광주공항 주변지역의 항공기 소음영향 평가에 관한 연구

항공기 소음은 소음레벨이 매우 높고 피해범위가 광범위하여 대부분의 공항 주위 지역 주민들로부터 민원의 대상이 되고 있다. 항공기 소음은 항공기의 특성상 음원대책 및 전파경로 대책이 경제적·기술적으로 매우 제한적이다. 가능한 대책으로서 항공기 운항조정과 공항주변 토지이용 조절방안을 들 수 있다. 항공기 운항조정 방안으로서 비행고도 및 항로의 변경 등이 있으며, 토지이용 조절 방안으로서는 공항 주변지역의 소음등급에 따른 건축규제, 주민이전 및 보상, 기존 건물의 차음공사 시행, 건물 신축 시 차음설계 의무화 등을 들 수 있다. 우리나라에서도 제한적으로나마 이러한 방안이 시행되고 있다.
본 연구의 대상지역은 민·군 공용의 광주공항 및 주변 지역으로서 항공기 이착륙에 의한 소음이 발생하고 있으며, 지역 주민들은 생활상의 불편함을 호소하고 있다. 이에 대한 합리적인 대책을 수립하기 위해서 피해대상 지역의 소음측정 및 분석된 내용으로 INM(International Noise Map) version 6.0을 이용하여 소음지도를 작성하였다. 연구대상 지역의 항공기 소음에 의한 영향을 파악하기 위하여 피해지역 주민들을 대상으로 설문조사를 실시하였다.
본 연구에서 도출된 주요 결과를 요약하면 다음과 같다.
전투기의 훈련내용은 이착륙, TGO (Touch & Go), 선회비행이 주를 이루고 있으며, 훈련시간도 불규칙적인 것으로 관측되었다. 전투기의 훈련기종은 한국군 보유 T-50 이글, F-5 팬텀, 수송기, 헬기 등이며, F-5는 1일 평균 이륙 13.1대, TGO(Touch & Go) 2.7대이며, T-50은 1일 평균 이륙 19.3대, TGO(Touch & Go) 11.9대로 훈련하였으며, 항공기의 이착륙에 의한 소음발생 지속시간은 20~60초 정도로 확인되었다.
항공기 소음은 고정 측정지점별로 평균 76.6~88.7WECPNL의 분포로 나타났다. 이들 6개 지점은 국토해양부에서 2004년 7월 개정한 항공법 시행규칙 제274조의 “시설물 용도제한” 규정의 소음피해 예상지역으로서 시설물 방음시설 의무화지역(75WECPNL 이상~90 WECPNL 미만)에 해당된다. 또한, “시설물 설치제한” 규정의 방음시설 시공조건은 신축 및 증·개축 허가지역(75WECPNL 이상~90WECPNL 미만)에 해당하는 것으로 나타났다.
전투기(F5, T-50, F16) 소음은 민항기, 수송기, 헬기의 경우보다 평균 등가소음도(Leq)가 23.2dB(A)만큼 더 높은 것으로 나타나 주소음원임을 보이고 있다. 또한 전투기 소음은 종류별로 약간의 차이가 있으나, 저주파수 대역보다는 500Hz~2kHz에서 높고 1kHz에서 피크를 나타내는 주파수 스펙트럼 특성을 보이는 것으로 나타났다.
전투기 훈련 시에 실내 소음도는 실내·외측 창을 닫은 경우에 B1 주택에서 NC-45, B2 주택에서 NC-46으로서 L. L. Beranek가 제안한 허용소음 기준인 NC-30을 크게 초과하고 있어 전투기 훈련 소음으로 인하여 실내에서 피해를 크게 받고 있는 것으로 평가된다. 대상지점 발코니 창호의 표준화 음압레벨차는 B1 주택의 경우 41.3dB(A), B2 주택의 경우 36.9dB(A)로 나타났다.
국제적으로 신뢰도가 높은 항공기 소음예측프로그램인 INM(Integrated Noise Model)Version 6.0을 이용하여 항공기 소음을 예측하여 작성한 등소음도는 대상지역에서 평균 70~89.5 WECPNL의 분포로서 소음 측정지점을 중심으로 주변지역까지 전투기 훈련소음으로 인한 피해범위가 매우 광범위하며 소음도도 매우 높은 것으로 예측되었다.
연구 대상지역의 전투기 소음에 대하여 유효 설문지 241부를 분석한 결과, 주소음원으로서는 전투기 소음을 지적하였으며, 1년 중 계절에 관계없이 발생하고 하루 종일 시간대와 관계없이 많이 발생한다고 응답하였다.
소음의 크기에 대한 정도로서 상위 2단계인 “매우 크다”와 “꽤 크다”에 대한 응답율이 거의 100%로 나타났으며, 이착륙할 보다는 급선회할 때 소음이 더 크다고 응답하였다.
항공기 소음의 종합적인 대책으로서는 피해보상금 지급, 항로변경 및 운항규제, 주택방음시설 등을 지적하고 있으며, 건의사항으로서 응답자의 약 59%가 공항이전을 요구하고 있는 것으로 집계되었다.
