The author tried to analyze the actual management conditions of the practices on students' unique ability and aptitude in elementary and secondary schools. The conditions have been run to improve the development of the students' personality and creativity and to improve the quality and capacity of their unique abilities. For the purpose of this analysis, the author has created a questionnaire for teachers in Jeonrabug-do province.
There are two groups of teachers used in the analysis. One group is the chiefs of school affairs and the other is teachers in charge of the practices on students' unique ability and aptitude at school.
The author made researches into the actual management conditions of the training of students' unique ability and aptitude. These included the training of students' unique ability and aptitude's aim and purpose, the aspect of management as a whole, the administration of a part-time teachers, public information, and the evaluation to analyze the actual working state of the practices on students' unique ability and aptitude according to grade and local grouping.
The results of this analysis are as follows.
First, and analysis of the accomplishment by its aim and purpose showed that the practices on students' unique ability and aptitude was run efficiently and contributed to savings in private tuition fees. The practices was not used the students' local facilities or social environment but was well used for human, resources. It was managed after due deliberation by a parents' association which was not closely connected with the festival of teenagers group.
Second, the analysis of the aspect of management showed that the practices on their students' unique ability and aptitude was well managed in learning levels and it did not perform deepening and supplementary lessons for students with learning abilities, but did efficiently perform budgeting. Additionally, the practices wasn't efficient in educational effectiveness and didn't respond on the administration of various programs which were requested by student and their parents.
Third, the analysis of the management of part-time teachers showed that it was well managed the supply and demand of the part-time teachers for each courses but there were some negative responses centered around the composition of their domestic teachers. The part-time teachers were well qualified to instruct their students and the analysis showed that a part-time teachers' pay is medium level.
Fourth, the analysis of public information showed that the training of students' unique abilities improved and kept private lesson fees economical in publicity activities. The public information was available on good ideas gathered from the parents association on the improvement of the program.
Fifth, the analysis of the evaluation showed that directions of the upper official and an introduction of an excellent illustration were good. Conversely, the classes of students' unique abilities by way of direct mail(DM) were not evaluated by the students or their parents. The schools perform a self-evaluation that was of a medium level. However, the results were reflected in the next class through evaluation of each class and the part-time teachers.
First of all, the educational establishment itself needs to regain trust in a public school education and connect the school to a local network. The Ministry of Education must meet the needs to form a curriculum that contain a greater variety of classes and should improve the entrance examination-centered system.
It is necessary to make better use of inner teacher-centered system and it is important to take advantage of outer part-time teachers. Schools should plan for a public information campaign and make public the proceedings of the classes on the practices on students' unique ability and aptitude by communication with each students' home.
The most things what schools have to do are do make plans for a improve curriculum reasonable for its real state of affairs, develop a method of management. The schools need to make themselves ready for the future by providing the opportunity to make an operation system for a systematic way of performing evaluations by use of a computer web base homepage.
