경찰의 정신질환자에 대한 업무경험이 정신질환자에 대한 태도에 미치는 영향 : 정신질환자에 대한 지식 및 편견의 매개효과를 중심으로

Effects of Police Officers’ Work Experiences with the Mentally Ill and their Attitudes towards the Mentally Ill. - Focusing on the Mediating Effects of Knowledge and Prejudice towards the Mentally Ill -

It has become more and more common for police officers to encounter the mentally ill or their family members while on duty. Thus, they became in charge of making the first decisions when it comes to possible social risks related to the mentally ill.
This study aimed at structurally investigating the roles of knowledge also prejudice towards the mentally ill and the relationship between police officers’ work experience and their attitudes towards the mentally ill. By doing so, the study intended to provide basic data for developing policies regarding police officers’ work related to the mentally ill. To achieve the goals of the study, a survey was conducted on 309 police officers who were currently working in three police station, police patrol units and police boxes in J Provincial Police Agency and in areas of their jurisdiction. In terms of the differences in the means of major variables according to the general demographic characteristics of the participants, there were significant differences in the work experience, attitudes and prejudice towards the mentally ill depending on the age group, police rank, and type of organizations where the participants worked for the longest time. However, there was no significant difference in their knowledge of the mentally ill according to the general demographic characteristics of the participants.
The results of the analysis on the relationships between the major variables are as follows: There was a positive relationship between police officers’ work experience with the mentally ill, and their prejudice and attitude towards the mentally ill. However, there was a negative relationship between the work experiences with the mentally ill and their knowledge of the mentally ill. There was also a negative relationship between the police officers’ prejudice and knowledge of the mentally ill, while there was a positive relationship between their prejudice and attitude towards the mentally ill. The police officers’ knowledge of the mentally ill had a negative relationship with their attitudes towards mental illness.
In the research model that incorporated all of the major variables, it was shown that the police officers’ work experience with the mentally ill did not directly affect their attitude towards the mentally ill. It was also verified that their work experience with the mentally ill influenced their attitudes towards the mentally ill, through the mediating knowledge and prejudice towards the mentally ill serving as mediating variables.
This study empirically verified the dual mediating effects of police officers’ knowledge and prejudice towards the mentally ill in the relationship between their work experience and attitude towards the mentally ill. Furthermore, it was possible to identify sequential dual mediating effects between the work experience with the mentally ill and the knowledge of, prejudice, and attitude towards the mentally ill.
Based on the results of this study, the following practical suggestions can be made for the police organization. First, sourcebooks should be regularly published to record police officers’ work experiences with the mentally ill as accumulative explicit knowledge. A system that allows the sourcebooks to be shared within the police organization should also be established. Second, in order for police officers to gain accurate knowledge of mental illness, mental illness should be dealt with as a regular topic for educational institutions and job training programs in the police organization. The police education policies need to be revised to state that in a case where a police officer is moving to a department where it is common to encounter the mentally ill or their family members, the officer should be provided with education on mental illness. In particular, police educational institutions should develop an on-site customized education program to help officers understand the characteristics of the mental ill and to be able to respond appropriately when they encounter mentally ill people in the course of their duty. Third, to reduce prejudice towards the mentally ill, MOUs should be established with mental health facilities and other related organizations in the area. There should also be opportunities to increase understanding of the mentally ill by participating in volunteering activities or other communicative activities with them. In addition, it would be advisable to encourage prospective police officers to study mental illness in advance, also volunteering experiences during recruitment. This will also make it possible for police officers to use the knowledge after recruitment. Fourth, a taskforce dedicated to the mentally ill should be established so that the police systematically respond to the mentally ill, and police officers should be able to accumulate indirect work experience from the taskforce.
The following are macroscopic policy-related suggestions that include the police organization: First, to secure close cooperation among organizations related to the mentally ill, also that the National Police Agency and Regional Police Agencies should establish an ongoing emergency response team by region, which will ensure smooth collaboration among related organizations. Second, a committee involving organizations related to the mentally ill needs to be formed and meetings held regularly. Third, there should be a cooperative relationship with the community mental health center to deal with the case management of the mentally ill who are due to return to the community after committing a minor crime, or whose conditions have improved after hospitalization or outpatient treatment. Fourth, a stronger legal system is needed to allow the police to exert the police administrative power upon the request of citizens or related professional organizations during the hospitalization and discharge processes of the mentally ill. Fifth, considering the aforementioned suggestions, there should be preemptive measures listed under the legal or administrative guidelines that allow for focused case management or administrative hospitalization, if necessary, for the high-risk mentally ill.

