1862년 농민항쟁은 삼남 일대 수십 고을에서 일어난 시위와 저항이었다. 이 사건을 통해 다음과 같은 결론을 얻었다.
첫째, 이 시기 농민항쟁은 단순히 몇 년간의 문제 때문에 갑자기 일어난 사건이 아니었다. 19세기에 환곡을 비롯한 읍폐가 지속되었으며, 이 때문에 지역에 따라 여러 차례에 걸쳐 다양한 저항이 일어났다. 이러한 경험을 토대로 농민들은 1862년 조직력을 강화시켜 적극적인 항쟁으로 나아갔다.
둘째, 항쟁이 발발하기까지 과정을 살펴보면, 먼저 지도부가 형성되고 이들을 중심으로 모의가 이루어지는 과정과 공개집회를 통하여 대중을 끌어들이는 과정이 있었다. 참여 규모도 마을 단계에서 고을 전체 단계까지 확대되어 나갔다.
셋째, 이때 지도부와 참여계층은 시위의 전개과정에서 변화해 나갈 수 있었다. 전체적으로는 사족과 농민층이 항쟁에 함께 참여하였지만 경우에 따라 사족과 일반 농민층의 처지와 이해관계가 달랐기 때문에 농민항쟁이 이중적으로 전개되기도 하였다. 때로는 외지의 고용노동자들도 항쟁에 참여하였다.
이와 관련하여 농민군의 시위 양상을 살펴볼 수 있었다. 농민군은 시위과정에서 동리별로 적절하게 대열을 갖추었다. 특히 동리 초군들은 함께 지도자를 앞세워 대오를 형성하여 나아갔을 것이다. 대오 간에는 서로를 확인할 수 있도록 두레패의 깃발을 앞세우고 북과 꽹과리를 두드리며 기세를 올리며 나아갔을 것이다. 시위대 가운데 일부는 무기로서 농기구 등을 지녔을 것이다. 몽둥이·지게작대기·낫 등이 주로 이용되었다. 읍내를 공격할 때는 이서·군관 등이 있었기에 무기가 필요하였다. 실제로 이서를 공격하여 처단하고 감옥을 부수기까지 했으니 무기를 사용하였으리라 보인다.
시위대는 또 다른 무기로서 노래도 활용하였다. 민요가 많이 이용되었겠지만 항쟁의 이유나 목적을 담은 노래도 있었을 것이다. 노래는 대중이 자연적으로 만들기도 하였다. 진주에서는 유계춘이 초군 좌상의 요구에 따라 한글 노래를 만들었다고 한다. 이런 것은 짜임새를 갖춘 노래일 수 있다. 노래는 자연발생적으로 만들어지기도 하고 지도부가 의도적으로 만들기도 하였다.
농민군은 자신들의 의사를 전달하려고 등장, 통문, 방문 등을 만들었다. 때로는 깃발에 구호를 적기도 하였다. 농민들은 농성과 해산, 때로는 그 뒤의 대비까지도 조직적으로 진행하였다.
1862년 농민항쟁은 조선 후기 여러 방면의 사회 발전을 시위문화에서 활용하였다. 여기에는 말과 글이 적절하게 활용되었다. 모의, 집회 등을 거치면서 고을 폐단 대책에 대한 제안과 논의, 논쟁, 합의의 과정이 있었고, 향촌 지식인은 고을민의 의사를 반영하여 힘을 모았고, 나아가 관에 요구조건을 내세우는 목적의 글을 작성하였다.
저항의 도구로서 무기화된 농기구와 꽹과리 등 악기가 이용되었다. 시위의 당위성을 널리 알리기 위해서 노래와 구호뿐 아니라 깃발도 활용하였다. 저항의 단계로서 시위, 항의, 폭력을 통한 응징, 그리고 농성이 이어졌다. 수십여 개 고을에서 각자의 여건에 맞춰 온갖 시위문화가 적극 활용되었으며, 거의 전국으로 전파되었다고 볼 수 있다. 이러한 시위문화는 근대 사회의 상황에 맞추어 근대 민중운동이 펼쳐지는 데 큰 역할을 하였을 것이다.
