교육복지 재정 변화 추이 비교분석 : 보편적·선별적 교육복지를 중심으로 = Comparative Analysis of the Changes of Education Welfare Finance : With a Focus on Universal and Selective Education Welfare

The purposes of this study are to analyze the universal and selective education welfare finance in terms of scale at the Gyeongsangnamdo Office of Education and compare and analyze universal and selective education welfare finance. For these purposes, the study made a distinction between universal and selective education welfare based on the expenditure settlement data of special accounting for educational expenses at the Gyeongsangnamdo Office of Education in 2011~2015 and categorized the particular business of each type. The findings show that the growing scale of universal education welfare finance had impacts on the reduction of selective education welfare finance.

The analysis results were as follows:
First, the analysis results of universal education welfare finance show that it made a huge increase after the introduction of the Nuri Curriculum.
Second, the rapid increase of universal education welfare finance caused the reduction and integration of businesses related to selective education welfare in terms of financial scale.
Third, universal education welfare finance made a rapid increase as universal education welfare projects were carried out as national projects, thus having effects on the development of selective education welfare projects and the reduction of selective education welfare finance.

These findings led to the following conclusions and proposals:
First, financial supports should be distributed equally according to the importance of each project instead of offering abundant supports only to certain universal education welfare projects.
Secondly, selective education welfare is educational service for those who definitely need to receive benefits. It is needed to secure finance to provide stable supports to each education welfare project.
It is important to ensure the proper regulation of percentage between universal and selective education welfare so that universal and selective welfare will be able to pursue the equality of education and offer equal opportunities for education, respectively.

국문 초록 (Abstract)

본 연구의 목적은 경남교육청의 보편적 교육복지 재정 규모와 선별적 교육복지 재정 규모를 분석하고, 보편적 교육복지재정과 선별적 교육복지재정을 비교 분석하기 위한 것이다. 2011년부터 2015년까지 경남교육청의 교육비특별회계 세출 결산 자료를 바탕으로 보편적 교육복지와 선별적 교육복지의 유형을 구분하였고, 유형별 세부사업도 분류하였다. 연구결과 보편적 교육복지 재정 규모가 커지면서 선별적 교육복지 재정 감소에 영향을 주는 것으로 나타났다.

이 연구의 분석 결과는 다음과 같다.
첫째, 보편적 교육복지재정을 분석한 결과 누리과정이 생겨나면서 보편적 교육복지재정이 크게 증가하였다.
둘째, 선별적 교육복지재정은 보편적 교육복지재정이 급증함에 따라 선별적 교육복지 관련 사업 재정 규모가 축소, 통합되었다.
셋째, 보편적 교육복지 사업이 국가사업으로 집행되면서 보편적 교육복지재정이 급증하였고, 따라서 선별적 교육복지 사업의 발전과 선별적 교육복지재정 감소에 영향을 주었다.

이와 같은 연구 결과를 바탕으로 한 결론 및 제언은 다음과 같다.
첫째, 보편적 교육복지 중에서도 특정한 사업만 많이 지원할 것이 아니라 각각 사업의 중요도에 따라 재정 지원이 균등하게 배분될 수 있어야 한다.
둘째, 선별적 교육복지는 꼭 혜택을 받아야만 하는 대상을 위한 교육서비스로서 선별적 교육복지의 각 사업이 안정적으로 지원될 수 있도록 재정 확보가 필요하다.
따라서 보편적 교육복지와 선별적 교육복지의 비중을 적정하게 조절해야 보편적 복지가 교육의 평등성을 추구할 수 있을 것이고, 선별적 복지가 균등한 교육의 기회를 제공할 수 있게 될 것이다.
