For the basic concept of the Gyeonggi-do self-governing police system, ⅰ) domestic and foreign cases of the self-governing police system, ii) the analysis and evaluation of Congressman Kim Young-bae"s law, and iii) the Gyeonggi-do self-governing police committee"s office organization design plan Presented. In other words, for the efficient operation of the autonomous police system in Gyeonggi-do, the organizational design of the Gyeonggi-do autonomous police committee and office organization was prepared based on the law of Kim Young-bae and the standard operating model of the Ministry of Public Administration and Security(2020). Was designed to perform each function by consisting of five departments: Planning and Coordination Department, Policy Evaluation Department, Gyeongmu Personnel Department, Audit Department, and Operation Support Department.
Second, based on the organizational design plan of the Gyeonggi Autonomous Police Committee, the manpower design plan for the office organization was presented. In other words, in the manpower composition of the secretariat that assists the Gyeonggi Autonomous Police Committee, we designed the manpower for the two secretariats in the southern and northern areas of Gyeonggi Province. The total number of personnel included was 190, and by office, the autonomous police office in southern Gyeonggi Province was 120, and the autonomous police office in northern Gyeonggi Province was 70.
Third, as a linkage plan between police autonomy and general autonomy, ⅰ) linkage plan for special envoys, ii) linkage plan for local administration, and iii) resident participation were suggested. The plan for linking the self-governing police and the special envoy was suggested: ① establishment of an information sharing system, ② strengthening of cooperative processing of office work, ③ personnel exchange plan, ④ implementation of joint education and training, ⑤ implementation of joint crackdown between self-governing police and envoys. As for the linkage plan between the government and local administration, ① a plan for cooperation with the autonomous police and disaster disaster, ② a plan for cooperation with the autonomous police and health and welfare, and ③ a plan for cooperation with the autonomous police and for education.
Meanwhile, Gyeonggi Province needs to establish the “Gyeonggi-do Self-Government Police System Promotion Group” to promote the self-governing police system first in order to implement the self-governing police in accordance with the passage of the law by Kim Young-bae. Just as Jejudo organized the self-governing police system promotion team for the implementation of the self-governing police system in 2006, Gyeonggi-do should establish a self-governing police system promotion group including the head of the executive department related to the self-governing police system, the head of the police office related department, the head of the department related to the education office, provincial lawmakers, and outside experts.
Second, it was necessary to enact the “Ordinance on the establishment and operation of the autonomous police system in Gyeonggi Province” to promote the autonomous police system. Therefore, just as Jeju Island made ordinances for the promotion of the Jeju autonomous police system, it is necessary to enact ordinances that regulate the organization, budget, and evaluation of the autonomous police system.
Third, it is necessary to establish “financial measures for the operation of the autonomous police system” to promote the autonomous police system. In other words, in relation to the promotion of the affairs of the self-governing police system, a plan for the sharing of national and local expenses should be established so that there is no obstacle to financing.
