정신장애인 주거서비스의 방향성 고찰 - 전문가 FGI를 중심으로 = A Study on the Direction of Housing Services for People with a Mental Illness - Focused on Expert FGI (Focus Group Interview)

. Objective: The study identifies the current state of housing services for the people with a mental illness and suggests the direction of future development in order for the housing services for people with a mental illness to properly serve and prove options according to the needs of the parties.

. Methods: The use of FGI on a group of mental health professions was considered suitable as the study aims to investigate the current state and future direction of the housing services for people with a mental illness. Thus, in September 2018, 7 mental health-related academics and field experts were recruited. There were 3 sessions held in total, each of which lasted for 2 hours.

. Results: As a result, we were able to examine the current state and the future direction of the housing services according to problem, role, direction and the system building of the housing services. In detail, the problems with housing contained service segmentation, provider-centered service provisions, and the sub-category of the role of housing services consisted of the habituation of daily life skill. Also, as for the direction of the housing service, sub-categories were set by providing services tailored to the needs of the parties, the necessity of dividing the roles of the housing services, and the supplementation of the types of supportive housing. Moreover, the necessity of establishing a system has been suggested for the efficient and effective operation of housing services.

. Conclusion: The study focuses on the segmentation of the current housing services and the problem of the provider-centered service provision. As a countermeasure to the problem, providing services according to the needs of the parties, supplementing other options for supportive housing, and establishing a system for the housing services have been suggested. In other words, it is essential to establish a housing service system in order to increase the efficiency from the perspective of the provider for the housing services. Also, to enhance the effectiveness from the perspective of the recipient of the services, it is necessary to create a system that provides the unified division of roles in between the diversification of the types of the housing service and the housing service itself.

국문 초록 (Abstract)

․연구목적: 본 연구는 정신장애인 주거서비스가 당사자 욕구에 맞춘 서비스 제공과 선택을 할 수 있도록 하기 위해 정신장애인 주거서비스 현주소를 파악하고, 앞으로의 발전방향을 제시하고자 한다.

․연구방법: 정신장애인 주거서비스 현주소와 앞으로의 방향성을 탐색하기 위한 연구이기에 정신건강 관련 전문가 집단 FGI가 적합하다고 판단하였다. 이에 2018년 9월 7명의 정신건강 관련 학계 및 현장전문가 집단을 구성하여,각 회기별로 2시간씩 총 3회 진행하였다.

․연구결과: 본 연구결과 주거서비스의 현주소와 앞으로의 방향성에 대해 크게 주거서비스의 문제점, 역할, 방향성, 체계구축으로 살펴볼 수 있었다. 세부적인 내용으로 주거서비스의 문제점에는 서비스의 분절성, 공급자 위주의 서비스 제공이 있었고, 주거서비스 역할은 일상생활기술의 습관화로 하위범주를 구성하였다. 또한, 주거서비스의 방향성으로는 당사자 욕구에 맞춘 서비스 제공, 주거서비스 역할 구분의 필요성, 지원주택 유형 추가로 하위범주를 구성하였다. 이와 함께 주거서비스의 효율적이고 효과적인 작동을 위해서는 체계구축의 필요성이 제시되었다.

․결론: 본 연구를 통해 현재 주거서비스의 분절성, 공급자 위주의 서비스 제공의 문제를 중심으로 보았으며, 이에 대한 방안으로 당사자 욕구에 맞춘 서비스 제공과 지원주택이라는 선택지 추가, 주거서비스 체계 구축이 제시된 바 있었다. 즉, 주거서비스 공급자 관점에서의 효율성을 높이기 위해서 주거서비스 체계구축의 필요성을 볼 수 있다. 또한, 당사자 관점에서의 효과성을 위해 주거서비스 유형의 다양화와 주거서비스 간의 역할 구분이 체계 구축을 통해 일원화 되어 제공될 필요가 있겠다.