1862년 농민항쟁은 그 전개과정에서도 끊임없이 발전하였고, 이후 중요한 시기마다 지속적으로 이어졌던 집단시위와 저항운동과도 연결될 것이다. 그 뒤로 1890년대 동학집단의 시위, 1894년 농민전쟁, 1898년 만민공동회, 일제강점기 3 · 1운동 등 굵직한 사건이 징검다리 식으로 이어지면서 우리나라 근대민중운동의 시위문화가 대중에게 체화되어 갔을 것으로 여겨진다.
The Peasant Struggle in 1862 was the demonstration and the resistance all over the three southern provinces of Korea. From this incident, I conclude it as follows. First, the peasants’ struggle in this period was not just an abrupt event but a long term one. The damage of villages continued including rice for relief (환곡, 還穀) during the 19th century. Because of that point, resistance occurred several times throughout the regions in various ways. Based on this experience, the fighting farmers' group strengthened its organization and led to an aggressive uprising in 1862.
Second, we can look at the first process was to form leadership with creating a conspiracy around them and attracting the public through gatherings. Farmers' participation extended from the village level to the entire town level.
Third, the leadership of the fighting force and the participating groups continued to change during the demonstrations. Local celebrities (사족, 士族) and peasantry participated together in the overall movement, but the position and the interest of the general farmers' class differed from the local celebrities in a certain case. Therefore, farmers’ protests were double struggle.
In this context, we can look into farmer's various protests in detailed. The farmer's army properly lined up during the protest. Each group of town by town, in particular, might have formed ranks with their leaders. They must have stepped up their efforts to identify each other by the flag of farmers’ cooperative group (두레패, Durepae), banging on the drum and gong. Some of the demonstrators might have had farming tools like club, A-frame carrier pole and sickle as weapons. Attacking the town, they needed weapons to be against the local government and military officers. They might have used weapons because they attacked local government officers and punished them, and even broke prisons.
Demonstrators also used songs as another weapon. Folk songs were used frequently, but some might have been about the cause or purpose of the protest. It was made naturally by the public. In Jinju, Yoo Gye-choon made a song with Korean letters in compliance with the request of woodcutters' leader. These songs could have been well-organized. They were made naturally or intentionally by the leaders.
Farmers created letter of plea (등장, 等狀), circular (통문, 通文), announcement (방문, 榜文) to convey their will. Sometimes they wrote them on flags. Farmers systematically staged a protest, a dissolution, and sometimes preparations for the aftermath.
The Peasant Struggle in 1862 took advantage of many fields of social development in the protest culture during the late Joseon Dynasty. Words and writings were properly used. There was a process of suggestion, discussion, argument, and agreement on the measures about the problems in the town through conspiracy and assembly. The intellectuals of the village wrote a letter to reflect the will of the people.
As a tool of resistance, weapons were used such as farming implements, gong and other instruments. Songs, slogans and sometimes flags were also used to spread the justice of the protest. As a stage of protest, it led to demonstrations, protests, punishment by violence. It was possible that all kinds of protest cultures was employed actively according to each town’s need in dozens of towns. That kind of protest culture would have spread to all over the country. This would have played a major role in the development of modern society for a popular movement in accordance with the conditions of society.
The Peasant Struggle in 1862 developed steadily in its evolution. It is also connected with mass demonstrations and other protest which occurred at important point after that time.
Since then, Donghak Peasant Revolution in the 1890s, Peasants’ War in 1894, organizing People’s joint association in 1898 and the March 1st Movement during the Japanese colonial rule continued. With these significant incidents, it is believed that the protest culture of the Korean modern popular movement has become embedded in the public.
