국익의 개념 및 유형에 관한 연구 = A Study on the Concept and Types of National Interest

국문 초록 (Abstract)

본 연구는 엉켜있는 국익에 대한 이해를 체계화하고 새로운 대한민국 국익 설정에 있어 필요한 이론적 근거 제시를 목표로 하고 있다.
국익에 대한 존재론적이고 구조적인 설명을 위해 본 연구에서는 아리스토텔레스의 가능태와 현실태의 개념을 빌려 국익을 분석한다. 국익의 존재개념은 가능태로 작동해 국익에 대한 가능성과 잠재성을 담보하며, 국익의 존재형태는 현실태로 작동해 국익이 현실화된 상태를 설명한다. 그리고 국익이 가능태에서 현실태로 이동하는 과정에서 다양한 경제력, 국방력, 국제환경과 같은 국익의 재료들은 가능태 안의 가능성과 잠재성에 한계를 가하며, 현실태 안의 국익의 모습을 결정한다. 이렇게 만들어진 현실태의 국익은 얼마나 가능태의 국익이 실현되었는가를 기준으로 평가할 수 있다.
한편 국익은 주권, 안보, 번영, 정체성의 다양한 조합으로 나타나는데, 가능태 안에 존재하는 (국익의 재료들의 한계에 반영된) 이 네 가지 범주의 이상적인 조합은 현실태의 과정에서 인식의 오류와 같은 국가권력의 오류로 왜곡되어 현실화된다. 국익이라고 하지만 국가에 이익이 되지 않는 반국익적 국익이 존재하는 이유이다.
국가마다 마주한 현실이 다르기 때문에 다를 수밖에 없는 다양한 국익의 모습들에도 불구하고 성공적인 현실태로 나타난 국익을 구분하면 몇 가지 유형화가 가능하다. 본 논문에서는 전략적 차원에서의 2가지 유형화와 국가능력과 국제질서의 불확실성을 기준으로 4가지 형태의 유형화를 제시한다. 국익은 특정 정책적 수단을 정당화하기 위해 호출되는 그 무엇이 아니다. 국가의 보존, 국가의 실현, 국가의 존재완성이라는 목적에의해 국가의 존재와 더불어 존재하는 것이다. 목적성에 맞는 국익을 위해서는 국익의가능성의 영역과 현실성의 영역을 종합적으로 살피는 것이 중요하다.

다국어 초록 (Multilingual Abstract)

This study seeks to systematize the conceptually entangled understandings of national interest and to provide a theoretical foundation for establishing a new conception of the national interest of the Republic of Korea.
To offer an ontological and structural account of national interest, this study analyzes the concept through Aristotle’s distinction between potentiality(dynamis) and actuality(energeia). The concept of national interest as existence operates at the level of potentiality, securing the possibility and latent capacity of national interest, whereas the form of national interest as existence operates at the level of actuality, explaining the condition in which national interest is realized in concrete terms. In the process through which national interest moves from potentiality to actuality, the various materials of national interest—such as economic power, military capability, and the international environment—constrain the possibilities and latent capacities embedded in potentiality and shape the manner in which national interest is actualized. The national interest constituted in actuality can therefore be evaluated according to the extent to which the national interest residing in potentiality has been realized.
At the same time, national interest appears in diverse combinations of sovereignty, security, prosperity, and identity. The ideal configuration of these four categories within potentiality—already conditioned by the limits imposed by the materials of national interest—is distorted in the course of actualization by errors of state power, including misperception. This is why there can exist forms of so-called national interest that, despite being presented as national interest, are in fact contrary to the interests of the state.
Although the concrete forms of national interest inevitably differ according to the distinct realities faced by each state, it is nevertheless possible to identify several types by distinguishing those forms of national interest that have emerged as successful actualizations. This article proposes a twofold typology on the strategic dimension, as well as a fourfold typology based on state capacity and the uncertainty of the international order. National interest is not something merely invoked to justify a particular policy instrument. Rather, it exists together with the state itself, grounded in the purposes of state preservation, state realization, and the completion of state existence. To formulate a national interest consistent with such purposiveness, it is essential to consider in an integrated manner both the realm of possibility and the realm of actuality.
