'東北工程'의 배경과 내용 및 대응방안 : 고구려사 연구동향과 문제점을 중심으로 = Background and details of China's "Northeast Project" and our conntermeasure

The "China Borderland Research Center" under the command of The Chinese Institute of Social Science has been promoting as a 5 year plan, the Northeast borderland situation project(so called the Northeast Project) since February 2002. The Northeast Project is not an academic one but a very politically based work that is to solve the current Chinese political problems. The recent Chinese research(2003) tends to claim all ethnic groups, whether they exist or not, that has historically lived or is currently living within the Chinese borders to be a part of the Chinese race. Also the geographical regions that these ethnic groups had acquired or occupied is tended to be thought as a part of the Chinese geographical history. The Northeast project assumes the history of Koguryo to be a local administration of China and is asserting this to be the official stand of the Chinese historical authority. This is clearly a wilful distortion of history. The greater problem lies in the fact that the Chinese government is leading and conducting this project.
In correspondence to China's historical distortion, a countermeasure in the form of government authorities is essential. Also cooperation between the North and South Koreas and methods to support researchers of Koguryo, Palbae, and Kochosun history are greatly required. Efforts are also needed in translating and distributing the papers and articles of related studies to other foreign academic circles.