전투기 소음에 대한 발생원 대책으로서 전투기의 훈련시 운항 편수의 조정과 운항 대책, 수음점 대책으로서 기존 건물의 차음성능 향상을 위한 구조의 개선(방음공사)을 강구할 필요가 있다. 보상 및 이전에 관한 대책으로서 피해지역 주민들을 대상으로 피해보상금 지급, 토지매입, 건물이전에 따른 보상, TV·라디오·전화 등의 통신장해에 대해서는 유선방송 및 CATV 수신장치 등의 지원 수립에 관해서도 검토할 필요가 있다.
대상지역의 소음대책위원회의 구성원을 지역주민 외에 지방자치단체 및 군관계자 등까지 포함시켜 확대·운용할 필요가 있으며, 이를 통하여 합리적이고 종합적인 대책의 수립과 시행이 가능할 것으로 사료된다.
Aircraft noise has a high level of noise pollution and the range of damages are wide, and it is therefore a subject of civil appeal by residents living around the airport. Aircraft noise pollution is characteristically very limited financially and economically in terms of providing sound source and circulation route solutions. Possible solutions are mediating aircraft service and reviewing land use around the airport. Mediating aircraft service methods include adjusting flight altitude and routes, and methods of reviewing land use include construction restraints according to noise pollution level around the airport, transfer of and compensation for residents, constructing noise blockage facilities on existing buildings and making noise blockage facilities mandatory for new constructions. Such methods are being executed in a limited way in Korea.
The subject area of this study is the area surrounding the Gwangju civil and military Airport, where departure and arrival of planes are causing noise pollution and residents in the area are complaining about inconveniences in everyday life. In order to establish a rational solution, a noise pollution map was made using measured noise pollution of the area and analyzed contents, and INM(International Noise Map) version 6.0. A survey was carried out on residents of the area to understand the effects of aircraft noise pollution.
The main results of the study can be summarized as follows.
Main combat plane training includes departure and landing, TGO (Touch & Go) and circular flight, and training times are irregular. The aircraft types used for training include the T-50 Eagle, F-5 Phantom, transport plane and helicopters of the Korean military. An average of 13.1 F-5s, 2.7 TGOs, and 19.3 T-50s take of each day, and training takes place with around 11.9 TGOs, and noise pollution caused by departure and landing of aircrafts is usually sustained for around 20~60 seconds.
Aircraft noise pollution was found to spread between 76.6~88.7WECPNL on average, according to secured points measured. The 6 points are the points set as predicted areas of noise pollution according to the revised Aviation Act of the Ministry of Land, Transport and Marine Affairs in July, 2004, Article 274, "Restriction of facilities use," and points set as areas with mandatory noise blockage facilities(75WECPNL or above ~ less than 90 WECPNL). In addition, the noise blockage facilities construction condition under the "Restriction of facilities installation" rule are areas with new or extension constructions or reconstruction(75WECPNL or above ~ less than 90 WECPNL).
The noise pollution of combat planes(F5, T-50, F16) were found to have a 23.2dB(A) higher average equivalent noise pollution level(Leq) than civil planes, transport planes and helicopters, and therefore the main source of noise pollution, There is a slight difference in noise pollution of combat planes according to type, but overall they were higher at 500Hz~2kHz than at low frequency areas, and the frequency spectrum was at its peak at 1kHz.
The indoor noise pollution level when indoor and outside windows were shut during combat plane training was NC-45 in a B1 residence and NC-46 in a B2 residence, which was much higher than the permitted noise pollution level of L.L. Beranek, at NC-30, so the damage due to combat plane training noise pollution indoors was evaluated as being great. The standardized sound pressure level difference of windows and doors of balconies at set points was 41.3dB(A) for B1 residences and 36.9dB(A) for B2 residences.
The noise pollution level measured using the internationally reliable aircraft noise pollution prediction program, INM(Integrated Noise Model)Version 6.0, had an average spread of 70~89.5 WECPNL. The range of damage due to combat plane training noise pollution from the point of noise pollution measurement to surrounding areas was very wide and noise pollution levels were predicted to be very high, too.
As a result of analyzing 241 valid survey questionnaires on combat plane noise pollution in the area, the main sound source was pointed out as being combat planes, and subjects answered that it occurred all year round regardless of season and frequently all day, without relation to the time of day.
When asked about the loudness of the noise, 100% answered the top two levels, "very loud" and "quite loud," and said the noise was louder when suddenly circulating than when departing and landing.
Possible comprehensive solutions to aircraft noise pollution were pointed out as financial compensation for damages, change of route and flight restraints, and residential noise blockage facilities, and around 59% suggested that the airport transfer to another location.
Adjusting number of flights when combat plane training, a flight solution and structural improvements such as noise blockage construction to improve noise blockage of existing buildings can be considered as solutions to combat plane noise. Financial compensation of damages, purchase of land, compensation for transfer of building, and cable TV and CATV support for interfering with TV, radio or telephone communication should also be considered as solutions regarding compensation and transfer.
There is a need to include self-governing local bodies and military authorities in addition to residents in the Noise Pollution Solution Committee of the area for expanded operations, which could lead to establishment and execution of rational and comprehensive solutions.
