종합 교육 통신망 체제의 개념에 관한 연구 : 인간교육 경영 체제를 근거로 Concentrated on Human Education Management System = A Study of the Concept of Comprehensive Education Network System

국문 초록 (Abstract)

본 연구는 지구촌이 추구하고 있는 질 좋은 평생교육 평등화를 실현하는데 기여할 종합교육통신망 체제에 관한 연구이다. 인간교육학은 인간교육의 심층적 구조의 실체적 차원의 개념을 준거로 질 좋은 교육 평등화에 이바지할 수 있는 인간교육의 표층적인 실천체제의 개념을 시범·검증하면서 체계화하였다. 이제는 인간교육학회를 포함하는 폭넓은 공동체가 장기·종합 계획으로 이것의 시범·검증을 위한 종합적인 도입에 착수하고 "봉사하는 전문가 후보"를 모집하기 시작하였다. 본 연구의 목적은 ① 2015년을 전망하면서 새로운 평생교육의 개념을 확인하고, ② 질 좋은 평생 교육의 평등화에 이바지하게 될 종합교육통신망 체제의 개념을 2002년도까지 검증하고 체계화한 지적 자산의 보호를 받는 개념의 범위 내에서 확인하는 것 이였다.
2015년까지의 인구의 동태적 분석에 기초한 변환된 평생교육의 새로운 개념은 "평생교육은 평생 동안 보람 있게 살고, 자주적, 가치지향적·미래관리적 기본 산업을 발전시키고, 장수가 복이 되게 하고, 안정된 삶을 영위하게 하는 것"이다.
다음으로 종합교육통신망 체제의 개념을 확인하기 위해서 먼저 CENS의 개념적 기초인 인간교육 경영체제의 개념과 종합교육통신망 체제의 개념 및 적정 규모 시범·검증으로 구분하여 제시하였다.
인간교육경영체제는 보편적으로 추구하는 가치 기준으로 될 수 있는 자원 절감, 고품질, 저 비용, 이용자 편의, 생산자 우대를 기본 원리로 하는 경영체제이다. 이 체제는 교육비의 효율성과 생산성을 높임으로써 질 좋은 평생교육 평등화에 투입된 교육비의 경제적 가치를 높여 주게 될 것이다. 기본적으로 이 체제는 화폐로 계량할 수 없는 질 좋은 평생교육 평등화의 길을 여는데 이바지할 수 있다. 새로운 개념의 평생교육을 교육비의 경제적 가치를 높이는 경영 원리의 개념을 기초로 운영하는 체제가 바로 종합교육 통신망 체제이다. 이런 종합 교육 통신망 체제의 계위와 구성 요소 및 기대하는 성과를 추상적인 개념의 수준에서 확인하였다. 그리고 이런 추상적 개념을 기초로 저작권의 보호를 받는 범위 내에서 2006학년도까지 전개하게 될 시범·검증의 개념을 국가 단위 체제까지 확인하였다.
결론적으로 질 좋은 평생교육 평등화를 위하여 종합 교육 통신망 체계를 창조적으로 발전시키고 최선으로 활용하는 시범·검증은 나라 안에서는 서로 화목하게 되고, 남북과 해외 동포가 화합하게 되고, 지구촌의 존경과 신뢰를 받게 하는데 이바지하게 된다. 나아가 그렇게 함으로써 평화 문화의 모범을 보이려는 사명감과 실천력이 강하며, 자주적·가치지향적·미래관리적 산업에 투자하는 모범국이 되는 길이다. 이런 모범국 건설의 핵심적 수단이 종합 교육 통신망 체제(CENS)이다.
본 논문은 2015년을 내다보면서 2006학년도까지 질 좋은 교육 평등화의 시범·검증의 종합적 도입에 참여할 주체들이 활용할 종합교육통신망 체제의 개념을 밝히는 논문이다. 따라서 주체들이 종합 교육 통신망 체제를 활용하여 질 좋은 교육 평등화의 시범·검증을 성공적으로 수행해 낼 때 본 논문의 의의가 있다. 따라서 이러한 시범·검증이 원활하게 전개될 수 있는 여건 조성을 위해서 교육정책당국자. 입법부 및 고도전문가 후보자들에게 보내는 제의를 하고 있다.

