국제협력 강화 등으로 구분하여 단계적으로 개선하여야 한다.
