환경규제정책의 경제성 분석을 위한 이론모형에 관한 연구 = A Study on a Model for Economic Analysis of the Environmental Regulatory Policy

다국어 초록 (Multilingual Abstract)

Pollution is one of the critical social issue in Korea. It results in inefficient resource allocation because owing to external diseconomies, it hinders the efficient resource allocation of the market mechanism. Thus when there exists the pollution problem in the production procedures, for achieving efficient resource allocation it is necessary to make an equilibrium between private marginal cost and social marginal cost by including the marginal damage caused by the pollution into the private marginal cost of the polluter.
For eliminating the marginal damage caused by private marginal cost, there are two ways: one is to tax the polluter the same amount of the marginal damage, and the other is to subsidize the low-polluting firm the same amount of the gab between the actual pollutant and the pollution standard. Moreover, we can consider the method to open a property market by giving the property right on environment. In addition, there is a method of internalization integrating the polluter and the damager.
The above are the discussions focusing on only two sides, the polluter and the damager. However, we might get the same conclusion when we analyze in the framework of a general equilibrium model. That is, the best regulatory pollution policy is the direct taxation to the economic activities of the polluter in terms of production and the supply and demand of production elements. In this context we can get some ideas from the failure of the U.S. anti-pollution policy.