다국어 초록 (Multilingual Abstract)

This study is to identify the Comprehensive Education Network System(CENS) to realize global equalization of excellence in life long education. Based on the study of human education(SHE), systematic studies have been conducted to demonstrate and verify the concept of practical system of surface structure of human education based on the substance dimension concept of the human education's depth structure. Now, the comprehensive community, including The Society for the Study of Human Education(SSHE) starts the comprehensive introduction of the demonstration and empirical verification of CENS and recruit "candidates of professionals for services" with the long-range and comprehensive plan.
In the context of this project, the purpose of this study is to identify the concept of the CENS to be utilized for equalization of excellence in life long education that: After estimating the basic scale of demand for excellence in life long education by 2015, it defined the new concept of life long education and human education management system, and identified the concept of CENS.
This study defined the new concept of a life long education after estimating the life long education demand of 2050 on the bases of population prospects from 1950 to 2050. The definition is that "life long education is to develop excellence in life long, education, independent, value and future oriented industries and to help management of life long and stable life"
Second, this study identified the concept of human education management system as a foundation of the CENS which will contribute excellence in life long education for all. The concept of human education management system is the indispensible foundation of excellence in life long education for all in Korea as well as global community and world peace. This system has the fundamental principles that is resource reduction high quality low expenses user convenience producer priority. This system will be able to open the way, though unaccountable by means of financial value, for excellence in life long education by effectiveness, efficiency and productivity of educational expenses.
It is CENS that will manage the new life long education based on the concept of management principle which will increase the economic value of education expenses. This study has conceptualized the level of system, constitutes and expected outcomes of the CENS in abstract level. This study, further, identified the concept of the demonstration and empirical verification at national unit system within the range of legally protected author rights.
In short, this CENS concept will be used for the learner centered equalization of excellence in life long education until the school year 2006, toward the goal for 2015, looking forward 2035. This program will provide the conceptual base to verify the system up to school year 2006 by collecting, analyzing and interpreting feedback data in the process of demonstration stage with this CENS system. This demonstration and verification program will involve continual experience from the starting points and empirical research procedure through this independent, value and future oriented management system.
This researcher identified 106 research papers already have been drafted that will be completed using additional feedback data in the course of writing case paper titled "learner centered equalization of excellence in education." This researcher contends that the CENS will be conceptual base which demonstrate the SHE's learner centered life long education. The candidates who are participating in this demonstration program only will be able to collect, analyze and interpret feedback data in order to publish international literature.
Consequently, the demonstration and verification which creatively develop and fully utilize the CENS for the equalization of excellence in life long education will contribute to the realization of Korea nationally balanced within the country, north-south and overseas Korean people as well as gaining global respect and trust. Further it will open the way for Korea to have strong Bence of mission and capabilities to build a culture of peace and investing capital for independent, value and future oriented industries. And CENS is essential means for Korea to be a model of such nation.
As I mentioned earlier in this report, this paper defined the concept of CENS will be used by the participants of the comprehensive introduction of equalization of excellence in life long education through demonstration and verification by school year 2006, toward the goal set for 2015. Thus, this study will have value to achieve goal set in case of all participants making full use of the CENS for equalization of excellence in life long education. As mentioned before, "candidates of professionals for services" group who will be members of a community for a culture of peace should be able to confirm the value of the project before the school year 2006. This will contribute also to the progress of global equalization of excellence in life long education for a culture of world peace.
To achieve this goal, I suggest the following proposals:
The government authorities should facilitate the formulation of environments that professionals, school teachers and parents could be able to join together with this demonstration and verification by the school year 2006 to perform voluntarily major role for development of a community of culture of peace.
The parliamentary members should enacts the law of author right to protect the Instruction For Producers(IFP) developed by The Society for the Study of Human Education.
The candidates of professionals for services who wish to participate in the development of "a community of a culture of peace' should actively conduct the empirical studies to validate the program/concept in order to contribute to develop a culture of world peace by participating in the optimum scale demonstration and verification of CENS.
