조직문화와 성과관리시스템의 구성요인에 대한 인식 간 관계에 대한 연구 = A Study on the Relationship between Organizational Culture and Perception of the Components of Performance Management System

국문 초록 (Abstract)

최근 들어 지방공기업을 포함한 공공기관의 성과관리는 핵심적 관리분야로 인식되고 있으며, 특히 내부성과관리의 경우 성과평가의 대상인 내부 구성원의 성과관리시스템에 대한 긍정적 인식은 성과관리의 핵심요소라 할 수 있다. 본 연구는 성과관리시스템에 대한 구성원의 인식을 세분화하고 이에 대한 조직문화의 영향력을 연구해 지방공기업의 성과관리역량을 향상시키고자 한다. 먼저 조직문화와 성과관리에 대한 기존 연구를 정리하였다. 조직문화의 영향력을 구체적으로 검증하기 위해 경쟁가치모형에 근거해 4개 유형으로 조직문화를 구분하고, 성과관리시스템 또한 실무적 관점에서 3개 요인으로 구분해 성과관리시스템 구성요인의 인식에 미치는 조직문화의 영향력 비교를 연구문제로 설정하였다.
지방에 소재하는 지방공기업의 구성원을 대상으로 한 설문을 통해 데이터를 수집해 분석을 진행한 결과는 다음과 같다. 첫째, 성과관리시스템을 기존 연구에 근거해 3개 구성요인으로 구분하였으며, 요인분석을 통해 3개 구성요인에 대해 통계적으로 검증하였다. 둘째, 성과관리시스템의 3개 구성요인에 대한 구성원의 인식에 미치는 조직문화 유형별 차별적인 영향력을 검증하였다. 마지막으로, 조직문화의 유형별로 조직문화 및 성과관리시스템 구성요인의 세부항목 간 관련성을 검증하였다. 기존에 성과관리시스템을 하위 구성요인으로 구분해 진행된 실증적 연구와 성과관리의 하위 구성요인에 대한 조직문화의 영향력에 대한 연구가 존재하지 않기에 본 연구는 탐색적 연구로서 조직문화 및 성과관리에 대한 연구에 기여할 것으로 기대된다.

다국어 초록 (Multilingual Abstract)

In recent years, performance management of public institutions, including regional public corporations, has been recognized as a key management field, and in the case of internal performance management, the positive perception of the performance management system by internal members who are the subject of performance evaluation is a key element of performance management. Therefore, this study aims to improve the performance management capabilities of regional public corporations by subdividing the perceptions of members about the performance management system and studying the influence of organizational culture. First, existing studies on organizational culture and performance management were summarized. Based on the competitive value model, organizational culture was classified into four types in order to specifically verify the influence of organizational culture on the perception of the components of the performance management system. In addition, the performance management system was divided into three factors from a practical point of view, and comparison of the influence of organizational culture on the perception of the components of the performance management system was set as a research question.
The results of collecting and analyzing data through a survey of members of regional public corporation located in the province are as follows. First, the performance management system was conceptually divided into three constituent factors based on existing research, and three constituent factors were statistically verified through factor analysis. Second, the discriminatory influence of each type of organizational culture on the perceptions of members of the three constituent factors of the performance management system was verified. Finally, the relationship between the detailed items of the organizational culture and the constituent factors of the performance management system was verified for each type of organizational culture. Since there are no studies on the influence of organizational culture on the sub-factors of performance management and empirical studies conducted by dividing the performance management system into sub-factors, this study is expected to contribute to research on organizational culture and performance management as an exploratory study.
