사회복지시설의 사회화에 관한 조사연구 : 울산광역시를 중심으로 Mainly on the area in Ulsan = A Study on the Socialization of Social-welfare Institutional

국문 초록 (Abstract)

본 연구는 시설의 사회화 개념을 정의하고, 사회복지 시설의 사회화에 대한 기초적인 실태조사가 거의 없는 상태에서 울산광역시에 소재한 시설 가운데 본 연구에 응답한 71개 시설들의 사회화 실태 및 사회복지 시설 유형별 종사자간의 시설의 사회화 인식정도를 탐색함으로써 사회복지시설의 사회화 발전 단계 과정에 적용해보고 이후 시설의 평가 도구 및 프로그램의 개발시에 유용한 기초 자료를 제공자 하였다. 자료분석결과 울산광역시의 사회복지시설 종사자들의 시설의 사회화 인식정도는 대체적으로 높게 나타난 것을 알 수 있었다. 또한 사회복지시설의 사회화 발전 단계 과정에 적용하여 보면 울산의 사회복지 시설의 사회화는 2단계인 초기 상호관계에서 사회화가 이루어지는 단계로 이동하는 상태임을 알 수 있었다. 본 조사 연구의 분석 결과를 토대로 시설종사자들의 사회화 인식제고를 위한 과제를 제시해보면 다음과 같다.
첫째, 시설 사회화를 위해 가장 중요한 과제는 울산광역시의 경우 시설 사회화를 위한 재정과 인력의 확보되어야 한다
둘째, 개방의 측면에서 찾아가는 서비스를 비롯한 적극적인 지역 홍보를 통해 지역 주민의 이용 빈도를 높여야 한다.
셋째, 시설 운영과 관련하여 지역사회 주민 대표의 행정 참여 기회를 늘려야 한다.
넷째, 시설의 지역사회 자원 활용에 있어서 가장 시급한 과제는 지역 사회 내에 존재하는 타 사회복지 시설이나 사회복지 관련 기관들과 협력체제인 네트워크(net-work)를 갖추는 복지 인프라 구성이 시급하다.

다국어 초록 (Multilingual Abstract)

This study is to define the concept of the socialization of facilities and find out the actual situation of the socialization of the 71 facilities in Ulsan City which responded to this study and the degree of the facilities' socialization by type with almost no basic actual study data of the socialization of the social welfare facilities. This study is aimed at providing useful basic data for the development of evaluation tool and program after applying the outcome of this study to the development process of socialization of social welfare facilities.
As a result of the analysis of the data showed that the workers of the social welfare facilities in Ulsan Metropolitan City had a high recognition of the socialization of the facilities. The application of the result of this study to the development step process of socialization of social welfare facilities found that the social welfare facilities in Ulsan were moving from the second stage, an initial correlation to the stage of socialization.
Based on the outcome of the analysis, this study presents the following tasks to raise the recognition of the socialization of the workers at the social facilities:
First, the most important task to socialize the facilities in Ulsan is securing the finance and manpower for the socialization of the facilities.
Second, the use frequency of the residents should be raised by means of positive regional promotion such as providing visiting services.
Third, the opportunity for the residents' representatives to participate in the social activities involving the operation of the facilities should be increased.
Forth, the most urgent task in the utilization of the social resources in the facilities is to establish a social welfare infra equipped with a net-work, a cooperation system between the social welfare facilities and the social welfare-related organizations.
