독일인의 피난과 추방(Flucht und Vertreibung der Deutschen)에 관한 독일 학계의 연구 동향 검토 = Review of Research Trends on the Flight and Expulsion of Germans in Germany

국문 초록 (Abstract)

독일에서 ‘독일인의 피난과 추방(Flucht und Vertreibung der Deutschen)’에관한 연구는 해당 사건이 발생한 직후인 1950년대부터 이미 시작되었다. 이와관련한 대표적인 연구 결과물인 동･중부 유럽 독일인들의 추방에 관한 자료집(Die Dokumentation der Vertreibung der Deutschen aus Ost-Mitteleuropa) 은 방대한 분량으로 ‘피난과 추방’ 역사의 기본 서사를 확립하는데 기여하였지만, 독일인 희생 서사를 지나치게 강조하거나 나치 과거사에 대한 뚜렷한 성찰 없이 저술되었다는 점 때문에 학술적으로 높은 평가를 받지 못하였다. 이와 달리 실향민의 사회통합이나 실향민단체에 관한 연구는 양적 측면에서 적지 않은 성과를 거두면서도 일정한 학술적 수준을 갖추었다고 볼 수 있다. 다만 이러한 학문적 성과와는 별개로, ‘피난과 추방’에 관한 연구 주제에 대한사회적 관심은 냉전 시대에 그리 높은 편은 아니었다. 해당 주제가 전 사회적 으로 주목받고 연구 성과가 비약적으로 확대된 시점은 동서독 통일 이후였다.
냉전체제가 붕괴함에 따라 ‘피난과 추방’을 연구하는 학자들은 동유럽의 학자들과 협력하여 동유럽 문서보관소에 소장된 관련 자료들을 수집･정리할 수있게 되었다. 이러한 연구 성과물 자체는 대중적인 관심의 영역에 있지 않았지만, ‘피난과 추방’이란 주제는 유고슬라비아 전쟁이란 역사적 사건과 홀로코스트 기념 사업에 자극받은 실향민연맹(Bund der Vertriebenen)의 강제추방반대센터(Zentrum gegen Vertreibungen) 프로젝트가 시작되면서 점차 전 사회적인 이목을 끌게 되었다. 이 과정에서 안드레아스 코서트(Andreas Kossert)가2008년에 출간한 차가운 고향(Kalte Heimat)은 전국적인 인기를 끌며 ‘피난과 추방’에 대한 광범위한 사회적 관심을 끌어내는 데 일조하였다. 이후의 연구들은 주로 독일인 강제이주사를 유럽사적 혹은 지구사적 맥락에서 조명하거나 에바 한(Eva Hahn)과 한스 헤닝 한(Hans Henning Hahn) 부부의 연구와같이 ‘피난과 추방’에 관한 기억 문화를 다루는 데 집중하였다.
최근에는 2010년대 중반 이후 독일이 대규모 난민을 수용하는 과정에서 등장한 환대 문화(Willkommenskultur)와 같은 개념을 통해 수십 년 전에 벌어졌던 실향민들의 유입과 이에 대한 사회적･정치적 대응을 재조명하려는 시도도이루어졌다. 이는 근래의 난민･이주민 문제를 여전히 낯설게 보거나 그에 관한 논의를 거부하려는 사람들에게 해당 주제가 익숙한 역사적 경험임을 일깨우는 데 기여하고 있다. 이러한 연구 접근 방식은 마찬가지로 이주와 난민 문제를 겪고 있는 한국에도 적용할 수 있으며 해방과 한국전쟁 이후의 난민･이주민 수용 역사를 재인식하는 데 도움이 될 것이다.

다국어 초록 (Multilingual Abstract)

Research on the “flight and expulsion of Germans” began in West Germany as early as the 1950s, shortly after the events themselves had taken place.
One of the most representative outcomes of this early research was the multi-volume series the Dokumentation der Vertreibung der Deutschen aus Ost-Mitteleuropa. Although this work established a foundational narrative of “flight and expulsion,” it has received limited academic recognition, largely due to its uncritical portrayal of German victimhood and insufficient engagement with the Nazi past. In contrast, studies on the postwar integration of expellees and their organizations have achieved a considerable degree of scholarly sophistication, both in terms of quantity and academic standards.
However, despite these achievements, public interest in the subject remained limited throughout the Cold War period. It was not until after German reunification that the topic received significant scholarly and societal attention.
Following the collapse of the Cold War order, historians specializing in the subject were able to access Eastern European archives and initiated collaborations with scholars from former socialist countries in order to collect and analyze relevant documents. Although these academic efforts did not immediately capture the public’s attention, the topic of “flight and expulsion” gradually entered public discourse－particularly in response to the Yugoslav Wars of the 1990s and to the debates surrounding Holocaust commemoration.
The Centre Against Expulsions, a project launched by the Federation of Expellees, played a key role in bringing the issue to the fore. In this context, Andreas Kossert’s widely read 2008 publication Kalte Heimat made a significant contribution to elevating public awareness of the topic of the expulsion across Germany. Subsequent studies have increasingly framed the history of German forced migration within broader European and transnational contexts. In parallel, studies on the memory of flight and expulsion － particularly those led by scholars such as Eva Hahn and Hans Henning Hahn － have explored how this historical experience has been commemorated within Germany's culture of remembrance.
More recently, in response to the large influx of refugees into Germany during the mid-2010s, scholars have begun reassessing the integration of postwar expellees by applying contemporary concepts such as Welcoming culture. These efforts aim to draw historical parallels between the reception of expellees in postwar Germany and the challenges of refugee integration today. This research approach may also be applicable to Korean society, which, despite having formed itself through the integration of numerous migrants and refugees in the aftermath of liberation and the Korean War, still tends to perceive issues related to refugees and migration as unfamiliar or distant.
More recently, in response to the large influx of refugees into Germany during the mid-2010s, scholars have begun reassessing the integration of postwar expellees by applying contemporary concepts such as Welcoming culture. Such efforts serve to remind those who still view refugee and migration issues as unfamiliar or reject related discourse that these challenges are, in fact, deeply rooted in familiar historical experiences. This research approach may also be applicable to Korea, which faces similar challenges, and can contribute to a renewed recognition of its own history of accommodating refugees and migrants in the aftermath of the liberation and the Korean War.
