빈집의 관리ㆍ개선을 위한 특별주택관리개선부담금 도입에 관한 연구 = A Study on the Introduction of the Special Housing Management Improvement Charges for the Management and Improvement of Vacant Houses

This study was conducted to propose a special housing management improvement levy system to impose penalties on vacant houses as a countermeasure against population decline and empty houses increase caused by low birth rate, aging population, and urban centralization, and to use it for future management and maintenance of vacant houses in the region.
“Special housing” means a neglected vacant house, and a neglected vacant house means a vacant house that meets certain conditions of ownership and neglect. “Management Improvement” includes the concept of management of vacant houses themselves and improvement of the surrounding environment, and based on the financial resources raised by the levy, the local government will be able to fulfill its responsibility for follow-up management in areas where vacant houses increase and preventive management of vacant houses.
The purpose of this study is to ensure that the owner of a vacant house is responsible for at least the minimum of the various social costs incurred in the region due to neglected vacant houses.
Regarding the evaluation of vacant house ratings for the introduction of the special housing management improvement levy system, the following items were proposed.
First, in the case of calculating the rating of vacant houses, the inspection of experts is supplemented and evaluated by considering the frequency and intensity of each item on the evaluation index with experts in fire, sanitation, and administration in addition to experts related to construction Second, the addition of the land and building ownership match and the legality of the building to the evaluation index for the imposition of special housing management improvement charges Third, in the case of safety item evaluation, the legality of the entrance is added Fourth, in terms of space utilization, an item for demolition costs is added The expected effect of the introduction of the special housing management improvement charge proposed in this study is, first, to remind vacant homeowners of the obligations and responsibilities for vacant home management and various social problems predicted by the increase in vacant homes.
Second, it is expected that by imposing special charges on owners, management authority will be strengthened to provide the effect of sharing responsibilities concentrated in the public sector in the private sector.
