In order to fully apprehend the trade policies under the Clinton Administration, we need a firm grasp on a gradual but profound changes in the United States trade policy during 1970s and 1980s. specifically the US become more aggressive in demanding its trading partners to open their markets, i.e., to reduce their trade and investment barriers and to protect intellectual property rights utilizing the section 301 of the Trade Act of 1974 as retalliatory measures. Many economists called such policy "aggressive unilateralism." In negotiating with trading partners, the US has, compared to previous years, preferred result-oriented negotiation stances to rule-oriented ones.
Also we need to analyze major surroundings for setting international economic policies by the US policy makers. Although US has become the unique hegemon of the globe since the collapse of the Soviet Union late 1980s, the US could no longer maintain the dominant power over the world economy. First, newly born World Trade Organization (WTO) is equipped with an institution, the dispute settlement body(DSB), and is endowed with power to control the unilateral retalliation by US trade laws, the section 301 and its derivatives. Second, the European Union has been expanding its region and enhancing its negotiating position in international arena. Third, in East Asia, big China as well as newly industialized economies(NIEs) and ASEAN countries are sustaining historic high growth. Especially, many experts forecast that China would become the second largest economy following the US early next century. And some claim that the Chinese economy could surpass the US economy in terms of purchasing power around mid twenty-first century.
After evaluating the above-mentioned factors, we have tried to analyze the direction of Clinton's trade policies: multilateral approaches such as implementing WTO agreements and utilizing WTO DSB, closely examining the applicant countries' trade regime and addressing new trade issues, regional initiatives for trade liberalization such as strengthening the APEC, expanding the North American Free Trade Agreement (NAFTA), constructing the Free Trade Area of the Americas (FTAA) and initiating New Transatlantic Agenda, and export promotion using Big Emerging Markets (BEMs) initiatives and so on.
Well-balances perspective on US trade policies could give us some policy responce for Korea-US trade relations.