우리 사회의 경찰에게는 치안 현장에서 정신질환자나 그 가족을 대면하는 기회가 점차 증가해왔으며, 정신질환자의 사회적 위험성에 대해서 우선적 판단을 할 수밖에 없는 역할을 담당해온 것이 사실이다.
본 연구는 경찰의 정신질환자에 대한 업무경험이 정신질환자에 대한 태도에 영향을 미치는 관계에서 정신질환자에 대한 지식과 편견이 어떤 역할을 하는지를 구조적으로 살펴보고자 하였다. 그렇게 함으로써 경찰의 정신질환자와 관련된 업무상 정책 모색에 관한 기초자료를 제공하고자 하였다. 이를 위해 J도경찰청과 관할 지역 내의 3개 경찰서 및 소속의 지구대 및 파출소에 근무 중인 현직 경찰관 309명을 대상으로 편의표집하여 설문조사를 실시하였다.
연구대상자의 일반인구학적인 특성에 따른 주요 변수의 평균 차이에서, 경찰의 정신질환자에 대한 업무경험과 편견은 연령대, 직급, 가장 오랫동안 근무 관서에 따라서 유의미한 차이가 나타났고, 경찰의 정신질환자에 대한 태도는 직급, 가장 오랫동안 근무 관서에 따라서 유의미한 차이가 나타났다. 그러나 경찰의 정신질환자에 대한 지식은 일반인구학적인 특성에서는 유의미한 차이가 나타나지 않았다.
주요 변수 간의 상관관계분석 결과는 다음과 같다. 경찰의 정신질환자에 대한 업무경험과 정신질환자에 대한 편견 및 태도는 정적 상관관계가 나타났고, 경찰의 정신질환자에 대한 업무경험과 정신질환자에 대한 지식 간에는 부적 상관관계가 나타났다. 또한, 경찰의 정신질환자에 대한 편견과 지식은 부적 상관관계가 나타났고, 편견과 태도는 정적 상관관계가 나타났다. 경찰의 정신질환자에 대한 지식은 정신질환에 대한 태도와 부적 상관관계가 나타났다. 주요 변수 모두를 상정한 연구 모형에서의 영향력은 경찰의 정신질환자에 대한 업무경험이 정신질환자에 대한 태도에 직접적으로 영향을 미치지 않는 것으로 나타났고, 경찰의 정신질환자에 대한 업무경험은 정신질환자에 대한 지식과 편견의 매개적 역할을 통해서 태도에 영향을 주는 것으로 검증되었다. 다시 말하면, 본 연구를 통하여 경찰의 정신질환자에 대한 업무경험과 태도 간에 영향 관계에서 지식과 편견의 매개효과가 경험적으로 검증된 것이다. 더 나아가서 정신질환자에 대한 업무경험과 지식, 편견, 태도 간에 순차적인 이중 매개효과가 확인되었다.
본 연구의 결과를 바탕으로 다음과 같이 경찰조직 내의 실천적 제언을 하고자 한다. 첫째, 경찰의 정신질환자 관련 업무처리 경험이 공통적 지식으로 축적될 수 있도록 주기적인 자료집 발간과 이를 경찰조직 내에서 공유ㆍ학습하는 시스템을 구축해야 할 것이다. 둘째, 정신질환에 대한 올바른 지식을 갖추기 위해 경찰조직 내 교육기관이나 직장 내 직무교육 프로그램에 정규 내용으로 편성하고 정신질환자나 그 가족을 대면할 기회가 많은 부서로 이동할 시에는 이런 교육을 필수적으로 이수하도록 경찰의 교육 지침에 반영할 필요가 있다. 특히, 경찰 교육기관에서는 실무에 필요한 정신질환자의 특성과 대응요령 등 현장 맞춤형 교육프로그램 개발과 실질적 반영이 필요하다. 셋째, 정신질환자에 대한 편견 해소를 위해 지역 내의 정신의료기관이나 관련 기관 등과의 MOU 체결, 정신질환자들을 직접 대해보는 자원봉사나 소통 경험의 축적을 통해 이해의 폭을 넓힐 수 있는 접촉 경험을 증가시켜야 한다. 또한, 경찰 채용 시 면접에서 정신질환자 관련 지식이나 봉사활동 경험을 질문하여 선행학습을 유도하고 채용 후 경찰 활동에서 구현되도록 한다. 넷째, 경찰의 정신질환자 관련 체계적인 대응을 위해 전담팀을 운영하고 전담팀의 업무를 통해서 쌓은 직·간접 경험이 일선 경찰에게 확산되도록 해야 한다.
다음은 경찰조직을 포함한 거시적인 정책적 제언이다. 첫째, 경찰청과 시도경찰청 차원에서 정신질환자 대응 관련 기관 간에 유기적 협력을 위해 상설화된 권역별 응급대응팀의 체계 구축이 필요하다. 둘째, 정신질환자 관련 관계 기관 협의체를 구성하여 정기적이고 실질적으로 운영하는 것이 필요하다. 셋째, 경미한 범죄 후 지역사회로 복귀하는 정신질환자가 입원 치료나 외래 치료 후에 병세가 호전됐을 경우 등에 대해서는 정신건강센터 등의 유기적 사례관리 체계 구성원으로써 경찰의 구체적 역할의 규정이 필요하다. 넷째, 경찰이 정신질환자의 입·퇴원 과정에 주민, 관련 전문기관 등의 요청에 따라 치안 행정력을 발휘할 수 있도록 법적 체계가 더 확고히 갖추어져야 한다. 다섯째, 이상과 같은 과정을 통하여 고위험 정신질환자에 대한 집중적인 사례관리 시행 필요시에 행정입원 등을 수행할 수 있도록 법령과 행정 지침 정비 등 선제적 조치가 필요하다.
