19세기 중엽 이후 거제지역 부세와 다대마을의 관청곽 운영 = Taxation in the Geoje Region and Government Seaweed Plot Operations in Dadae Village from the Mid-19th Century Onward

The Geoje region, which was under the jurisdiction of Tongjeyeong (Naval Headquarters of the Three Provinces), bore a dual burden of tax and service obligations to both Geoje-bu and Tongjeyeong. Although the Equal Service Law systematized the collection of maritime taxes by incorporating the utilization of marine products into the official taxation system, a significant portion of maritime taxation in this region remained under Tongjeyeong’s authority. When Tongjeyeong was abolished in 1895, fishing weirs (eocho) and fishing facilities (eoryeom) in the Geoje region were granted to royal households and influential families for revenue collection.
This study examines the evolving taxation structure during these transitional periods through official sources, focusing on the operational changes of government-designated seaweed plots recorded in the Gwakjeon Bangmaechaek (Record Book of Seaweed Field Sale and Allocation) preserved in Dadae village.
The record book documents the annual distribution of harvesting rights for communal seaweed fields among residents from 1864 onward and includes separate entries for government-designated seaweed plots intended for tribute payments, reflecting the distinctive characteristics of Dadae village, where seaweed fields (gwakjeon) were highly developed.
Over time, the management of these plots changed: separately managed government-designated plots were eventually incorporated into the general allocation areas around the period of Tongjeyeong’s abolition. After Tongjeyeong’s closure, Dadae village’s seaweed fields were first attached to Yeongchin-wang Palace, later transferred to Uichin-wang Palace, and, during the colonial period, the fishing grounds were leased and operated by Japanese businessman Kashii Gentaro for twenty years.
The records from Dadae village provide valuable evidence for understanding the taxation conditions in coastal villages and the dynamic responses of local residents to institutional changes. This allows for micro-historical research that shifts the scholarly focus from central to peripheral villages, thereby contributing to a deeper understanding of the socioeconomic transformations in coastal communities.
