북한의 영토 인식 변화 연구: ‘국토완정’과 ‘영토완정’ 비교를 중심으로 = A Study on Changes in North Korea’s Territorial Perception: Focusing on Comparison of ‘National Territory integrity’ and ‘Territorial integrity’

This study analyzes the concept of “territorial integrity” under Kim Jong Un by comparing it to the term “national territory integrity” used during the Kim Il Sung era, to understand North Korea’s perception of territory. While “territorial integrity” aligns with “national territory integrity” in referring to reunification through war, its meaning has evolved in response to changing circumstances.
First, whereas “national territory integrity” aimed to expand the territory under the goal of “One Korea,” “territorial integrity” emphasizes border demarcation and self-defense under the premise of “Two States.” The defense of “territorial integrity” serves as justification for bolstering nuclear reinforcement.
Second, while “national territory integrity” pursued reunification, “territorial integrity” excludes it, reflecting a shift from nationalism to statism.
Third, “national territory integrity” sought to mobilize South Korean citizens as part of a shared nation to erase the boundary between North and South. In contrast, “territorial integrity” focuses on safeguarding sovereignty against perceived threats from the United States by reinforcing boundaries, signifying a policy of border closure.
The reappropriation of “national territory integrity,” a term used during the Korean War to advocate reunification under a socialism, in the form of “territorial integrity” during Kim Jong Un’s era illustrates the shift in inter-Korean relations from the policy of “One Korea” to a practical “Two States.” Following the declaration of “Two States” and the inclusion of territorial provisions in its constitution, North Korea is expected to prioritize the territorial fortification and war preparation over reunification, further isolating itself through strict border control and internal governance.
