2000년대에 대비한 정부조직체계 개편방안 = Reorganization of Korean Government Structure in Preparation of the 21st Century

1. The Korean administrative system is experiencing great change as the 20th century is drawing to a close. Both internal and external situations surrounding Korea are rapidly changing. International power order is also reshuffled in proportion to the economic profits for their own advantages. Accordingly, Japan, Germany and China are getting dominant over the world, Due to international competitiveness in high-level science such as electronic lasers, high-tech area and genetic science the world is changing rapidly. Also the world is changing with great speed in all its socio-economic development. At this point, we are facing with rising internationalization. democratization and inter-dependence with other nations. As a divided developing country, Korea is about to step towards reunification. To be prepared for all of our changing situations, the Korean government needs to review all the current structures and to reorganize them for an efficient matching in the new era.
2. What follows are few things for improvement in the governmental System which are currently weak.
1) To establish effective overall national plans on a long-term basis, 2) Efficient promotion of overall policies on a mutual ministry-level, 3) Good setting up promotion of complicated economic planning in connection with various sectors, 4) Reinforce foreign policies on the basis of systematic strategy. 5) Expand social welfare through more effective and diverse methods. 6) Effective promote re-unification policy, 7) Efficient support the development of science and technologies etc..
3. For achieving the above mentioned suggestions, this study propose The following;
① Re-organization of the 「Presidential Office」
「National Office of Planning and Development」 will be organized to include 「Planning Office」, 「Budget Office」, 「Coordination Office of Trade and Foreign Affairs」, 「Coordination Office of Huamn Right and Social Welfare」, 「Coordination Office of Science and Technologies」 and 「Coordination Office of Relation Between North and South Korea」. Furthermore 「Reform Committee for National Policy」 and 「Committee for Personnel」
② Reorganization of 「Office of Prime Minister」
「Ministry of Coordination of Government-Affairs」 will act to intergrate with 「Ministry of Government Administration」 and 「Office of Administrative Coordination」 of 「Office of the Prime Minister」. The Minester of Coordination of Government-Affairs will act as the chairman at the cabinet meeting in the absence of the Prime Minister. The Vice Minister of the Ministry as mentioned about will act as the chairman at the Vice Minister-Meeting.
This Ministry will include 「Office of Government Legislation」, 「Personnel Office」, 「Office of Organization Management」, 「Office of Government Performance Evaluation」, 「Office of Administrative Reform」, 「Office of Administrative Coordination」, 「Emergency Planning Office」, 「Inspection Office」 etc.. Additionally 「Office of Prime Minister」 will organize 「Committee of Youth Policy」 and 「Intergrated Quarantine Office of Imported Foods」
③ Reorganization of other Ministries
ⓐ 「Ministry of Economic Development」 will act to integrate with 「Economic Planning Board」, 「Ministry of Trade and Industry」, and 「Ministry of Energy and Resources」.
ⓑ The function of 「Youth Policy」 of the 「The Ministry Sports & Youth」 will move to 「Committee of Youth Policy」 of Prime Minister.
ⓒ Furthermore the Administrations of `Maritime Industry` and `Social Welfare` will establish newly. Besides 「Joint Government Counselling Service」, 「The Cultural Property Preservation Bureau」 and 「Fire Fighting Bureau」 will reform and extend.
4. To Support the reorganized Government offices properly excute Their operations as initially planned, in is recommened that qualified professionals in respective fields participate in a large degree for a more effective goals to be achieved. Also, implement system of budget and public servants on fair basis and enhancement of their morale are another two essentials for a better result.
