공공기관의 사업 추진, 사회공헌 활동과 갈등 간 관계에 대한 탐색적 연구 -발전공기업 패널자료의 활용- = An Exploratory Study of the Influence of Managerial Activities and CSR on Conflict in Public Enterprises : Based on Panel Data from Power Generation Public Enterprises

국문 초록 (Abstract)

본 연구는 우리나라 발전공기업의 사업 추진과 사회공헌 활동이 갈등에 미치는 영향을 검증하였다. 분석자료는 5개 발전공기업에 대한 5년간의 정량적 자료를 패널형태로 구축하였고, 이를 Panel GLS(FGLS)모형을 통해 분석하였다. 분석 결과를 정리하면 다음과 같다. 첫째, 발전공기업이 집행하는 기부금은 지역사회 갈등에 유의미한 영향을 미친다. 둘째, 임직원의 봉사활동 횟수는 피소건수에 대해 음(-)의 영향력을 미치므로 봉사활동의 효과성을 향상시킬 구체적 방안을 마련할 필요가 있다. 셋째, 전년도 사업비 예산액은 피소건수에 대해 음(-)영향력을 미치는 것으로 나타났다. 이는 사업비에 주민 보상, 봉사활동 지원, 갈등관리 역량 강화 등이 포함되었으나 기관평가나 공시자료에 이를 별도로 구분하지 않아 발생한 결과로 판단된다. 넷째, 정치적 요인 역시 피소건수를 감소시키는 것으로 나타나 기관장의 의지와 지역 대응 전략을 제도적으로 관리할 필요가 있어 보인다. 마지막으로 신규 설비에 대한 지출액은 피소건수에 음(-)의 영향력을 보이는 것으로 나타나 신규 사업 추진 시 갈등관리에 많은 역량을 투입하는 것을 알 수 있다. 따라서 발전소 입지 지역에 대한 평시의 갈등관리 방안이 추가적으로 마련될 필요가 있다. 이상의 분석결과를 통해서 발전공기업들의 현행 갈등관리가 그들의 의도와 동일한 효과를 가져온다고 보기는 어려우며, 본 연구결과가 공공기관에 대한 정부 갈등관리 전략의 재설계 필요성과 함께 이를 위한 하나의 이론적 근거를 제공할 것으로 기대된다.

다국어 초록 (Multilingual Abstract)

This study explores how project implementation and corporate social responsibility of power generation public enterprises in South Korea affect conflicts with local communities. Using five years of panel data from five power generation companies, the analysis was conducted through a Panel GLS (FGLS) model. The main findings are as follows. First, donations made by power generation companies exert a significant influence on local community conflicts. Second, the frequency of volunteer activities by employees is negatively associated with the number of lawsuits filed against the companies, highlighting the necessity for concrete methods and alternatives to improve the effectiveness of volunteer programs. Third, the previous year’s budget for business expenses was found to have a negative effect on the number of lawsuits filed against the companies. This outcome is attributed to the inclusion of resident compensation, support for volunteer activities, and reinforcement of conflict management capacity within project expenses, which were not clearly differentiated in institutional evaluations or public disclosures. Fourth, political factors also contribute to a reduction in the number of legal disputes, suggesting that institutional management of leadership’s commitment and regional response strategies is essential. Finally, expenditures on new facilities negatively affect the number of lawsuits, indicating that significant resources are allocated to conflict management during new project implementation. This underscores the need for regular and comprehensive conflict management strategies in areas surrounding power plant sites. Based on these findings, it is difficult to conclude that the current conflict management practices of power generation public enterprises fully achieve their intended effects. Under this circumstance, it is expected that the results of this study can provide theoretical grounds for the need to redesign government conflict management strategies for public institutions.
