동북아안보와 한반도의 평화통일 : 다자안보협력을 중심으로 = Northeast Asian Security and Peaceful Unification of the Korean Peninsula

Although the end of the Cold War has certainly improved the security environment ofNortheast Asia the Korean peninsula still remains as one of the major tension spots in theregion. The Korean peninsula is often described as 'the last glacier of the Cold War'.
By the way a multilateral security regime in Northeast Asia can help bring about afavorable environment for peaceful unification of the peninsula. Recognizing this, theRepublic of Korea is currently taking the initiative of inroducing security dialogue, calledthe 'Northeast Asia Security Dialogue', into the Northeast Asian region.
In pursuing such a forum, however, there exist a number of stumbling blocks. And so inorder to establish a multilateral security regime the following pinciples should beemphasized.
First, we must adopt gradual approach in pursuing the regime. The Northeast Asianregion lacks a habit of dialogue among states. Therefore it is important to nurture habits ofconsultation and cooperation gradually among regional states.
Second, in addition to official talks(track one), there is a need for unoffcial channels(tracktwo) of dialogue or security. While the track two process is not unique to the multilateralappoach to regional security, through this process both fundamental issues and emergingproblems can be adessed more frankly and more tentatively than is possible in officialprocess.
Third, multilateral security regime in Northeast Asia should not undermine or erode theexisting bilateral relations in the region. To introduce multilateral dialogue in securitymatters is not necessarily to deny the role of the existing bilateral security arrangements.
Finally, there is a need for linkage between economic cooperation and security cooperation.Over the past few decades the Northeast Asian economics have grown rapidly. And soregional economic cooperation can help promoting cooperative and better Politicalrelationships.
