새마을運動과 政治發展에 관한 硏究 = A Study on the New Community Movement and Political Development

In this paper the writer tried to examine problems involved in the New Community Movement, especially find out what kind of relations exist between New Community Movement and the Political development in our country. It is emphasised that New Community Movement is the foundation for the development of Democracy. If New Community Movement continues at political or power orientation, its characteristics will be uniform, administrative bureacratic and performance-oriented which are very different from its original ones. Whenever any regime changes it is fearful that New Community Movement will be attempted at the subordination status of the regime.
The development of democracy cannot be achieved through only artificial ideology but it can be achieved when political culture of a country arrives at the certain level. There are many ways to improve political culture. For Example, we can think a way in which we can improve political culture through school, home, same age group, or mass communication, or another way in which we can improve it through political party or interest group. But political party or interest group may not only but their own interest before the public ones but also it is fearful that it will become a political power-oriented under Korean situation.
So, I think that New Community Movement is the best way for us to improve our people's political culture level. What is more important is that future direction of New Community Movement should not be directed toward a so-called Saemaul Democracy or Korean style Democracy under the Revitalzing Reforms (Yusin) System. If the same mistakes which have been made in the past were made again Intellectuals as well as grass-root people would deviate from the New Community Movement.
As a result, New Community Movement should be succeed to make people wealthy and for the development of Democracy, it should be transformed from government-lead one to private-lead one sooner or later. If we cannot do so quichly, we should start gradually from the possible part of it. This is not the revolutionary priscription for the development of Korean political structure but the way for gradual democratization.
