사회적 기업 지원 활성화를 위한 주요 쟁점의 도출 - 전북, 광주, 전남지역의 지역언론 기사 내용을 중심으로 -

국문 초록 (Abstract)

본 연구는 사회적 기업의 활성화를 위해서 향후 더욱 강화시켜 나가야 할 사회적 기업 관련 정책적 분야를 도출하고, 자치단체 차원에서 수행해야 할 정책문제선정에 도움을 주고자 하는데 목적을 두고 있다. 2007년 사회적기업육성법이 제정된 이후 사회적 기업의 활성화를 위하여 다양한 연구방법들을 통하여 정책문제를 도출해 왔다. 그러나 그동안 활용한 방법들은 주로 인터뷰와 설문지 방법에 의존함으로써, 내재하고 있는 사회적 기업관련 정책문제를 도출하는데 한계를 보여 온 것이 사실이다. 이러한 문제인식하에서 본 연구에서는 네트워크 텍스트 분석방법을 이용하여, 지역의 사회적기업들이 현장에서 겪고 있는 핵심적 문제점들을 도출시켜 보는 데 연구의 목적을 둔다. 사회적 기업에 관련된 문제점에 대한 정확한 이해없이는 개선방향 제시도 어렵게 된다. 이러한 관점에서, 본 연구에서는 비교적 사회적 기업이 덜 활성화되어 있는 전북, 광주, 전남지역의 지역언론에서 사회적기업에 대해서 다루고 있는 주요한 이슈들을 종합적으로 도출해 내 봄으로써, 향후 자치단체나 사회적기업 지원기관들이 제도적 지원체계를 구축하고 개선하는데 필요한 정책정보를 제공하고자 한다.

다국어 초록 (Multilingual Abstract)

This paper aims to derive major policy issues regarding social enterprises at local level, using network text analysis of articles, columns, editorials published in local newspapers. Inherently, local news papers take notice of local policy issues and propose troubleshooting, implying that it is necessary to analyze local newspapers in order to identify what kind of issues have been existed in relation to social enterprises. Under this background, this paper employes the network text analysis which is a combined method of network analysis and text analysis, and attempts to draw major policy issues involved in social enterprises being operated in three regions called Jeonbuk, Jeonnam, and Kwangju in Korea, expecting that these issues might be common in other regions in Korea. The analysis results are summarized as follows. First, it is important to promote social enterprises, especially to strengthen activities in advertisement and sales. Second, support programmes for social enterprises in the vulnerable classes should be strengthened, and consulting could be important for enhancing the competitiveness of social enterprises. Third, in the Jeonnam area, universities are important for social enterprises and thus a culture friendly towards promoting social enterprises is recommended. Also, there is a need for development for a cooperative self-sustainable model. Fourth, the role of 'pro-bono' is important from the founding of a social enterprise, and education and academies, network, and the opening of new markets for selling products from social enterprises are especially important issues in Jeonbuk. At the same time, results show that Jeonbuk needs social enterprises in fields such as after-school programs.
