This research was tried to study the alternative plans and the problems that can be occurred when we apply the general method of language education for the hearing- impaired children by researching the variations that could affect the hearing-impaired children’s language education and the transformation of the paradigm of language education through the documents. The general language education attaches importance to the function of communication, language practical ability and developmental perspective by the effect of the functional language, Piaget’s cognitive development theory and Vygotsky’s language theory. Also, by the effect of Dewey’s theory this attaches importance to the language learning through the practical experience.
The propriety of the general approach for the hearing -impaired children is required in a point of view that the children could develop generally, the language is generally by itself, the knowledge (learning) is general and the life of human is general by itself (Kang, Chang Wook, 2001).Therefore, the general language education that forms the basic of the generality emphasized the teaching that forms the basic of the children’s language environment to develop the ability about the writing, reading and speaking generally in the developmental perspective and the language ability can be improved through the practical training.
The current 7^(th)curriculum of the language education emphasizes that first it needs to understand the language and language learning and then enforce the education due to this in the interpretation of this curriculum. But, to apply the general language education, it needs to grope for the alternative plan to improve the problems that the general language can have theological problem, the problem that can be occurred by misunderstanding for the general language and the problem that can be occurred in the practical application.
First, we have to be firm on the theological foundation of the general language in the theological perspective. It needs to develop and supply the textbook by the belief of the general language education. Also, it needs to develop and supply the various lesson plan and method that can be used in the real learning situation and equipped the enough material for the teaching and change the perspective of evaluation and develop the evaluation system. Although the perspective of belief that has the general language education is appropriate, there might be difficult to apply it practically if there is only philosophy but there is no concrete method to apply. Also, for the hearing- impaired children’s general language education, the factor that affect to the language of the hearing-impaired children and activity has to be reorganize! d and then affection is understood actively and then it could reflected to the content of education.
In the actual condition, first it needs the change of teacher’s belief and the practical effort of the teachers and as a general environment, it is required the change of classroom’s environment, the close cooperation between the school and the community and the school manager’s cooperation for the practice of the general language education.
Not to equipping the material and the concrete application of the text book according to the general language education remains as a difficult task to practice the general language education in the context of the 7^(th)curriculum of language education that emphasize the education that grasping language in the general perspective.
Actually, there are lots of difficulties to consist the method that embody the general language education in many ways.
The first reason is the various emphases about the general language and the other reason is the limitation to apply the integrated general language with only several methods. It is very important factor to develop the lesson model and the concrete teaching-learning theory for the application of the general language education and according to this, it is important to equip the material of teaching - learning and developing the evaluation system. Therefore, to enforce the general language education efficiently, it is required textbook and the trans-scholastic study including linguists, psychologists and educators as general as the general language have to reflect the character of the hearing- impaired children.
Through this, let teachers apply actively with authorization of appropriateness and efficiency of the general language education. Also it will be the great role to understand of the handicap through the experience directly as well as the language education through the social interaction to apply the various resources of the community where the place hearing-impaired children live. It will be considered to become soon to realize the general language education if there is belief about appropriateness of the general language education adding to practical effort.
